City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, March 17, 2016 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jones called the meeting to order at 6:38 p.m. at the West Conference Room. ROLL CALL Present 7 - Chair David Jones Vice Chair John Cordes Commissioner Kevin Jackson Commissioner Richard Kolber Commissioner Margaret Okuzumi Commissioner Angela Rausch Commissioner Kyle Welch ORAL COMMUNICATIONS Chair Jones made an announcement regarding the Boards and Commissions recruitment and noted that BPAC has two vacancies. Greg Unangst with Mountain View BPAC and VTA BPAC made the following announcements: There will be a meeting for all Santa Clara County Bicycle and Pedestrian Advisory Commissioners at “the Silicon Valley Bikes” Festival on May 15th @History of San Jose Park. There will be many presenters at the event discussing bicycle related topics. Dave Simons from the VTA BPAC discussed VTA and how they handled the Superbowl. Commissioner Jackson made the following announcements: Planning Commission will have a Study Session on Monday, March 21 at 7 p.m regarding the Mathilda 101/237 project. City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 17, 2016 Commission The Department of Public Safety and Public Works gave a presentation on bike/pedestrian safety at Homestead High School on March 16. The Safe Routes to School coordinator position was included by Council in the recommended budget and will be up for approval in June. Commissioner Welch referenced the website of safebicyclingdata.org. You can file a bike incident report on near miss collisions. Vice Chair Cordes announced an upcoming meeting on March 7 where VTA will release a list of projects they would like to fund with the envision ballet measure. CONSENT CALENDAR 1.A 16-0283 Draft Minutes of the Bicycle and Pedestrian Advisory Commission Meeting of February 18, 2016 Commissioner Kolber moved and Commissioner Jackson seconded the motion to approve the consent Calendar. The motion carried by the following vote: Yes 5 - Chair Jones Commissioner Jackson Commissioner Kolber Commissioner Okuzumi Commissioner Welch No 0 Abstain 2 - Vice Chair Cordes Commissioner Rausch PUBLIC HEARINGS/GENERAL BUSINESS 2. 16-0124 Steps to Achieving a Silver Level Designation in the League of American Bicyclists - Bicycle Friendly Communities (Study Issue) Carol Shariat, Principal Transportation Engineer/Planner gave a staff report on the 2015 council ranked study issue sponsored by BPAC to determine the Steps to move forward to recognize Sunnyvale as a Silver Level Bicycle Friendly Community (BFC) by the League of American Bicyclists (LAB). She stated that this study issue would be brought forth to Council on April 19, 2016. She then introduced Lola Torney and Jennifer Donlan-Wyant from the consultant firm of Alta Planning + Design. Alta Planning + Design gave a presentation to BPAC on how they assisted the City with developing action items and cost of each action item to better the City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 17, 2016 Commission City's chances of obtaining a Silver Level BFC designation. Alta also discussed the joint effort between the staff of the Sunnyvale Transportation and Traffic Division, Alta, Sunnyvale's Department of Public Safety, and the Santa Clara County Health Department to respond to each question on the BFC application. After Alta's presentation, Ms. Shariat presented each alternative and the staff recommendation to BPAC. BPAC discussed the public hearing item with Commissioner Cordes making a motion and Commissioner Kolber seconded the motion to approve Alternative 1: Apply to be considered as a Silver Level BFC. The motion carried by the following vote: Yes 7 - Chair Jones Vice Chair Cordes Commissioner Jackson Commissioner Kolber Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 3. 16-0284 Bicycle Map Update Ms. Shariat introduced Lola Torney with Alta Consultants and noted that they will be assisting with the Bicycle Map updates. Ms. Torney stated that updated information to the bike map will be available at the next BPAC meeting. 4. 16-0290 Review and Approval of the 2016 Work Plan Changes added to the Work Plan include: Maude Streetscape Plan added in April Perry Park added in April Wolf Road Corridor Study added in May Bike Map to be added in April and not on list yet. Commissioner Kolber moved and Vice Chair Cordes seconded the motion to approve Work Plan. The motion carried by the following vote: City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 17, 2016 Commission Yes 7 - Chair Jones Vice Chair Cordes Commissioner Jackson Commissioner Kolber Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 5. 16-0285 Transportation Development Act (TDA) Funding Recommendation Ms. Shariat informed the Commission that the actual amount allotted to the City this year was approximately $100,000 and that the project needs to be submitted by early April. She added in the costs for projects that the City has identified as candidates for the guaranteed funding and switched around the City's priority of where the money should be spent. The City would like to use the guaranteed money for matching funds for the Mary Avenue Phase 2 project. Commissioner Jackson moved and Vice Chair Cordes seconded the motion to approve to use all the money to apply for matching funds to Mary Avenue project. The motion carried by the following vote: Yes 7 - Chair Jones Vice Chair Cordes Commissioner Jackson Commissioner Kolber Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 6. 16-0286 Utility Bill Insert Concepts Ms. Shariat asked the Commissioners for suggestions on the design of the Utility Bill flyer.The Commission discussed ideas for the flyer and settled on a design. Chair Jones moved and Commissioner Jackson seconded the motion to approve the design of the Utility Bill Stuffer. The event will be from 6am-10am at the two engineer stations located at the Wolfe Road/El Camino Real intersection and near downtown Caltrain Station. Commissioners Welch, Kolber, Cordes, and Jackson will be volunteers. Planning Commissioner Simons will also be volunteering. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Commissioner Jackson proposed two Study Issues.The first is a study issue on the pros and cons of class IV cycle tracks. The Commissioners discussed the proposed study issue and Commissioner Jackson moved and Chair Jones seconded the motion to approve Study Issue on Pros and Cons of Cycle Tracks (Class 4). The motion carried by the following vote: Yes 7 - Chair Jones Commissioner Kolber Commissioner Jackson Commissioner Welch Commissioner Okuzumi Vice Chair Cordes Commissioner Rausch No 0 Th second study issue proposed by Commissioner Jackson is where and when to use regulatory sign R4-11 (bicycles may use full lane) on collectors and artrials especially where lanes are too narrow and unlikely to be fixed. The Commissioners discussed the study issue with Commissioner Jackson making the motion and Commissioner Welch seconded. He also stated the Northbound Bernardo at Remington bike stencil needs to be moved to the middle of th lane. Ms. Shariat would provide to Commissioner Jackson the link to the City's CRM System. Staff Comments Mrs. Shariat announced that Wolfe Road Recycled Water Pipeline Project with Santa Clara Valley Water District will be putting down 2.5 miles of recycled water pipeline along Wolfe from Kifer to Homestead. Construction to begin in April and approximately one year to complete. Construction information (work area, hours, schedule) posted on website at valleywater.org/wolferoad. Ms. Shariat mentioned that Santa Clara Valley Water District is willing to come and give a presentation. Mrs. Shariat also mentioned upcoming bike projects where the City is working in collaboration with the City of Mountain View. One is on Bernardo from Evelyn Avenue to Ayala Drive and will feature buffed bike lanes. The other is on Maude Avenue under the SLR 237 overpass. The City is prepared to host two energizer stations for this year ’s Bike to Work Day, scheduled for Thursday, May 12. Stations are proposed at Wolfe Road and El Camino Real, and near the Downtown Caltrain station. The City will provide signs, tables, food, and bicycle propaganda. At this time staff would like to offer volunteer opportunities for BPAC members to help staff the stations. City staff will provide staffing, but assistance is much appreciated. Stations will be open from 6:00 AM to 10:00 AM.
