Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jones called the meeting to order at 6:32 p.m. in the Council Chambers. ROLL CALL Present 7 - Chair David Jones Vice Chair John Cordes Commissioner Kevin Jackson Commissioner Richard Kolber Commissioner Margaret Okuzumi Commissioner Angela Rausch Commissioner Kyle Welch Late arrival: Commissioner Okuzumi arrived at 6:40 p.m. Council Liaison attendance: Vice Mayor Larsson (present) PRESENTATION 16-0414 Wolfe Road Water Pipeline (Presentation) Mr. Abbas, Transportation and Traffic Manager, introduced Project Manager Debbie Butler and Public Information Representative Kristen Yasukawa from the Santa Clara Valley Water District. They gave a presentation on the Wolfe Road Water Pipeline project outlining details and giving updates on the project. ORAL COMMUNICATIONS Commissioner Welch made an announcement regarding two events held at Town Square in Cupertino for free specialized bike helmets for children and information on bike safety training & rodeo for children. Commissioner Jackson made the following announcements: April 30th Public Safety Department asking for help at Columbia Neighborhood Center, May 14th at Vargas asking for help with Helmet fitting & give aways, Safe Route to Schools City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes April 21, 2016 Commission putting together route maps and chose Ponderosa as pilot project, and the Silver Level Study Issue was accepted unanimously by Council. Dave Simons, VTA BPAC, announced that cycle 3 of Active Transportation Program called for application to come out on April 15th. Deadline is June 15th. Commissioner Jackson asked that if the two staffing positions offered by Google were accepted by the City if the Bernardo Undercrossing project would start by the end of this year. Mr. Abbas responded that he was not sure about that commitment and if the project would get started under that motion. Commissioner Jackson added that it was specifically mentioned in the Report to Council. Vice Chair Cordes announced that on April 22 VTA is having its 40th Anniversary Celebration at the offices on 1st street from 8:30 am-9:00 am then at 9:00 am Ballad measure. Chair Jones opened Oral Communications to the Public. Daniel Howard, spoke in support of Alternative 2. He noted that there are no cross walks by the school, increase crossings at Maude Ave extension to Wolfe, consider buffered bike lanesbetween the curb and pariking lane. Tim Oey – Alternative 2 - Improvements to Maude - Add full time bike lanes on Maude/from Mathilda to all the way to Wolfe Road. Recommend Alternatives 1, 5 and 6. Greg Corning – Maude Bikeway - Opposed to Bike lanes on Maude - Determent to loosing 140 parking spaces. Lauren Ledbetter – In support of Alternative 2 Bike Lanes - Enforcement issues no parking in bike lanes, Thanked City staff for community meeting at Bishop Elementary School, Outreach to Spanish speaking community and how many people attended? Larry Klein –Alternative 2 - Expressed concerned with the Traffic Study being incomplete and stated that all the traffic issues have not been taken into account. CONSENT CALENDAR 1. 16-0413 Draft Minutes of the Bicycle and Pedestrian Advisory Commission Meeting of March 17, 2016 City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes April 21, 2016 Commission Commissioner Welch moved and Commissioner Jackson seconded the motion to approve the Consent Calendar. The motion carried by the following vote: Yes 7 - Chair Jones Commissioner Kolber Commissioner Jackson Commissioner Welch Commissioner Okuzumi Vice Chair Cordes Commissioner Rausch No 0 Commissioner Jackson mentions that a change be made to the minutes on item no. 6 on pages 4-5 to 16-0286 Utility Bill Insert Concept. Commissioners discussed and a vote was taken for both sides of the flyer (Bike side & Pedestrian side), however the vote for the pedestrian side was omitted.The motion carried by the following vote: Yes 6 - Chair Jones Vice Chair Cordes Commissioner Jackson Commissioner Kolber Commissioner Okuzumi Commissioner Welch No 0 Abstain 1 - Commissioner Rausch PUBLIC HEARINGS/GENERAL BUSINESS 2. 16-0261 Provide a Recommendation to the City Council on the Roadway Allocation Study for Design Development of Maude Avenue Bikeways and Streetscapes Project Chair Jones asked for a staff report Mr. Abbas introduced Elizabeth Roca-Johnson, Engineering Assistant II, Kimley Horn, Project Manager and Adam Dankberg. Mr. Abbas then commented that the project was presented to the community. Mr. Dankberg presented a brief overview of the Roadway Allocation Study for Design Development of Maude Avenue Bikeways and Streetscape project and discussed the Staff Recommendations with the Commissioners. Mr. Dankberg noted that the main objective is to provide bike lanes on this corridor City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes April 21, 2016 Commission and to enhance existing bicycle facility and to support and enhance multi model circulation, pedestrian and bicycle activity and transit all along corridor. The 2006 Sunnyvale Bike Plan included a project to install bike lanes on this stretch of corridor. In order to achieve that would removal parking and minor widening of the corridor. At this point project is not considering widening corridor given challenges with fronting residential. Staff recommended to approve Alternatives 1, 5 and 6. Remove all on-street parking and install bike lanes from Fair Oaks to Borregas Avenue, test/pilot improvements on westbound Maude at Mathilda intersection, and to proceed with pedestrian improvements. Mr. Dankberg then discussed in the report to commissions how to proceed: Alternative 1 converts on street parking that exists on both sides of corridor to buffered bike lanes, Alternative 2 replaces center turn lane with bike lanes, Alternative 3 no designated bike lanes in school board, Alternative 4 timed limited bike lanes existing at Homestead, stripe in parking on nights and weekends. Two additional options to consider W/B through lane on Maude across Mathilda, pedestrian improvements which include removal of pork chops, relocation of the bus stop. Commissioners discussed the project and Commissioner Jackson moved and Vice Chair Cordes seconded the motion to recommend Alternatives 1, 5 & 6 with the following change to Alternative 1 add 6ft bike lanes and 2 foot buffers, amendment to Alternative 6 for additional crosswalks, extend Project Area E from Fair Oaks to Wolfe. The motion carried by the following vote: Yes 5 - Vice Chair Cordes Commissioner Jackson Commissioner Kolber Commissioner Okuzumi Commissioner Rausch No 2 - Chair Jones Commissioner Welch 3. 16-0415 Bike to Work Day Planning The City is prepared to host two energizer stations for this year’s Bike to Work Day, scheduled for Thursday, May 12. Stations are proposed at Wolfe Road and El Camino Real, and near the Downtown Caltrain station. The City will provide signs, tables, food, and bicycle propaganda. At this time staff City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes April 21, 2016 Commission would like to offer volunteer opportunities for BPAC members to help staff the stations. City staff will provide staffing, but assistance is much appreciated. Stations will be open from 6:00 AM to 10:00 AM. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Commissioner Jackson proposed a Study Issue to Investigate Updating Plan Line for Mathilda North of Washington. Commissioner Jackson moved and Chair Jones seconded the motion to approve a Study Issue to Investigate updating Plan Line for Mathilda North of Washington. The motion carried by the following vote: Yes 7 - Chair Jones Commissioner Kolber Commissioner Jackson Commissioner Welch Commissioner Okuzumi Vice Chair Cordes Commissioner Rausch No 0 Commissioner Cordes proposed to Update Bike Plan every 5 years instead of every 10 years. Commissioner Cordes moved and Chair Jones seconded the motion to approve to Updating Bike Plan every 5 year instead of 10 years. Mr. Abbas noted that yes ADA did include all existing facilities on/off street paths. Commissioner Cordes thanked the staff for updating the Active Items List.
