City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, October 20, 2016 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Kevin Jackson called the meeting to order at 6:34 p.m. in the West Conference Room. Council Liaison Attendance: Councilmember Martin-Milius arrived at 6:45 p.m. ORAL COMMUNICATIONS Chair Jackson made the following announcements: VTA BPAC is working on a Complete Streets Sub-Committee and will be looking at implementing the checklist that MTC requires and will start submitting them to the BPAC. Lauren, Staff Liaison to the VTA BPAC, will be at the next BPAC meeting. There will be a Study Session for Boards and Commissions on October 25th. DPS received an OTS grant. The Bike Mobile is back in business and taking reservations, but they have a long City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2016 Commission waiting list. Ponderosa Elementary School submitted a draft of their Safe Routes to School Map. Cherry Chase Elementary is eager to be the next school to design a map. Bike Share is expanding from 700 to 7000 bikes. Chair Jackson asked Staff to extend an invitation to Norma O’Connell, Safe Routes to Schools Coordinator, to the next BPAC meeting. Commissioner Okuzumi mentioned there is a Council Study Session on the Climate Action Plan, November 1st. Commissioner Cordes announced that they have started adding the bike lane on Maude Avenue and Mathilda Avenue. Council Member Martin-Milius announced there will be a Bike Rodeo at San Miguel Elementary School, October 29th. A member of the Public, Sharlene Liu, a parent at Homestead High School, spoke about the Bike Route Audit they are doing along with the City of Cupertino. They are having students who bike and walk to school list the most popular routes taken and then figure out where the traffic dangers are. She expressed her concerns about Mary Avenue and Homestead Avenue Bike Lanes. She would like to make them a priority. Homestead High School has 300 bikers on a daily basis. Chair Jackson encouraged her to have parents get involved by coming to meetings and writing supportive letters. Chair Jackson asked about the Mary Avenue progress. Mr. Garcia said Fremont Avenue to Evelyn Avenue is scheduled to be complete this November. Evelyn Avenue to Maude Avenue has not been funded yet. CONSENT CALENDAR 1.A 16-0949 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of September 15, 2016 Chair Jackson stated that he appreciates getting the Bookmarks in the Agenda Packet, but noted that the September bookmark was labeled June. City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2016 Commission Commissioner Okuzumi requested one change to the September Meeting Minutes. In the new study she proposed, it should also include “education” as a factor to be considered in the reports. Commissioner Oey moved and Commissioner Cordes seconded the motion to approve the September 15, 2016 minutes as amended. The motion carried by the following vote: Yes 4 - Chair Jackson Commissioner Cordes Commissioner Oey Commissioner Okuzumi No 0 Absent 1 - Vice Chair Jones Abstain 2 - Commissioner Rausch Commissioner Welch 1.B 16-1003 Approve the Bicycle and Pedestrian Commission Meeting Minutes of August 18, 2016 Commissioner Cordes moved and Commissioner Okuzumi seconded the motion to approve the Bicycle and Pedestrian Advisory Commission minutes of August 18, 2016. The motion carried by the following vote: Yes 6 - Chair Jackson Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 Absent 1 - Vice Chair Jones PUBLIC HEARINGS/GENERAL BUSINESS 2 16-0973 Forward recommendation to the City Council related to the Horizon 2035 Land Use and Transportation Element Director of Community Development, Trudi Ryan, Staff Planner, Dana Hoffman and Director of Public Works, Manuel Pineda presented an update on the LUTE. They answered Commissioners questions and stated that updates on the LUTE can be City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2016 Commission found on the Horizon 2035 website and the policy that governs the Transportation Strategic Program is referenced in RTC-13-232 and in Policy 24. A member of the public, Brendan Robbins, a Sunnyvale resident and a representative of the Sunnyvale Sustainable and Affordable Living Correlation and the Greenbelt Alliance, recommended the Council adopt Alternative 2 of the EIR Ms. Ryan stated that the final EIR with response and comments will be published in December. It will go to the Planning Commission in January and to the City Council in February. Commissioner Cordes asked if additional housing could be accommodated. Ms. Ryan responded by saying an environmental analysis would have to be done. Commissioner Cordes motioned to submit Alternative 2 to adopt the Horizons 2035 LUTE with modifications. Modification #1 would increase the housing target to 25k units. Modification #2 would lower the housing to job ratio target to 1.2. Commissioner Cordes moved and Commissioner Rausch seconded the motion. Commissioners pointed out mistakes in the Comparison of Lute Draft 1 and Draft 2 attachment. Ms. Ryan apologized for the mix up and asked the board to disregard the handout. She will submit a corrected version. Chair Jackson requested an amendment to have the missing policies re-instated and any policies that were weakened from the Street Scape Allocations Policies re-stored. Chair Jackson moved and Commissioner Rausch seconded the motion. Commissioner Okuzumi stated her concern with Goal A, Policy 1, Action 3. She recommends striking Action 3. Commissioner Cordes disagreed with striking Action 3. No formal motion was taken. Commissioner Oey asked if the City has sidewalk requirements. Ms. Ryan responded saying they are in the Zoning Codes and Mr. Pineda added that they are also on the Public Works Website. Commissioner Oey would like to know the locations of the Bike Boxes. Mr. Pineda will get Ralph Garcia, Traffic/Transportation Engineer, the information and he will distribute it to the BPAC. Commissioner Okuzumi questioned Goal C, Policy 19, Action 1. City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2016 Commission Recommendation to staff: Strike “off street loading” and change it to “or a dedicated transit lane exists.” Chair Jackson moved and Commissioner Cordes seconded the motion. Chair Jackson noted that the following Study Issues need ranking and asked Staff to let him know if their list differs. DPW 13-10C - Pilot Bicycle Boulevard Project on East-West and North-South Routes DPW 16-03 - On-Line Project Data Base (this was deferred from last year) DPW 17-01 - Develop Implementation Standard for Cycle Tracks/Separated Bikeways DPW 17-02 - Develop Implementation Standards for “Bicycles May Use Full Lane” Regulatory Sign DPW 17-03 - Update Mathilda Avenue Plan Line North of Washington Avenue DPW 17-04 - Update Bicycle Master Plan Every Five Years DPW 17-06 - Alternative Parking Strategies DPW 17-07 - Develop Mobile Version of Sunnyvale Bicycle Map DPW 17-08 - Develop and Adopt Design Standards for Bike Way-finding and Road Signs DPW 17-09 - Increase Bike Mode Share to 5% for Commuters by 2020 DPW 17-10 - Street Maintenance Roadway Re-Allocation DPS 17-02 - Bicycle and Pedestrian Collision Analysis City of Sunnyvale Page 5 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2016 Commission NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Oey inquired about the corrections on the Study Issue he proposed. Chair Jackson would like an update on the Project Status Report and the outstanding Vision Zero Study Issue at the November BPAC meeting. Council Member Martin-Milius informed Chair Jackson that Vision Zero has already been accepted by Council and is currently in process with the City Manager and staff. Chair Jackson asked the Commissioners to think ahead about the TDA funding that will be voted on in March, the Work Plan coming up in January, Safe Routes to School and the utility stuffer concepts. -Staff Comments Mr. Garcia added that the Bernardo Avenue Undercrossing has not been funded yet, but that we have applied for grants to get the environmental analysis done. Commissioners asked if there is a policy on responding to residents that inquire about bike or pedestrian related items and if so, what that is. They would also like to receive feedback on these types of inquiries. Mr. Garcia will follow up and give an update at the next meeting. Commissioner Oey would like to see the Collision Data Report as a spreadsheet. Mr. Garcia will see if that format is available from the database and get back to him. INFORMATION ONLY REPORTS/ITEMS Commissioner Oey requested feedback on the Active Items List, mainly updates on The Stevens Creek Trail. Mr. Garcia said staff has been adding bike related projects to the Dashboard but agreed to update the Dashboard more often. Commissioner Oey asked about the status of the East West Channel Trail. Council Member Martin-Milius said it has been approved and is now in the hands of the Water District. Commissioner Oey asked about the new signal system with Safe Walk 3D and asked to have it added to the Active Items List and would also like to see a City of Sunnyvale Page 6 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2016 Commission presentation. Commissioner Ozukumi mentioned that she received a public comment about the Bike Lane Striping on Mathilda Avenue North of California Avenue being too narrow and asked if someone from the City was going to respond.
