City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, January 19, 2017 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jackson called the meeting to order at 6:37 p.m. ROLL CALL Present 6 - Chair Kevin Jackson Vice Chair David Jones Commissioner Timothy Oey Commissioner Margaret Okuzumi Commissioner Angela Rausch Commissioner Kyle Welch Absent 1 - Commissioner John Cordes Council Liaison Nancy Smith (absent) Status of absences: Excused ORAL COMMUNICATIONS Greg Unangst, a member of the Mountain View and VTA BPAC, invited the board to the upcoming Silicon Valley Bike Festival on May 7th held at History Park in San Jose. Commissioner Rausch announced the upcoming State of the Valley Conference on Feb 17. Commissioner Oey announced he attended a Bay Area Trail Collaborative (BATC) meeting where he learned the Rails-to-Trails Conservancy is developing a map of all the bike trails in the Bay Area. Chair Jackson announced the following: There is a Council study session scheduled for February 28th regarding the Mary Avenue Extension Environmental Impact Report (EIR). The Draft EIR is scheduled to be released in July. A community meeting wil be held on January 25th to discuss the Sunnyvale City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 19, 2017 Commission Americans with Disabilities Act (ADA) Transision Plan project. Berkeley Complete Streets Safety Assessments (CSSA) is offering free assessments to local California agencies. The U.S. Department of Transportation (U.S.DOT) issued their revised performance measure for roadways in person miles traveled to begin in 2018. In December, the California Transportation Commission (CTC) approved over 158 million dollars for bicycle and pedestrian projects as part of the 2017 Active Transportation Program (ATP). Air Resources Board (ARB) has a draft proposal to include eBikes as an eligible grant expense in the Car Sharing and Mobility Options pilot program. Bay Bikes, San Mateo’s bike share program, launched in May and currently has 500 members. CONSENT CALENDAR 1.A 17-0051 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of December 15, 2016 Commissioner Welch moved and Commissioner Rausch seconded the motion to approve the Meeting Minutes of December 15, 2016 as amended. The motion carried by the following vote: Yes 5 - Chair Jackson Commissioner Oey Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 Absent 2 - Vice Chair Jones Commissioner Cordes GENERAL BUSINESS 2. 17-0068 Discussion regarding goals and objectives for the future Bicycle Plan Update Chair Jackson opened the discussion by talking about the goals and objectives for the bike plan updates. Carol Shariat, Principal Transportation Engineer/Planner, stated that if the money is approved by Council, they should receive it in July. Timeframe to start the project will be a year to a year and half. Commissioner Oey provided recommendations for future bicycle facilities to include in the bike plan and asked Ms. Shariat to forward to the consultant. He also asked if City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 19, 2017 Commission it were possible to combine the bike plan with the pedestrian plan. Ms. Shariat responded that there was not enough funding to combine them. Chair Jackson emphasized incorporating all updates made since 2006. He also suggested the consultant hired have a history of working with other cities with well-designed bike plans. Commissioner Okuzumi requested that the new bike plan have a way to track capital improvement projects, include the Climate Action Plan and emphasize Sunnyvale’s goals and objectives. She directed staff to take a look at the Bicycle Plan developed by the City of Palo Alto. 3. 17-0081 Discussion regarding Removal of Active Items List Commissoner Oey would like to see only the bicycle and pedestrian projects in a portal or attached as an Excel file. Ms. Shariat said she would look into it. Ms. Shariat asked if they would like to remove the Code of Ethics, Bike to Work Day and the utility bill insert. Chair Jackson recommended keeping items on the list such as Vision Zero & Stevens Creek Trail but remove items such as Code of Ethics. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Chair Jackson asked if a study issue is needed for the Homestead Road bike lane. Ms. Shariat will find out and email the Commission with an answer. NON-AGENDA ITEMS & COMMENTS None. -Commissioner Comments Chair Jackson reminded the board that recommendations for the Transportation Development Act (TDA) is due in March. He also inquired about the status of funding for the Mary Avenue phase 2 project. Ms. Shariat said the funding for that project was received. -Staff Comments Ms. Shariat announced that the five million dollar Active Transportation Program (ATP) grant proposed for the Sunnyvale Neighbors of Arbor including La Linda (SNAIL) neighborhood, for Active Transportation Connectivity Improvements, was recommended by Caltrans to the California Transportation Commission (CTC) for approval. The grant is for bicycle and pedestrian improvements for 5 or 6 intersections within the SNAIL neighborhood.
