Mr. Nagel went over the following: -General Overview of the City Government -City Code of Ethics and Conduct -Brown Act -Parliamentary Procedure -Public Records Mr. Nagel noted that a copy of the 2016 Code of Ethics is located on the City webpage. ORAL COMMUNICATIONS Commissioner Rausch mentioned there are now crossing guards at all Sunnyvale schools. Chair Jackson announced that Dave Simons, BPAC VTA representative, informed him that the Mount Hamilton and Amgen rides were denied permits due to road damage. He also announced the City Council Meeting on April 11, will discuss the proposed multi-way stops and reduced speed limits. Commissioner Cordes announced the next Bike to Work Day is May 11. The motion carried by the following vote: Yes 6 - Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch No 0 Absent 1 - Commissioner Welch PUBLIC HEARINGS/GENERAL BUSINESS 2. 17-0312 Approve Master Work Plan City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 16, 2017 Commission Commisisoner Oey stated that he would like to discuss projects for future funding at the August meeting. Commissioner Cordes requested a review of the Climate Action Plan prior to Council approving it. Ms. Shariat will follow up. Commissioner Cordes suggested approving the Work Plan in October or November instead of December, as well as, extending it out to January or February of the following year. Commissioner Oey moved and Commissioner Cordes seconded the motion to approve the Master Work Plan. The motion carried by the following vote: Yes 6 - Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch No 0 Absent 1 - Commissioner Welch 3. 17-0313 TDA Funding Recommendations Ms. Shariat announced that she met with Shahid Abbas, Transportation Traffic Manager, regarding the Transportation Development Act (TDA) funds. He recommended using the $131,140.00 for the Bike Plan. His follow up is to bank the money and use it for One Bay Area Grant Program (OBAG) projects as the local match. Sunnyvale received funding for seven OBAG competitive projects. Chair Jackson would like to see a list of the seven OBAG projects. Commissioner Okuzumi expressed the amount of money awarded was very small. She would like to see a breakdown that shows how the money from the ½ cent sales tax is being distributed. Chair Jackson suggested asking the VTA Board for an explanation. The Commissioners discussed what types of improvements they would like to see the TDA money used for and selected the following: City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 16, 2017 Commission Type of improvements recommended at off-street paths: 1. Remove barriers such as Bollards and Chicanes. 2. Install curb ramps. 3. Paint no parking zones (red curbs) 10 feet on each side of the entrance to the off-street paths. Location of improvements: 1. The Dalles Avenue bridge that goes over Hwy 85. 2. East end of Evelyn Avenue that crosses over Reed Avenue to Cassia Way. 3. South end of Bernardo Avenue between gas station and SR 85 down to Homestead Road. 4. Bicycle and pedestrian bridge east of Fair Oaks Avenue that crosses over Hwy 101. Amanda Sun, a Homestead High School student, attended the meeting and addressed questions to the commissioners. She is currently working on a bike research project for school. Commissioner Okuzumi moved and Commissioner Oey seconded the motion to use the TDA funding for off-street path improvements. The motion carried by the following vote: Yes 6 - Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch No 0 Absent 1 - Commissioner Welch 4. 17-0321 Utility Bill Concepts Commissioner Okuzumi brought a mockup of the flyer she created and the Commissioners discussed ideas and made edits. Ms. Shariat will share the ideas with the graphic designer. Once she receives a draft copy, she will send it to the Commissioners for their review and approval. Chair Jackson stated that the Utility Bill stuffer is scheduled for review in June, but suggested that it be done sooner so it can be approved by June. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Oey mentioned some of the neighborhood guided bike signs are incorrect and point in the wrong direction, some are blocked by trees and some grates in the roadway are very wide and bike tires can get stuck. He was going to follow up by submitting a list of these issues to the City. -Staff Comments Ms. Shariat announced that staff, along with VTA and other Member Agencies, is working on The Tasman Corridor Complete Streets Study that will extend from Morse Avenue in Sunnyvale to Montague Expressway in Milpitas. The first community meeting will take place on April 12 from 6:00-7:30 p.m. at the Lakewood Park Building. VTA is leading the project. INFORMATION ONLY REPORTS/ITEMS 17-0317 2017 Study Issue Results Chair Jackson noted the Mobile Bike Map on the Study Issue list was ranked number 4. He asked staff if that ranking was high enough on the list to be studied, Ms. Shariat confirmed, yes. 17-0318 Active Items List-March 2017 17-0319 Slurry Seal List Commissioners discussed the Slurry Seal List. Chair Jackson suggested re-wording study issue DPW-17-10 to make it more effective and then bringing it back for discussion during the April meeting. Vice Chair Jones left the meeting at 9:20 p.m. 17-0322 Safe Routes to Schools Commissioner Oey announced the next Safe Routes to School meeting is March 22, from 10:00-11:30 a.m. at the Sunnyvale Community Center. Commissioner Cordes requested to see the Safe Routes to School Plans.
