Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Cordes called the meeting to order at 6:32 p.m. SALUTE TO THE FLAG Chair Cordes led the salute to the flag ROLL CALL Status of an Absence: Commissioner Barry (excused) Council Liaison attendance: Council Liaison Russ Melton (present) Commissioner Welch (late arrival at 6:35 p.m.) Present 6 - Chair John Cordes Vice Chair Timothy Oey Commissioner Susan Bremond Commissioner Angela Rausch Commissioner Scott Swail Commissioner Kyle Welch Absent 1 - Commissioner Catherine Barry PRESENTATION 18-0155 Vision Zero Ralph Garcia, Senior Transportation Engineer, introduced Dana Weissman and Victoria Caudullo with Fehr & Peers, who gave a update on Vision Zero. The three main topics of discussion included developing a collision profile, identifying counter measures for Vision Zero Tool Box and identifying priority project locations for safety improvements. Ms. Weissman then opened the floor for discussion. -Commissioner Oey asked if priority project locations will take into consideration planned improvements as part of other projects. -Commissioner Welch asked if the plan will consider the use of pedestrian scramble signal phases at high pedestrian volume locations, especially during the weekend. City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final February 15, 2018 Commission -Commissioner Bremond stated that speed feedback signs are not as effective at reducing speeds as speed humps or speed tables. ORAL COMMUNICATIONS Diane Solomon, a volunteer for the Silicon Vally Bicycle Coalition, spoke about the upcoming Bike Festival and encouraged the Commissioners to attend. The festival will be held on Sunday, May 6, 2018 at History Park in San Jose. Kevin Jackson, member of the public, spoke about Cycle Tracks. Mr. Jackson noted that although they provide some benefits, there are also several drawbacks to consider. Dave Simons, VTA BPAC representative, stated there was no VTA BPAC meeting this month but he did attend the Pedestrian-Bicyclist Subcommittee Technical Advisory Committee (TAC) meeting and the Citizens Advisory Council (CAC) meeting. There he learned that the VTA is reconsidering selling access land that will impact park and ride lots. Mr. Simons also made the following comments to the BPAC: - Write a letter to the VTA BPAC requesting a checklist of projects within the commissioners cities in order to review them. -The Planning Commission and the City Council recommended that the Moffett Park Specific Plan include a bicycle and pedestrian Master Plan. Kira Od, member of the public, spoke about the proposed bike lanes on Caribbean Drive. She would like to see some type of pysical buffer between the bike lane and traffic/street parking. CONSENT CALENDAR 18-0136 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of December 21, 2017. Mr.Simons asked for a correction to a statment he made at the last meeting. Vice Chair Oey moved and Commissioner Bremond seconded the motion to approve the minutes as amended. If anyone has any ideas, Mr. Garcia will give them to the graphic designer and bring samples to the next meeting. Vice Chair Oey would like to see something representing public health promoting walking instead of driving. Chair Cordes requested Mr. Garcia to send examples of past inserts for the last 5 years to consider re-using for this year's utility bill insert. 18-0161 TDA Funding Mr. Garcia confirmed that everyone received the list he sent of suggested projects for the Transportation Development Act (TDA) funding, which included: - Green Bicycle Pavement Markings - Curb Ramp Installations - Java Drive Road Diet - Bicycle Master Plan and asked if there were any questions or suggestions. Vice Chair Oey asked if the Java Drive Road Diet needs matching funds and if so, can those funds come from the TDA funding. Mr. Garcia responded, yes it does need matching funds and it can come from the TDA funding. Vice Chair Oey also asked how much funding we have to work with this year. Mr. Garcia said the amount for this year has not been announced yet, but he stated last year it was around 120k. Commissioner Bremond asked how the suggested projects were selected. Mr. Garcia stated the document from the Metropolitan Transportation Commission (MTC) explains the guidelines for how TDA funds can be used and the ones listed City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final February 15, 2018 Commission all fall under those guidelines. Vice Chair Oey asked when a decision needs to be made. Mr. Garcia stated there needs to be a discussion this meeting and a vote taken at the March meeting. The Commissioners discussed the recommended projects. Chair Cordes asked if a consultant for the Bicycle Master Plan has been chosen yet. Mr. Garcia responded by saying the Request for Proposal (RFP) will be sent out later this month. Chair Cordes would like the Commission to be sent a copy of the RFP. Mr. Garcia will look into it. Vice Chair Oey motioned to select the Green Bicyle Pavement Markings project as a recommendation for TDA Funding. Commissioner Welch seconded the motion. The motion carried by the following vote: Yes 5 - Vice Chair Oey Commissioner Bremond Commissioner Rausch Commissioner Swail Commissioner Welch No 0 Absent 1 - Commissioner Barry Abstain 1 - Chair Cordes 18-0162 Living Green Fair - Host Booth or Bicycle Parking Mr. Garcia stated an email was sent requesting participation for the Living Green Fair event at the Sunnyvale Public Library on April 22. A few of the Commissioners expressed interest in helping out independently at the repair cafe during the event. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 18-0163 Adopt Bicycle Parking Standards NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Vice Chair Oey suggested adding to the agenda, a section under Information Only to include comments from the VTA BPAC. Mr. Garcia will look into it. Council City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final February 15, 2018 Commission Member Melton recommended that Chair Cordes work with Mr. Garcia and the City Attorney on this matter. Vice Chair Oey stated the Safe Routes to Schools (SRTS) mapping data gathering is nearing completion. Vice Chair Oey also noted there will be smart cycling classes offered for Santa Clara County. There will be five classroom sessions and three on-bike sessions. Once you complete the classes you will qualify to be a League Cycling Instructor (LCI). There will be two LCI courses offered in August and September that will be paid for by the County. These instructors will be targeted to deliver Bike Rodeos and bike training to elementary and middle school students. Chair Cordes is in charge of the fundraising for the SRTS coalition. They are looking into forming a 501(c)(3) to look for grants.
