CALL TO ORDER
Chair Cordes called the meeting to order at 6:30 p.m.

PRESENTATION
ORAL COMMUNICATIONS
Dave Simons, member of the public, suggested a potential study issue for
pedestrian sidewalk performance standards.
Kevin Jackson, member of the public, recommended a study issue to fix deficiencies
on off-street paths and bicycle/pedestrian bridges which are out of compliance with
Caltrans standards. Mr. Jackson also spoke on the Homestead full time bike lanes
and suggested the Commissioners read the Street Space Allocation Policies.

Vice Chair Oey moved and Commissioner Bremond seconded the motion to
approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of June
21, 2018. The motion carried by the following vote:

Staff will update the write-up for Adopt Bicycle Parking Standards to include
charging stations for electric bikes.
Commissioner Bremond proposed a study issue to look at bike routes.
NON-AGENDA ITEMS & COMMENTS
-VTA BPAC Updates
Dave Simons, VTA BPAC representative, reported there was no VTA BPAC meeting
held this month.
-Commissioner Comments
Commissioner Bremond asked when the Bicycle Master Plan will be on the 2018
Work Plan. Ms. Tsang responded that the City is currently in negotiations with
consultants and hopes to have a contract in next couple of months.
Commissioner Bremond also asked for an update on the Stevens Creek Trail. Ms.
Tsang will get that information.
Commissioner Oey asked for an update on the budget. Ms. Tsang stated there
were three items in the proposed budget for FY 18/19. Two of the items were
developed before the City obtained a grant to update the Bicycle Master Plan, Safe
Routes to School Plan, and the Pedestrian Safety and Circulation Plan. The budget
to prepare such plan is $382,000.00.
Chair Cordes questioned why the Homestead Bike Lane study is scheduled for
2020 instead of being included as part of the Bicycle Master Plan. Ms. Tsang
responded that the City is waiting for opportunities to apply for the Capital
Improvement Project (CIP) funding.

Chair Cordes then questioned why the study to reduce all speed limits around
school zones to 15 mph is now scheduled for 2019. Ms. Tsang responded that City
Council directed staff to have the City Attorney look into it.
Chair Cordes asked if the Bicycle Master Plan will cover way finding signs, if not,
please include it.
-Staff Comments
Ms. Tsang indicated the review of the Bicycle Friendly Community Application on
the September Agenda is a Commissioner led effort, and asked Commissioners to
let staff know if any information is needed.
Ms. Tsang announced they are trying to coordinate a joint meeting in August with
the Mountain View BPAC to discuss the Bernardo Undercrossing project.
Commissioner Bremond would like to include the proposed study issue,
Transportation Devices Usage on City Streets, as a topic for the joint meeting.
