City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, July 19, 2018 6:30 PM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Cordes called the meeting to order at 6:30 p.m. SALUTE TO THE FLAG Chair Cordes led the salute to the flag. ROLL CALL Present 5 - Chair John Cordes Vice Chair Timothy Oey Commissioner Susan Bremond Commissioner Scott Swail Commissioner Kyle Welch Council Liaison Jim Griffith (present) PRESENTATION ORAL COMMUNICATIONS Dave Simons, member of the public, suggested a potential study issue for pedestrian sidewalk performance standards. Kevin Jackson, member of the public, recommended a study issue to fix deficiencies on off-street paths and bicycle/pedestrian bridges which are out of compliance with Caltrans standards. Mr. Jackson also spoke on the Homestead full time bike lanes and suggested the Commissioners read the Street Space Allocation Policies. CONSENT CALENDAR 1.A 18-0637 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of June 21, 2018 City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final July 19, 2018 Commission Vice Chair Oey would like to see questions asked by Commissioners as bullet points on the Meeting Minutes so they can be followed up by Staff. Vice Chair Oey moved and Commissioner Bremond seconded the motion to approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of June 21, 2018. The motion carried by the following vote: Yes 5 - Chair Cordes Vice Chair Oey Commissioner Bremond Commissioner Swail Commissioner Welch No 0 PUBLIC HEARINGS/GENERAL BUSINESS 2. 18-0654 Selection of Chair and Vice Chair Commissioner Oey nominated John Cordes for Chair. The motion was carried by the following vote: . Yes 4 - Vice Chair Oey Commissioner Bremond Commissioner Swail Commissioner Welch No 0 Abstain 1 - Chair Cordes Commissioner Welch nominated Commissioner Oey for Vice Chair. Commissioner Oey declined. Commissioner Oey nominated Commissioner Bremond for Vice Chair. The motion was carried by the following vote: Yes 5 - Chair Cordes Vice Chair Oey Commissioner Bremond Commissioner Swail Commissioner Welch City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final July 19, 2018 Commission No 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 3. 18-0657 Adopt Bicycle Parking Standards (Info Only) 4. 18-0659 Transportation Devices Usage on City Streets, Sidewalks and Bike Lanes (Info Only) 5. 18-0660 Add Cycle Tracks or Designated Bike Paths to All New Developments Chair Cordes gave a brief explanation on this study issue. Commissioners voted to add this as a study issue. The motion was carried by the following vote: Yes 5 - Chair Cordes Vice Chair Oey Commissioner Bremond Commissioner Swail Commissioner Welch No 0 Chair Cordes will send Lillian Tsang, Principal Transportation Engineer/Planner, a write-up. 6. 18-0661 Update Bicycle Facilities Standards to include Charging Stations for Electric Bikes for New Developments Commissioners voted to add as a study issue. The motion was carried by the following vote: Yes 4 - Vice Chair Oey Commissioner Bremond Commissioner Swail Commissioner Welch No 0 Abstain 1 - Chair Cordes Commissioner Oey suggested to include the study issue with the Bicycle Parking City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final July 19, 2018 Commission Standards study issue. The motion was carried by the following vote: Yes 5 - Chair Cordes Vice Chair Oey Commissioner Bremond Commissioner Swail Commissioner Welch No 0 Staff will update the write-up for Adopt Bicycle Parking Standards to include charging stations for electric bikes. Commissioner Bremond proposed a study issue to look at bike routes. NON-AGENDA ITEMS & COMMENTS -VTA BPAC Updates Dave Simons, VTA BPAC representative, reported there was no VTA BPAC meeting held this month. -Commissioner Comments Commissioner Bremond asked when the Bicycle Master Plan will be on the 2018 Work Plan. Ms. Tsang responded that the City is currently in negotiations with consultants and hopes to have a contract in next couple of months. Commissioner Bremond also asked for an update on the Stevens Creek Trail. Ms. Tsang will get that information. Commissioner Oey asked for an update on the budget. Ms. Tsang stated there were three items in the proposed budget for FY 18/19. Two of the items were developed before the City obtained a grant to update the Bicycle Master Plan, Safe Routes to School Plan, and the Pedestrian Safety and Circulation Plan. The budget to prepare such plan is $382,000.00. Chair Cordes questioned why the Homestead Bike Lane study is scheduled for 2020 instead of being included as part of the Bicycle Master Plan. Ms. Tsang responded that the City is waiting for opportunities to apply for the Capital Improvement Project (CIP) funding. City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final July 19, 2018 Commission Chair Cordes then questioned why the study to reduce all speed limits around school zones to 15 mph is now scheduled for 2019. Ms. Tsang responded that City Council directed staff to have the City Attorney look into it. Chair Cordes asked if the Bicycle Master Plan will cover way finding signs, if not, please include it. -Staff Comments Ms. Tsang indicated the review of the Bicycle Friendly Community Application on the September Agenda is a Commissioner led effort, and asked Commissioners to let staff know if any information is needed. Ms. Tsang announced they are trying to coordinate a joint meeting in August with the Mountain View BPAC to discuss the Bernardo Undercrossing project. Commissioner Bremond would like to include the proposed study issue, Transportation Devices Usage on City Streets, as a topic for the joint meeting.
