City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, August 16, 2018 6:30 PM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Cordes called the meeting to order at 6:30 p.m. SALUTE TO THE FLAG Chair Cordes led the salute to the flag. ROLL CALL Present 5 - Chair John Cordes Commissioner Timothy Oey Vice Chair Susan Bremond Commissioner Scott Swail Commissioner Kyle Welch Council Liaison Jim Griffith (present) Vice Chair Oey (arrived at 7:05 p.m.) ORAL COMMUNICATIONS CONSENT CALENDAR 18-0708 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of July 19, 2018. Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of July 19, 2018 as submitted. Commissioner Swail moved and Commissioner Welch seconded the motion to approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of July 19, 2018. The motion carried by the following vote: City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final August 16, 2018 Commission Yes 4 - Chair Cordes Vice Chair Bremond Commissioner Swail Commissioner Welch No 0 Absent 1 - Commissioner Oey PUBLIC HEARINGS/GENERAL BUSINESS 18-0723 State of the City Ralph Garcia, Senior Transportation Engineer, announced the State of the City on Saturday, September 15, 2018 from 10:00 a.m. to 3:00 p.m. Mr. Garcia also asked for volunteers to host the bike valet at the event. 18-0727 VTA BPAC Updates Dave Simons, VTA BPAC representative, gave an update of the recent VTA meeting. The main topic of discussion was the Story Road project. The decision was to make Story Road more bicycle and pedestrian friendly and to have a visually open landscape. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 18-0726 Separated Bicycle Facilities for New Developments (Info Only) Chair Cordes suggested to include in the study issue that projects should pay into a fund to build separated bikeways at other locations if they cannot be accomodated along the project frontage. 18-0722 Bike Routes with Signs Commissioner Bremond noted that during construction, there are no road closure notifications for bicycles. She suggested adding it to the study issue. Mr. Garcia suggested that it be added to the Traffic Control Policy instead and will look into doing so. Mr. Simons suggested adding cross county routes and bike tour signage. Chair Cordes agreed to add that to the study. Commissioner Swail moved and Commissioner Bremond seconded the motion to City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final August 16, 2018 Commission add Bike Routes with Signs as a Study Issue. The motion carried by the following vote: Yes 4 - Chair Cordes Vice Chair Bremond Commissioner Swail Commissioner Welch No 0 Absent 1 - Commissioner Oey NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Bremond would like access to the responses that come in from the Answer Point as well as a status update on commissioner requests. Mr. Garcia will look into adding a section to the Agenda. Chair Cordes noted that he submitted a Service Request to the City to look at the unusable bicycle parking at the Senior Center and the response was there was no money to address this problem. Chair Cordes also announced that at the County VTA meeting, the Mathilda Monster upgrade was approved. Chair Cordes stated that the City Council voted not to accept the bids that were submitted for the Maude Avenue Bike Lanes and that the project is being re-evaluated. Vice Chair Oey asked Mr. Garcia to look into the possibility of accepting funding from private companies for bicycle projects. -Staff Comments Mr. Garcia announced the joint BPAC meeting with the City of Mountain View to discuss the Bernardo Undercrossing project has been cancelled. Due to potential land use conflicts the Bernardo Undercrossing project has been delayed. Mr. Garcia reminded the Commissioners of the following dates: -September 20, BPAC meeting will include the Bicycle Friendly Application Review.
