CALL TO ORDER
Chair Cordes called the meeting to order at 6:30 p.m.

18-0837 Selection of Seats
Ralph Garcia, Senior Transportation Engineer, announced Commissioner Bremond
as the new Vice Chair.
ORAL COMMUNICATIONS
Members of the public expressed the following concerns:
Dangerous intersections at the following locations:
-Hollenbeck Avenue and Fremont Avenue
-Old San Francisco Road and Bayview Avenue
-California Avenue and Pajaro Avenue
- Charles Street at the intersection of Olive Avenue, Iowa Avenue, McKinley Avenue
and Washington Avenue.

Commission
-The crosswalk lights at Evelyn Avenue and Murphy Street are not working.
-Signs for Children at Play and Slow Down were requested for neighborhood
streets. Mr. Garcia will look into that request and follow up with the resident.

Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of
August 16, 2018 as submitted.
Commissioner Oey moved and Vice Chair Bremond seconded the motion to
approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of
August 16, 2018. The motion carried by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
2. 18-0836 Bicycle Friendly Community Application Review (Commissioner
Presentation)
Commissioner Oey gave a presentation on The Bicycle Friendly Community
Application Review and stated that we are currently ranked in the Bronze category
and he would like to see us achieve Silver status. He shared the link with the
application for the Commissioners to review and stated several ways the City can
improve its ranking. He stated that the current ranking is valid until fall 2020 but the
City can submit a new application prior to the expiration of the ranking. He
suggested having a team work on the application since it is lengthy.
Vice Chair Bremond asked when and how the City will submit the next Bicycle
Friendly Community Application. Mr. Garcia stated that the City plans to submit the
application when the current ranking expires, but will look into submitting an

application earlier.
Chair Cordes mentioned that there are several plaques within the City that show
Bronze status for 2006 but need to be updated to show Bronze status 2016. Mr.
Garcia stated that staff will look into making those updates once all the plaques are
located.
3. 18-0834 VTA BPAC Updates
Dave Simons, VTA BPAC Representative, reported that at the last VTA meeting
they began discussing the light rail and the impact on the current operation of the
traffic lights. The lights will soon be changed to allow preemption to accommodate
the light rail, this change will impact the cross streets.
Mr. Simons also suggested the Commissioners review the recently approved
Complete Streets Policy to see how it affects Homestead Road.
STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
4. 18-0835 Bicycle and Pedestrian Wayfinding Signs (Info Only)
Mr. Garcia asked the Commissioners to look over the write up and notify him of any
changes.
Mr. Garcia also stated that if a study issue is proposed at the October meeting, it
will be included in the agenda and voting can take place at the November meeting.
However, if it is voted as a study issue in November there will be no write up
available for review and modifications. Ranking the study issues will take place
during the January 2019 meeting.
Commissioner Oey requested a list of all the study issues presented thus far. Mr.
Garcia will add the list to the October Agenda.
NON-AGENDA ITEMS & COMMENTS
-Commissioner Comments
Commissioner Oey requested to have Chip Taylor, Director of Public Works, attend
an upcoming BPAC meeting. Mr. Garcia will look into that.
Chair Cordes questioned what the next steps are regarding the Maude Avenue
Bicycle Lane project since City Council did not approve the contract. Mr.Garcia will

check with the Engineering group and see how the project will proceed.
-Staff Comments
Mr. Garcia announced the Joint Council and Board of Commissions Chair and Vice
Chair meeting will be held on November 13 and Vision Zero will have walk audits on
October 9,11 and 17 from 2:00 p.m. to 4:00 p.m for the following areas:
-Fremont Avenue
-Mary Avenue
- El Camino Real
