CALL TO ORDER
Chair Cordes called the meeting to order at 6:33 p.m.

ORAL COMMUNICATIONS
Kevin Jackson, member of the public, expressed his concerns in regards to the
Homestead Bike Lanes and suggested the Commission add one or more hearings
to the 2019 Work Plan, to define the scope of the study.
Richard Mehlinger introduced himself as the newly appointed Commissioner for the
BPAC. His term will begin next month.

Commissioner Oey moved and Vice Chair Bremond seconded the motion to
approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of
September 20, 2018. The motion carried by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
2. 18-0917 BPAC 2019 Draft Annual Work Plan
Lillian Tsang, Principal Transportation Engineer/Planner, presented a draft of the
2019 Work Plan and stated it will be updated within the next month and the final
version will be presented at next month's meeting. Ms.Tsang also reminded the
Commissioners the 2019 Study Issues ranking will take place at the January
meeting.
Commissioner Oey asked when the Bicycle Pedestrian and Safe Routes to Schools
Plan will be presented to the Commission. Ms. Tsang stated the selected consultant
will present to the BPAC.
Chair Cordes requested to add the Homestead Part-Time Bike Lanes project on the
2019 Work Plan.
Chair Cordes also asked if staff is going to arrange another Joint BPAC meeting
with Mountain View BPAC for next year since the original meeting was cancelled.
Ms.Tsang stated the meeting was related to the Bernardo Undercrossing project
and we will rescedule the joint meeting when appropriate.
Chair Cordes requested staff to add the East Whisman Specific Plan on the 2019
Work Plan.
Commissioner Welch requested an update on the Vision Zero Plan and would also
like to add it to the 2019 Work Plan.

3. 18-0919 VTA BPAC Updates
Dave Simons, VTA BPAC Representative, reported that at the last VTA BPAC
meeting, they reviewed new design guidelines for bike facilities at bus stops.

4. 18-0918 2019 Proposed Study Issues
Ms. Tsang stated that this is the last month to propose new study issues for 2019.
No new study issues were proposed by the Commissioners.
NON-AGENDA ITEMS & COMMENTS
-Commissioner Comments
Commissioner Oey informed the Commissioners that he will not be able to attend
the March, April and May meetings in 2019 due to a work related trip and asked if
those absences would be excused. Ms.Tsang then read the reasons allowed for an
excused absence. The Commissioners will vote at a later meeting.
Chair Cordes stated he attended the Vision Zero walking audit on El Camino Real
and reviewed the proposed conceptual design and provided his comments.
Commissioner Oey then shared information on two topics from the Caltrans October
Bicycle Advisory Committee Meeting:
-The Caltrans Bicycle and Safety Monitoring Pilot Program.
-Creating a matrix for laws around Mobility Devices and Personal Transportation
Vehicles to determine which devices are allowed and where.
Vice Chair Bremond would like to integrate the Mobility Devices/Personal
Transportation Vehicle information into the Bicycle Master Plan.
Chair Cordes asked for updates on the following items at the next meeting:
-Changes to Maude Avenue Bike Plan
-Director of Public Works attending an upcoming BPAC meeting
-Bike Friendly City Signs
Chair Cordes would like to add the BPAC Commissioner Request List to the Agenda
moving forward.
Vice Chair Bremond recommended adding a status column to the list.

Chair Cordes stated the County is conducting a safety study on the Homestead
Corridor.
Vice Chair Bremond suggested everyone introduce themselves and briefly talk
about their background since there are two new Commissioners.
-Staff Comments
Ms.Tsang reported that the consultant for Vision Zero will finalize the report later
this year or early next year and then it will be brought to City Council for approval.
Ms Tsang also noted the first meeting for the Homestead Road Safe Routes to
Schools (SRTS) study led by Santa Clara County is tentatively scheduled for
November 29, 2018.
By consensus the Commissioners agreed to cancel the December 2018 BPAC
meeting.
