VTA BPAC meeting was cancelled. 3. 19-0134 Sunnyvale Annual Children's Art Festival Mr. Ralph Garcia, Senior Transportation Engineer, reported that a representative from Community Services will attend the February BPAC meeting to discuss the event and that they would like volunteers from the BPAC to assist at the event. 4. 19-0135 Ranking of Study Issues Lillian Tsang, Principal Transportation Engineer, discussed each Study Issue and provided Staff's recommendations.The Commissioners then discussed each Study Issue. 1. CDD 19-07 - Develop Citywide Guidelines or Criteria for Allowing Reduced Parking for Development Projects and for Future Conversions of Parking to other Uses • Staff recommendation: Defer 2. CDD 19-10 - Adopt Personal Transportation Vehicle (PTV) Parking Standards • Staff recommendation: Defer 3. The motion failed for lack of second. The motion carried by the following vote: Yes 7 - Chair Cordes Vice Chair Bremond Commissioner Mehlinger Commissioner Mehlman Commissioner Oey Commissioner Swail Commissioner Welch No 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Commissioner Mehlinger moved and Commissioner Mehlman seconded the motion to include a new Potential Study Issue for consideration. -Improve Bicycle and Pedestrian access near Caltrain. Commissioner Mehlinger moved and Commissioner Bremond seconded the motion to include a new Potential Study Issue for consideration. -Convert existing painted bicycle lanes into protected bicycle lanes. NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 5 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 17, 2019 Commission -Commissioner Comments Commissioner Oey stated that at the Safe Routes to Schools (SRTS) meeting on Wednesday, January 16, they decided to no longer apply to be a 501(c) organization, they have decided to be an association. Chair Cordes gave updates on the following: - Chair Cordes is a Santa Clara County Coalition for Bikes representative. -The Santa Clara Valley Water District stated that the "Freedom Bridge" in Santa Clara needs to be taken down due to permit and liability concerns. - BPAC commissioners are encouraged to prepare a commissioner led presentation for Santa Clara's El Camino Real and Bike Plan project for an upcoming meeting. -Google has finished Phase 1 and Phase 2 of the Bay Trail and is currently working on Phase 3. -VTA is working on a Complete Streets Study for the Tasman Corridor. -The City of San Jose provides free bike racks for both public and private properties, subject to City's approval. Chair Cordes would like to see Sunnyvale do the same. - A meeting to discuss the Homestead Road corridor Safe Route to School Study, will be held on February 25, from 6:00 p.m. to 8:00 p.m. at Homestead High School. Commissioner Bremond inquired about the progress of bike friendly signs within the City. Mr. Garcia stated they are currently looking into options for new signs. Commissioner Bremond also inquired on the status of adding Vision Zero to the Work Plan. Mr. Garcia stated the consultant is working on the draft. Once that is done, there will be a presentation. Chair Cordes inquired about the re-design of Maude Avenue. Mr. Garcia replied that once the project plans are complete, he will share them with the Commissioners. -Staff Comments Mr. Garcia asked the Commissioners to start thinking about the up coming Utility Bill Stuffer as well as projects for the TDA Funding.
