Chair Mehlinger called the meeting to order at 6:35 p.m. via teleconference. The motion carried the following vote: City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 18, 2021 Commission Yes 7 - Chair Mehlinger Vice Chair Mehlman Commissioner Bonne Commissioner Davé Commissioner Hafeman Commissioner Oey Commissioner Paradkar No 0 PUBLIC HEARINGS/GENERAL BUSINESS Chair Mehlinger called for a recess at 8:01 p.m. Chair Mehlinger reconvened the meeting at 8:10 p.m. 2 21-1081 Review and Approve Draft BPAC 2022 Master Work Plan Nabilah Deen, Transportation Engineer, gave a staff report on the BPAC 2022 Master Work Plan and commented on the following: - Included items that City staff is working on next year - Items not completed in 2021 are included in Annual Work Plan for 2022 Chair Mehlinger opened for Public Comment. Chair Mehlinger closed for Public Comment. Commissioner Hafeman suggested to move the Bernardo Avenue Bicycle Pedestrian Undercrossing item from the May meeting to either the April or June meeting. Dennis Ng stated that the Bernardo Avenue Bicycle Pedestrian Undercrossing needs to stay on the May BPAC meeting agenda to meet City Council deadline and to meet Measure B and federal funding needs. Mr. Ng stated he will talk to the project manager if it can be moved to the April meeting. Commissioner Oey asked if next year's budget discussion will be on the operating budget or capital improvement project budget. Ms. Tsang stated the budget discussion will be on the operating budget. Commissioner Oey asked to have implementation of striping improvements from the City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 18, 2021 Commission Active Transportation Plan on the slurry list rather than just a list of streets. Ms. Tsang stated a map listing this improvement will be provided, along with a table of the slurry list. Vice Chair Mehlman asked if there was a final report on the Tasman corridor project from the VTA. Ms. Tsang stated the draft final report was presented to City Council in the spring. Mr. Ng stated staff will follow up with VTA to check the status. Chair Mehlinger asked if staff could do a slurry seal presentation next year. Mr. Ng stated he will talk with the slurry seal project manager to see if there could be a presentation. Chair Mehlinger asked if the Utility Bill concepts could be moved from February/March to January/February. Mr. Ng stated that the schedule for the Mary Avenue Grade Separation might change due to additional analysis. Chair Mehlinger asked if we could add a presentation item in the 2022 Work Plan and invite staff from other cities to present their Slow Streets Program. Mr. Ng stated staff will research it and get back to the Commission. Commissioner Davé asked if it is possible to start the meeting earlier in the day if it is going to be lengthy. Mr. Ng stated staff would have to work with the City Clerk's office and with the BPAC to see if commissioners are available. Commissioner Oey asked if "restriping" could be added to the slurry seal name. Ms. Deen stated every year each Commission gets a copy. Chair Mehlinger stated there were a few changes made which are as follows: - Substantial streamlining to the Code of Ethics that was discussed at the Council Subcommittee on Boards and Commissions meetings, as well as sections added on ex parte communications for commissions related to quasi-judicial agenda items Mayor Klein stated it was simplified and made more accessible for non registered voters. MOTION: Chair Mehlinger moved and Commissioner Bonne seconded to have the BPAC read the Code of Ethics by the next meeting and pledge to abide by it. The motion carried the following vote: Yes 7 - Chair Mehlinger Vice Chair Mehlman Commissioner Bonne Commissioner Davé Commissioner Hafeman Commissioner Oey Commissioner Paradkar No 0 4 21-1083 Report and Discussion of Recent Santa Clara Valley Transportation Authority (VTA) Bicycle and Pedestrian Advisory Committee (BPAC) Meeting Commissioner Oey, VTA BPAC Sunnyvale Representative, gave the meeting summary report regarding the following topics: - Caltrain is looking for some new Caltrain Bicycle and Active Transportation City of Sunnyvale Page 6 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 18, 2021 Commission Advisory Committee (BATAC) representatives as 4 of them have their terms expire on Dec 31, 2021 – in particular one general public seat in Santa Clara County. See: http://caltrain.com/batac for more information and to apply - Braille Placards have been installed at 1676 bus stops so far – 49% of VTAs bus system. Installation will continue until all stops are covered - Congestion Management Program (CMP) Document. It is a useful overview of Congestion Management for Santa Clara County and worth reviewing if you have time - Received an update on VTA’s BART Silicon Valley Phase II Project. Very interesting presentation on this BART extension with 4 new stations – 28th Street / Little Portugal, Downtown SJ, Diridon, and Santa Clara. Each will have about 200 or more bike parking spots, 75% of which would be enclosed/secure. These new stations might be operational as soon as 2030 but this date could change - Received the BPAC Nomination Subcommittee’s report on members expressing interest in serving as either chairperson or vice chairperson for 2022 Chair Mehlinger opened for Public Comment. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Chair Mehlinger stated Study Issues forms should be turned into staff by July 2022 to be considered for 2023. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Oey commented on the following: - Recommended that the BPAC and staff read "The Confessions of an Engineer" - Silicon Valley Bicycle Coalition Anuual Winter Party on December 4, 2021. Open house at Silicon Valley Bicycle Coalition headquarters, 155 S 11th St., San Jose. More information at bikesiliconvalley.org/party Chair Mehlinger commented on the following: - Recommended that the BPAC and staff read an article from the Los Angeles Times on the impact of freeway construction in the United States - Recommended looking at Mr. Barricade on Tick Tock who is a Traffic Engineer contractor who did a lot of the protected bicycle facilities in San Jose City of Sunnyvale Page 7 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 18, 2021 Commission Commissioner Hafeman asked about the following: - Homestead Road Full-time Bicycle Lane Study - Passing of AB 43 Ms. Deen and Mr. Ng addressed the questions. Vice Chair Mehlman commented on the following: - Recommended reading "The Confession of an Engineer" Chair Mehlinger asked if the Caltrain Station Bike/Pedestrian Access and Tasman Study Issues could be added to the active items list. Mr. Ng stated staff will add them onto the active items list if they are not already on it. Commissioner Oey asked if the temporary bike lane segment on Homestead Road that is east of Nightingale could be added to the study boundaries. Mr. Ng stated staff will have to look into it. -Staff Comments Nabilah Deen, Transportation Engineer, commented on the following: - On November 30th, the Java Drive Road Diet and Bike Lanes project will be brought to City Council for consideration. - On December 7th, we are bringing a Voluntary Contribution by LinkedIn to implement Bicycle and Pedestrian Facility Improvements on Maude Avenue to City Council for consideration. The proposed improvements will be between the Sunnyvale/Mountain View City Limits and approximately 400 feet west of Mathilda Avenue. - On December 14th, we are bringing a Voluntary Contribution by Google to implement Signing and Striping Improvements on Caspian Drive, Geneva Drive, Baltic Way and Orleans Drive to City Council for consideration. The project will include narrowing the travel lanes to implement buffered bicycle lanes on these streets, speed feedback signs, and other striping improvements. - The December 16th BPAC meeting will be cancelled, as we have completed the annual work plan for this year. Vice Chair Mehlman asked if there will be any wayfinding directional signage improvements included in the Google voluntary improvement project. Ms. Tsang stated wayfinding will be looked at in the Moffet Park Specific Plan. City of Sunnyvale Page 8 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 18, 2021 Commission Chair Mehlinger asked if wayfinding signs should be a study issue. Mr. Ng stated he would have to weigh the availability of staff and prioritize work load.
