City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, April 21, 2022 6:30 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on April 5, 2022. Chair Mehlinger called the meeting to order at 6:30 p.m. via teleconference. Council Liaison Spitaleri (present) PRESENTATION A 22-0499 Annual reporting on collisions involving pedestrians and cyclists Lieutenant Dzanh Le gave the annual presentation on collisions involving pedestrians and cyclists. Lt. Vice Chair Mehlman asked and commented on the following: - Charges filed against motorists for fatality at Maude Ave/Borregas Ave - Citations for motor vehicles for failure to obey the 3 foot passing rule for cyclists - Improper turn - Provide number of citations for the 3 foot rule on next year's report - Right hook scenario - Thanked Lt. Le for his presentation City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final April 21, 2022 Commission - CR2134 - Listed as pedestrian righ-of-way violation, but it involved a bicycle, not pedestrian - Report how many incidents involve either vehicle with left, right turn or crossing - A lot of pedestrian accidents with cars making a right turn - Need more emphasis on education for both the pedestrians and vehicle, and more engineering emphasis in reducing the turn radius Lt. Le for his presentation - 2021 Summary - nature of complaints for speeding - 2021 Summary - threshold for unsafe speed Lt. Le addressed the questions. Chair Mehlinger asked and commented on the following: - 2021 Summary - Arrest and citations seem low - DUI enforcement - Reports need to be revised so the BPAC can craft policy from them - Integrating a Vision Zero Report in the summary - One of the BPAC commissioners sit down with Lt. Commissioner Bonne asked and commented on the following: - Thanked staff for the presentation - Include in the breakdown of zoning to include how many acres are in each zone - Allowing residential on top of commercial space - Intent of the Public Bicycle/Pedestrian Pathways - Hopefully trees will not be removed when doing the El Camino Real Right of Way Improvements Mr. Cucinotta, Ms. Blizinski and Ms. Tsang addressed the questions. Chair Mehlinger asked and commented on the following: - Consider a mid-block crossing between Mary Avenue and Hollenbeck Avenue - Does the ECRSP have a special parking section for residential parking or using standard City parking code - Difference between Class I and Class II bicycle parking - Add points to the Caltrain passes - Skeptical of cost benefit of automobile level of service improvements at the intersections - Class IV bike lanes will require concrete and heavy duty bollards - Disappointed it was done as a study session rather than an formally agendized item so the BPAC could make recommendations as a motion City of Sunnyvale Page 5 Bicycle and Pedestrian Advisory Meeting Minutes - Final April 21, 2022 Commission - Very happy to see the ECRSP moving forward as it is an excellent plan Mr. Cucinotta, Ms. Blizinski and Ms. Tsang addressed the questions. Commissioner Hafeman asked and commented on the following: - Surprised it doesn't cover extending a bike lane on El Camino Real from Santa Clara to Mountain View boundaries - Is there any work going on in Sunnyvale to get bike lanes on El Camino Real. Need to get something started to have bike lanes on El Camino Real Ms. Blizinski, Ms. Tsang and Mr. Ng addressed the question. Commissioner Oey asked about the following: - Short term bicycle lockers in the plan Mr. Cucinotta, Ms. Blizinski and Mr. Ng addressed the question. Vice Chair Mehlman asked and commented on the following: - Concerned with the removal of on-street parking with the new developments - Increase in bus islands as part of the development requirements on the frontage - Incentives for developers when redeveloping property to reduce the number of driveway access points Mr. Cucinotta, Ms. Blizinski and Mr. Ng addressed the questions. Chair Mehlinger asked staff if they know what the re-paving schedule is for El Camino Real? Mr. Ng stated it was recently re-paved and does not have the current schedule. Applications due Thursday, April 28, 2022. BPAC has 3 openings. Notified the City has received the grant funding. Staff will study access north and south of the train station. Commissioner Oey asked if the City is able to publicize "Bike to Wherever Day" for energizer stations?
