City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, August 18, 2022 6:30 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on August 9, 2022. Chair Mehlman called the meeting to order at 6:31 p.m. via teleconference. Commissioner Mehlinger asked about the following: - Pajaro Avenue/California Avenue intersection beginning construction this year - Numbers on how much has been spent implementing the ATP so far and remaining cost estimate - Sunnyvale Caltrain Station Study Issue update - Situation with street sweeping and Class IV bike lanes Ms. Tsang addressed the questions. Commissioner Hafeman asked about the following: - Class II going to Class IIB - HAWK signal or a crosswalk at Mary Avenue and Carson Drive - Page 14 - Proposed remaining comes directly from the ATP - 10% mode shift number Ms. Tsang addressed the questions. Commissioner Oey asked about the following: - Difference between all of the different maintenance pavement treatments on the streets - Transportation Bikeway Mileage - How many currently as opposed to how many miles are not there yet - Have a measure of where we are at currently - Sidewalk projects putting in new ADA curb ramps rather than fixing what was there before - Adding this presentation to the ATP report page on the website or adding a link of this presentation to the ATP website Ms. Tsang and Mr. Ng addressed the questions. Commissioner Davé asked about the following: - In-Progress Pedestrian Improvement Project - Is the landscaping giving pedestrians more ways to get further off the road - Moffett Park Project Vicinity - The BPAC helping the City of Sunnyvale to find funding for these projects Ms. Tsang and Mr. Ng addressed the questions. Chair Mehlman asked about the following: - Timeline of when the City will actively seek out and obtain researching into obtaining a street sweeper that will be compliant with the bike lanes Mr. Ng addressed the question. Commissioner Oey commented and asked about the following: - Thanked staff for the fantastic progress on the projects - Consider looking into StreetLight Data on how people are moving around the City Ms. Tsang and Mr. Ng addressed the question. Commissioner Mehlinger commented on the following: - Request having presentations in the future as a written progress report not just a Powerpoint slide - Have item as an agenda item not a study session item so the BPAC commissioners can provide advisory feedback in form of a motion Chair Mehlman thanked staff for the presentation and all their hard work. Commissioner Bonne asked about the following: - Bike training videos at other city's - Bike-to-School Day - maybe have it at the beginning of the school year instead of end of school year - Enforcement catching speeding vehicles and those not obeying stop signs or stop lights Ms. Tsang addressed the questions. Commissioner Oey commented and asked about the following: - Hard to find information on the bicycle valet. Need better advertising - Using special equipment to do bike counts or existing equipment - On ground counts very important - Metric on how effective the incentives have been to encourage students to walk or bike to school - Sunnyvale staff not participating in bike to work/wherever day - Bike-to-School Day - have at beginning of the school year - Having bike/ped education at the high school level Ms. Tsang addressed the questions. Go to bikesiliconvalley.org/programs/education STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Lillian Tsang, Principal Transportation Engineer, commented on the following: - Commissioner Mehlinger submitted a Study Issue that will be brought to the September BPAC meeting - September will be first round of Study Issue Sponsorship - Study Issue form needs to be submitted to staff by August 9 - October BPAC meeting - Study Issue form needs to be submitted to staff by September 13 Commissioner Mehlinger asked if ranking can be done in October instead of September and October? Ms. Tsang stated staff would not have enough time to prepare a write up if ranked in October.
