City of Sunnyvale Meeting Minutes - Final Board of Library Trustees Monday, January 6, 2020 7:00 PM Library Program Room, Sunnyvale Public Library, 665 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Lai called the meeting to order at 7:02 p.m. ROLL CALL Present: 5 - Chair Carey Wingyin Lai Vice Chair Sharlene Wang Board Member Daniel Bremond Board Member Tina Hwang Board Member Mark Isaak Council Liaison Larsson (present) Board Member Hwang (arrived at 7:11 p.m.) PRESENTATION 20-0088 PRESENTATION - Library Services for Seniors Adult Services Librarian, Mira Geffner gave a presentation on Library services for seniors. Seniors that the Sunnyvale Public Library serve including those with: difficulty hearing, seeing signs, reading print, digital literacy, strength or mobility challenges, cross-cultural and cross-generational communication. Programs that the Sunnyvale Public Library provides include: Homebound Delivery, Senior Center Returns, Lunchtime Librarian, Get Connected, Appy Hour, Google Application Basics, Digitial Learning Lab, Tax Help, PAMF Lectures, Medicare Basics, Mandarin-English Health Fair, Spanish-English Women's Health Fair, Pedestrian Safety, Large Print, CD Audiobooks and Newspapers. CONSENT CALENDAR 1.A 20-0087 Approve the Board of Library Trustees Meeting Minutes of November 18, 2019 Board Member Bremond moved, and Board Member Isaak seconded, approval of the Board of Library Trustees minutes of November 18, 2019 as submitted. The motion carried by the following vote: Yes: 4 - Chair Lai Vice Chair Wang Board Member Bremond Board Member Isaak No: 0 Abstain: 1 - Board Member Hwang PUBLIC HEARINGS/GENERAL BUSINESS 2 20-0148 Recommend the City Council Approve an Agreement Between the City of Sunnyvale, the Sunnyvale School District, and Fremont Union High School District for the Development and Operation of the Lakewood Branch Library and Learning Center at Lakewood Elementary School Superintendent of Libraries, Steve Sloan gave a presentation on the Agreement between the City of Sunnyvale, Sunnyvale School District and the Fremont Union High School District on the Lakewood Branch Library and Learning Center. Board Members inquired about the Branch Library's operating hours, operating costs and next steps. Chair Lai opened the public hearing, and there being no public testimony, closed the public hearing. Board Member Isaak moved and Board Member Bremond seconded the motion to recommend that the City Council approve the Agreement with the Sunnyvale School District and Fremont Union High School District for a Joint Use Lakewood Branch Library and Learning Center at Lakewood Elementary School. The motion carried by the following vote: City of Sunnyvale Page 2 Board of Library Trustees Meeting Minutes - Final January 6, 2020 Yes: 5 - Chair Lai Vice Chair Wang Board Member Bremond Board Member Hwang Board Member Isaak No: 0 3 20-0108 Discussion of Options and Benefits of Establishing a Library Foundation Board Member Mark Isaak recused himself. Board Member Isaak currently sits on the Board for the Friends of the Sunnyvale Public Library and recused himself due to the conflict of interest. Superintendent Steve Sloan spoke about the options and benefits of establishing a Library Foundation. Trustees inquired: What Foundation proceeds will be spent on and advantages/disadvantages of establishing a Foundation. Chair Lai opened the public hearing, and there being no public testimony, closed the public hearing. Board Member Bremond moved and Board Member Hwang seconded the motion to recommend that the City Council postpone this item until a new main library or major renovation of the main library is approved. The motion carried by the following vote: Yes: 4 - Chair Lai Vice Chair Wang Board Member Bremond Board Member Hwang No: 0 Recused: 1 - Board Member Isaak STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Board Member Comments City of Sunnyvale Page 3 Board of Library Trustees Meeting Minutes - Final January 6, 2020 None. -Staff Comments Superintendent Steve Sloan spoke about: Discover and Go usage, Friends of the Library book sale on January 18 and 19, and the Library and Community Services Strategic Plan process.
