Olive Ave., Sunnyvale, CA 94086 Special Meetings - Council Study Issues and Budget Issues Workshop and Closed Session CALL TO ORDER Mayor Griffith called the meeting to order at 8:35 a.m. SALUTE TO THE FLAG Mayor Griffith led the salute to the flag. ROLL CALL Present: 7 - Mayor Jim Griffith Vice Mayor Jim Davis Councilmember David Whittum Councilmember Pat Meyering Councilmember Tara Martin-Milius Councilmember Glenn Hendricks Councilmember Gustav Larsson PUBLIC COMMENT Bill Hawkes spoke regarding public pensions and spoke in support of setting aside any extra contributions for pensions and investing privately only for that purpose. Louise Auerhahn, Working Partnerships USA, spoke in support of Study Issue NOVA 14-01 Examine Ways to Increase Local Hiring in Major Developments. Ralph Kenton, President of the Tennis Club, spoke in support of Budget Issue #7 Las Palmas Park/Tennis Center Auxiliary Restrooms. Michael Kelley spoke regarding Budget Issue #8 Relocation of the Butcher Family House and encouraged consideration of a study of preservation of open space in perpetuity. City of Sunnyvale Page 1 City Council Meeting Minutes February 7, 2014 Charlie Olson spoke regarding the history of the Orchard Heritage Park and spoke in opposition to using it as a land bank for relocation of other structures such as the Butcher House. Mark Van Den Heurel spoke in support of Study Issue NOVA 14-01. Cherie Walkowiak spoke in support for the CCA study issue. INTRODUCTION BY THE INTERIM CITY MANAGER Interim City Manager Robert Walker provided introductory remarks. FISCAL OUTLOOK PRESENTATION Director of Finance Grace Leung provided the Fiscal Outlook presentation. Mayor Griffith sponsored and Councilmember Whittum co-sponsored a study issue for 2015 to review the Utility Users Tax. OVERVIEW OF THE STUDY ISSUES/BUDGET ISSUES WORKSHOP PROCESS Senior Management Analyst Yvette Blackford provided an overview and facilitated the process of ranking study issues. STUDY ISSUES: REVIEW, DISCUSSION AND PRIORITY SETTING LIBRARY AND COMMUNITY SERVICES (LCS): Senior Management Analyst Blackford announced there were two study issues to be ranked: LCS 14-02 and LCS 14-04. Council ranked the two LCS study issues and the ranking sheets were collected to be tallied. OFFICE OF THE CITY MANAGER (OCM): Councilmember Whittum moved drop Study Issue OCM 14-01. Motion died due to lack of a second. Council ranked the Study Issue OCM 14-01 and the ranking sheets were collected to be tallied. COMMUNITY DEVELOPMENT DEPARTMENT (CDD): Councilmember Whittum moved and Councilmember Meyering seconded the City of Sunnyvale Page 2 City Council Meeting Minutes February 7, 2014 motion to drop Study Issue CDD 14-15. Councilmember Hendricks moved and Councilmember Larsson seconded the motion to defer Study Issue CDD 12-02. SHOW OF HANDS VOTE: 5 - 2 (Councilmembers Meyering and Whittum dissented) Councilmember Hendricks moved and Councilmember Meyering seconded the motion to defer Study Issue CDD 14-01. SHOW OF HANDS VOTE: 2 - 5 (Mayor Griffith, Vice Mayor Davis, Councilmembers Whittum, Martin-Milius and Larsson dissented) Motion failed. Councilmember Whittum moved and Councilmember Larsson seconded the motion to amend Study Issue CDD 14-01 to broaden it to include unbundled parking. SHOW OF HANDS VOTE: 3 - 4 (Mayor Griffith, Vice Mayor Davis, Councilmembers Meyering and Hendricks dissented) Motion failed. Councilmember Whittum moved and Vice Mayor Davis seconded the motion to defer Study Issue CDD 11-02. SHOW OF HANDS VOTE: 3 - 4 (Councilmembers Meyering, Martin-Milius, Larsson and Hendricks dissented) Motion failed. Councilmember Meyering moved to drop Study Issue CDD 11-02. Mayor Griffith ruled the motion out of order as the motion had already been done. Councilmember Martin-Milius moved and Councilmember Whittum seconded the motion to reconsider the previous motion to defer Study Issue CDD 11-02. SHOW OF HANDS VOTE: 7 - 0 Councilmember Whittum moved and Councilmember Martin-Milius seconded the motion to defer Study Issue CDD 11-02. SHOW OF HANDS VOTE: 5 - 2 (Councilmembers Larsson and Hendricks dissented) City of Sunnyvale Page 4 City Council Meeting Minutes February 7, 2014 Vice Mayor Davis moved and Councilmember Whittum seconded the motion to combine Study Issue CDD 14-09 and CDD 14-14. SHOW OF HANDS VOTE: 6 - 1 (Councilmember Meyering dissented) Councilmember Hendricks moved and Councilmember Martin-Milius seconded the motion to combine Study Issue CDD 14-08 with CDD 14-13. SHOW OF HANDS VOTE: 7 - 0 Mayor Griffith announced the CDD study issues remaining to be ranked were: CDD 13-02, CDD 14-01, CDD 14-02, CDD 14-04, CDD 14-08 which is combined with CDD 14-13, CDD 14-09 which is combined with CDD 14-14, CDD 14-10, CDD 14-15 and CDD 14-18. Councilmember Whittum moved and Councilmember Meyering seconded the motion to convert Study Issue CDD 14-18 to a Study Session. SHOW OF HANDS VOTE: 5 - 2 (Councilmembers Martin-Milius and Larsson dissented) Mayor Griffith announced the CDD study issues remaining to be ranked were: CDD 13-02, CDD 14-01, CDD 14-02, CDD 14-04, CDD 14-08 which is combined with CDD 14-13, CDD 14-09 which is combined with CDD 14-14, CDD 14-10, CDD 14-15. Council ranked the remaining eight CDD study issues and the ranking sheets were collected to be tallied. RECESS: Council recessed for lunch at 11:19 a.m. Council reconvened at 12:32 p.m. with all Councilmembers present. TIE BREAKS – CDD: Senior Management Analyst Blackford reported there was a two-way tie between CDD 14-08 (combined with CDD 14-13) and CDD 14-09 (combined with CDD 14-14) for first position. Mayor Griffith called for a vote in favor of CDD 14-08 (combined with CDD 14-13) for first position. SHOW OF HANDS VOTE: 4 - (Councilmembers Meyering, Whittum, Larsson and Hendricks in favor) City of Sunnyvale Page 5 City Council Meeting Minutes February 7, 2014 Mayor Griffith called for a vote in favor of CDD 14-09 (combined with CDD 14-14) for first position. SHOW OF HANDS VOTE: 3 - (Councilmember Davis, Mayor Griffith and Councilmember Martin-Milius in favor) Mayor Griffith announced CDD 14-08 (combined with CDD 14-13) was ranked in first position and CDD 14-09 (combined with CDD 14-14) was ranked in second position. Senior Management Analyst Blackford reported there was a two-way tie between CDD 13-02 and CDD 14-01 for fifth position. Mayor Griffith called for a vote in favor of CDD 13-02 for fifth position. SHOW OF HANDS VOTE: 2 - (Councilmembers Meyering and Hendricks in favor) Mayor Griffith called for a vote in favor of CDD 14-01 for fifth position. SHOW OF HANDS VOTE: 5 - (Councilmember Whittum, Vice Mayor Davis, Mayor Griffith, Councilmembers Martin-Milius and Larsson in favor) Mayor Griffith announced CDD 14-01 was ranked in fifth position and CDD 13-02 was ranked in sixth position. DEPARTMENT OF PUBLIC WORKS (DPW): Councilmember Whittum moved to amend Study Issue DPW 13-12 to be Acquisition and/or Joint Use Agreement with Capital Improvement Plan and Operational Plan Agreement. Motion died due to lack of a second. Councilmember Meyering moved to drop Study Issue DPW 13-12. Motion died due to lack of a second. Vice Mayor Davis moved and Councilmember Martin-Milius seconded the motion to drop Study Issue DPW 14-04. SHOW OF HANDS VOTE: 7 - 0 Mayor Griffith reported the three DPW study issues remaining to be ranked were: DPW 14-05, DPW 14-14 which is combined with DPW 14-17, and DPW 14-15. Council ranked the three DPW study issues and the ranking sheets were collected to be tallied. ENVIRONMENTAL SERVICES DEPARTMENT (ESD): Councilmember Whittum moved and Councilmember Meyering seconded the motion to amend Study Issue ESD 14-01 to clarify that, in addition to or as an alternative to banning, restrictions on use by hour or by zoning could be considered; in addition to gas-powered, electric could be considered; staff could return with alternatives that vary from no ban and restrictions on gas-powered use by certain zonings or times to, on the other extreme, actual bans and present some alternatives after we’ve looked at that and gotten some public input from the businesses affected.
