City of Sunnyvale Meeting Minutes City Council Thursday, February 19, 2015 8:30 AM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 Special Meeting - Study/Budget Issues Workshop CALL TO ORDER Mayor Griffith called the meeting to order at 8:40 a.m. SALUTE TO THE FLAG Mayor Griffith led the salute to the flag. ROLL CALL Present: 6 - Mayor Jim Griffith Vice Mayor Tara Martin-Milius Councilmember David Whittum Councilmember Jim Davis Councilmember Glenn Hendricks Councilmember Gustav Larsson Absent: 1 - Councilmember Pat Meyering PUBLIC COMMENTS Seema Varma spoke in support of CDD 15-15 Review City Tree Preservation Policies and Regulations for Removal of Mature Trees on Development Sites. Deborah Marks spoke in support of CDD 15-15 Review City Tree Preservation Policies and Regulations for Removal of Mature Trees on Development Sites. Margaret Okuzumi spoke regarding bicycle and pedestrian safety on El Camino Real and provided written materials. Okuzumi spoke in support of the study issue proposal for Safe Routes to Schools maps. Varinder Kumar, taxi cab business owner, spoke regarding difficulties in paying insurance fees for vehicles that are inoperable and expressed concerns regarding high fines. Lashkar Singh spoke regarding DPS 15-02 Car/Ride Share Impacts on Taxicab City of Sunnyvale Page 1 City Council Meeting Minutes February 19, 2015 Franchises and Review of Taxicab Franchise Regulations and expressed concerns regarding the fee current structue and permit requirements. Barkat Osman, owner of All Time Cab, stated he did not renew his Sunnyvale permit because of difficulty affording the fees. Amarjit Singh spoke regarding the comparison of permit fees and regulations with neighboring cities and submitted written materials. INTRODUCTION BY THE CITY MANAGER City Manager Deanna Santana provided introductory remarks. FISCAL OUTLOOK PRESENTATION Director of Finance Grace Leung provided the fiscal outlook presentation. OVERVIEW OF THE STUDY ISSUES/BUDGET ISSUES PROCESS Senior Management Analyst Yvette Blackford provided an overview and facilitated the process of ranking study issues. REVIEW, DISCUSSION AND PRIORITY SETTING: STUDY/BUDGET ISSUES 15-0018 City Manager’s Memo to Council Study Issues Full Packet OFFICE OF THE CITY MANAGER (OCM): Councilmember Hendricks moved and Councilmember Larsson seconded the motion to drop Study Issues OCM 15-01 and OCM 15-02. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) The ranking sheets were collected. COMMUNITY DEVELOPMENT DEPARTMENT (CDD): Councilmember Whittum moved to drop Study Issues CDD 13-02, CDD 14-04, CDD 15-04 and CDD 15-05. Councilmember Davis seconded the motion if CDD 15-05 is removed from the list to be dropped. SHOW OF HANDS VOTE: 2 - 4 (Mayor Griffith, Vice Mayor Martin-Milius, Councilmembers Hendricks and Larsson dissented, Councilmember Meyering absent) Motion failed. SHOW OF HANDS VOTE: 4- 2 (Mayor Griffith and Councilmember Whittum dissented, Councilmember Meyering absent) Vice Mayor Martin-Milius moved and Councilmember Hendricks seconded the motion to drop Study Issue CDD 15-15. SHOW OF HANDS VOTE: 4- 2 (Councilmembers Whittum and Davis dissented, Councilmember Meyering absent) Mayor Griffith moved and Councilmember Davis seconded the motion to drop Study Issue CDD 12-02. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) Councilmember Hendricks moved and Councilmember Davis seconded the motion City of Sunnyvale Page 3 City Council Meeting Minutes February 19, 2015 to drop Study Issue CDD 15-02. SHOW OF HANDS VOTE: 2 - 4 (Mayor Griffith, Vice Mayor Martin-Milius, Councilmembers Whittum and Larsson dissented, Councilmember Meyering absent) Motion failed. Councilmember Hendricks moved and Councilmember Larsson seconded the motion to defer Study Issue CDD 11-02. Councilmember Whittum stated his home is within 500 feet of the parking district, therefore he would abstain from voting on this item. SHOW OF HANDS VOTE: 5 - 0 - 1 (Councilmember Whittum abstained, Councilmember Meyering absent) Councilmember Hendricks moved and Councilmember Davis seconded the motion to defer Study Issue CDD 15-02. SHOW OF HANDS VOTE: 2 - 4 (Mayor Griffith, Vice Mayor Martin-Milius, Councilmembers Whittum and Larsson dissented, Councilmember Meyering absent) Motion failed. Councilmember Whittum moved and Vice Mayor Martin-Milius seconded the motion to defer Study Issue CDD 13-02. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Larsson dissented, Councilmember Meyering absent) Councilmember Whittum moved to defer Study Issue CDD 14-04. Motion died due to lack of a second. Councilmember Larsson moved and Councilmember Hendricks seconded the motion to defer Study Issue CDD 14-10. SHOW OF HANDS VOTE: 6 - 0 (Councilmember Meyering absent) Councilmember Whittum moved to defer Study Issue CDD 15-04. Motion died due to lack of a second. Councilmember Davis moved to defer Study Issue CDD 15-12. Motion died due to lack of a second. Mayor Griffith announced the CDD study issues remaining to be ranked are: CDD City of Sunnyvale Page 4 City Council Meeting Minutes February 19, 2015 14-04, CDD 15-02, CDD 15-04, CDD 15-06, CDD 15-08, CDD 15-11, CDD 15-12 and CDD 15-14. Council ranked the remaining eight CDD study issues and the ranking sheets were collected. Council recessed at 10:55 a.m. Council reconvened at 11:15 p.m. with all Councilmembers present except Councilmember Meyering. DEPARTMENT OF PUBLIC WORKS (DPW): Director of Public Works Manuel Pineda answered questions from Council. Councilmember Hendricks moved and Vice Mayor Martin-Milius seconded the motion to drop Study Issue DPW 15-01. SHOW OF HANDS VOTE: 6 - 0 (Councilmember Meyering absent) Vice Mayor Martin-Milius moved and Mayor Griffith seconded the motion to drop Study Issue DPW 14-13. SHOW OF HANDS VOTE: 3 - 3 (Councilmembers Whittum, Larsson and Davis dissented; Councilmember Meyering absent) Motion failed. Vice Mayor Martin-Milius moved and Councilmember Hendricks seconded the motion to drop Study Issue DPW 15-05. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) Vice Mayor Martin-Milius moved and Councilmember Larsson seconded the motion to drop Study Issue DPW 15-07. SHOW OF HANDS VOTE: 6 - 0 (Councilmember Meyering absent) Vice Mayor Martin-Milius moved and Councilmember Larsson seconded the motion to drop Study Issue DPW 15-11. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) Mayor Griffith reported the following study issues have been dropped: DPW 15-01, DPW 15-05, DPW 15-07 and DPW 15-11. SHOW OF HANDS VOTE: 2 - 4 (Mayor Griffith, Vice Mayor Martin-Milius, Councilmembers Hendricks and Larsson dissented, Councilmember Meyering absent) Motion failed. Mayor Griffith moved and Councilmember Hendricks seconded the motion to drop Study Issue DPW 13-12. SUBSTITUTE MOTION: Counciilmember Whittum offered a substitute motion to convert the study issue to a joint use including consideration of open space use. Motion died due to lack of a second. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) Councilmember Larsson moved and Councilmember Hendricks seconded the motion to defer Study Issue DPW 14-13. SHOW OF HANDS VOTE: 4 - 2 (Councilmembers Whittum and Davis dissented, Councilmember Meyering absent) Councilmember Whittum moved and Councilmember Davis seconded the motion to defer Study Issue DPW 15-10. SHOW OF HANDS VOTE: 2 - 4 (Mayor Griffith, Vice Mayor Martin-Milius, Councilmembers Hendricks and Larsson dissented, Councilmember Meyering absent) Motion failed. Mayor Griffith reported the four DPW study issues remaining to be ranked were: DPW 15-03, DPW 15-04, DPW 15-09, and DPW 15-10. Council ranked the four DPW study issues and the ranking sheets were collected. Council recessed for lunch at 12:40 p.m. Council reconvened at 1:31 p.m. with all Councilmembers except Councilmember Meyering. ENVIRONMENTAL SERVICES DEPARTMENT (ESD): Director of Environmental Services John Stufflebean responded to questions from City of Sunnyvale Page 6 City Council Meeting Minutes February 19, 2015 Council. Vice Mayor Martin-Milius moved and Councilmember Davis seconded the motion to drop Study Issues ESD 12-03 and ESD 14-04. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) The ranking sheets were collected. LIBRARY AND COMMUNITY SERVICES (LCS): Assistant to the City Manager Kent Steffens, City Manager Deanna Santana and Director of Library and Community Services Lisa Rosenblum responded to questions from Council. Councilmember Hendricks moved and Councilmember Davis seconded the motion to drop Study Issue LCS 15-01. SHOW OF HANDS VOTE: 4 - 2 (Vice Mayor Martin-Milius and Councilmember Whittum dissented, Councilmember Meyering absent) Councilmember Hendricks moved and Councilmember Davis seconded the motion to drop Study Issue LCS 15-04. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) Councilmember Larsson moved and Councilmember Hendricks seconded the motion to drop Study Issue LCS 15-03. SHOW OF HANDS VOTE: 4 - 2 (Councilmembers Whittum and Davis dissented, Councilmember Meyering absent) FINANCE DEPARTMENT (FIN): Vice Mayor Martin-Milius moved and Councilmember Larsson seconded the motion to drop Study Issue FIN 15-02. SHOW OF HANDS VOTE: 6 - 0 (Councilmember Meyering absent) Council ranked the remaining Finance study issue and the ranking sheets were collected. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) OFFICE OF THE CITY ATTORNEY (OCA): Councilmember Larsson moved and Vice Mayor Martin-Milius seconded the motion to drop Study Issue OCA 15-01. SHOW OF HANDS VOTE: 5 - 1 (Councilmember Whittum dissented, Councilmember Meyering absent) DEPARTMENT OF PUBLIC SAFETY (DPS): City Manager Deanna Santana and Chief of Public Safety Frank Grgurina responded to questions from Council. Councilmember Davis moved and Councilmember Larsson seconded the motion to drop Study Issue DPS 15-01. SHOW OF HANDS VOTE: 3 - 3 (Mayor Griffith, Vice Mayor Martin-Milius and Councilmember Whittum dissented, Councilmember Meyering absent) Motion failed. Councilmember Hendricks moved and Councilmember Davis seconded the motion to defer Study Issue DPS 15-01. SHOW OF HANDS VOTE: 2 - 4 (Mayor Griffith, Vice Mayor Martin-Milius, Councilmembers Whittum and Larsson dissented, Councilmember Meyering absent) Motion failed. Council ranked the DPS study issues and the ranking sheets were collected to be tallied. Senior Management Analyst Yvette Blackford reported there are no budget issues for Council consideration. CLOSING REMARKS Mayor Griffith extended remarks in appreciation to staff and City Council. City Manager Santana provided closing remarks.
