City of Sunnyvale Meeting Minutes - Final City Council Friday, May 19, 2017 8:30 AM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 Special Meeting: Budget Workshop CALL TO ORDER Mayor Hendricks called the meeting to order. SALUTE TO THE FLAG Mayor Hendricks led the salute to the flag. ROLL CALL Present: 7 - Mayor Glenn Hendricks Vice Mayor Gustav Larsson Councilmember Jim Griffith Councilmember Larry Klein Councilmember Nancy Smith Councilmember Russ Melton Councilmember Michael S. Goldman ORAL COMMUNICATIONS (ON SPECIAL MEETING ITEMS ONLY) James Tuleya thanked Council for their consideration of climate change and congratulated the City for the formation of Silicon Valley Clean Energy. WORKSHOP City Manager Deanna Santana provided introductory remarks. Steve Levy, Director and Senior Economist, Center for Continuing Study of the California Economy, provided information regarding the regional economic outlook. 17-0076 Review of the FY 2017/18 Recommended Budget Director of Finance Tim Kirby provided information and a PowerPoint presentation regarding Sunnyvale employer statistics, real estate costs, rental housing and building construction revenue. Director of Finance Kirby provided the Citywide budget overview detailing citywide City of Sunnyvale Page 1 City Council Meeting Minutes - Final May 19, 2017 revenues and expenditures by fund. Assistant Director of Finance Kenn Lee provided information regarding the top General Fund revenues: Property Tax, Sales Tax, Transient Occupancy Tax (TOT) and Utility Users Tax (UUT). Director of Finance Kirby provided information regarding Enterprise Funds (Utility Funds, Development Enterprise Fund, Golf & Tennis Operations Fund), Special Revenue Funds (Park Dedication Fund, Gas Tax Fund), Capital and Infrastructure Funds (Capital Projects Fund, Infrastructure Renovation and Replacement Fund). Assistant Director of Finance Lee provided information regarding the Internal Services Fund (General Services Fund). By acclamation, Council directed staff to come back to Council with a pension trust fund plan and policy. Director of Public Works Manuel Pineda provided additional information related to the Golf and Tennis Fund. City Manager Santana provided additional information. Council recessed for lunch at 11:45 a.m. Council reconvened at 12:21 p.m. with all Councilmembers present. Director of Finance Kirby introduced the projects budget review. Projects budget by service cluster: Administrative Services - Finance, Human Resources and Information Technology: Chief Information Officer Kathleen Boute-Foster provided information regarding project highlights and initiatives. Director of Finance Kirby provided an overview of the wastewater cost of service study. Director of Public Works Pineda provided project highlights regarding the sale of city property. City Manager Santana provided additional information. Community, Economic & Workforce Development – Community Development, Economic Development, Workforce Development: Director of Community Development Trudi Ryan provided information regarding project highlights and initiatives. Assistant City Manager Kent Steffens provided information regarding the Civic Center Modernization Project. Director of Library and Community Services Cynthia Bojorquez provided information regarding the Lakewood Branch Library and Learning Center project and presented a video. City Manager Santana and Director of Finance Kirby provided additional information. Transportation, Streets & Infrastructure: Director of Public Works Pineda provided information regarding project highlights and initiatives. Public Safety: Director of Public Safety Phan Ngo highlighted projects and initiatives. City Manager Santana and Director of Finance Kirby provided additional information. Council recessed at 2:40 p.m. Council reconvened at 2:55 p.m. with all Councilmembers present. Environment and Sustainability: Interim Director of Environmental Services/Assistant City Manager Kent Steffens and Director of Public Works Pineda provided information regarding project highlights and initiatives. Assistant Director of Finance Lee and Director of Finance Kirby provided additional information. Direction on the FY 2017/18 Budget Supplements: MOTION: Mayor Hendricks moved and Councilmember Melton seconded the motion to remove Budget Supplement No. 8 - Feasibility Study for Development of a Class 1 Cycle and Pedestrian Trail Along Evelyn Avenue. The motion carried by the following vote: Yes: 6 - Mayor Hendricks Vice Mayor Larsson Councilmember Griffith Councilmember Smith Councilmember Melton Councilmember Goldman No: 1 - Councilmember Klein MOTION: Councilmember Melton moved and Councilmember Griffith seconded the motion to remove Budget Supplement No. 7 Increased Supplemental Human Services Funding in FY 2017/18. City of Sunnyvale Page 3 City Council Meeting Minutes - Final May 19, 2017 The motion carried by the following vote: Yes: 6 - Mayor Hendricks Vice Mayor Larsson Councilmember Griffith Councilmember Klein Councilmember Smith Councilmember Melton No: 1 - Councilmember Goldman MOTION: Councilmember Melton moved and Councilmember Goldman seconded the motion to remove Budget Supplement No. 10 Lawrence Station Area Plan – Increased Housing Study and Sense of Place Plan. The motion failed by the following vote: Yes: 2 - Councilmember Melton Councilmember Goldman No: 5 - Mayor Hendricks Vice Mayor Larsson Councilmember Griffith Councilmember Klein Councilmember Smith MOTION: Councilmember Griffith moved and Councilmember Klein seconded the motion to defer Budget Supplement No. 9 Parkland/Open Space Policy/Initiative for one year. The motion failed by the following vote: Yes: 3 - Vice Mayor Larsson Councilmember Griffith Councilmember Klein No: 4 - Mayor Hendricks Councilmember Smith Councilmember Melton Councilmember Goldman MOTION: Councilmember Hendicks moved and Councilmember Griffith seconded the motion to remove Budget Supplement No. 4 Funding for Consultant and/or Legal Services to Develop a Program for Implementation of a Wage Theft Ordinance. The motion failed by the following vote: City of Sunnyvale Page 4 City Council Meeting Minutes - Final May 19, 2017 Yes: 1 - Councilmember Griffith No: 6 - Mayor Hendricks Vice Mayor Larsson Councilmember Klein Councilmember Smith Councilmember Melton Councilmember Goldman Mayor Hendricks reported that Budget Supplement No. 7 Increased Supplemental Human Services Funding in FY 2017/18 and Budget Supplement No. 8 Feasibility Study for Development of a Class 1 Cycle and Pedestrian Trail Along Evelyn Avenue have been removed from the list. Assistant Director of Finance Lee and Director of Finance Kirby provided an overview of the Budget Restructure. City Manager Santana provided additional information.
