Olive Ave., Sunnyvale, CA 94086 Regular Meeting - 7 PM 7 P.M. COUNCIL MEETING CALL TO ORDER Mayor Hendricks called the meeting to order at 7:04 p.m. SALUTE TO THE FLAG Mayor Hendricks lead the Salute to the Flag. ROLL CALL Present - Mayor Hendricks Vice Mayor Klein Councimember Griffith Councilmember Larsson Councilmember Melton Councilmember Smith Councilmember Goldman SPECIAL ORDERS OF THE DAY 1 19-0001 Certification of November 6, 2018 Election Results - Council Seats 1, 2 and 3 The Public Hearing opened at 7:04 p.m. No speakers. The Public Hearing closed at 7:04 p.m. MOTION: Vice Mayor Klein moved and Councilmember Smith seconded the motion to adopt the Resolution reciting the fact of the General Municipal Election held November 6, 2018 to fill the Offices of City Council Seats 1, 2 and 3, declaring the City of Sunnyvale Page 1 City Council Meeting Minutes January 8, 2019 results and such other matters as provided by law. The motion carried by the following vote: Yes - Mayor Hendricks Vice Mayor Klein Councilmember Griffith Councilmember Larsson Councilmember Melton Councilmber Smith Councilmember Goldman 19-0002 Recognition of Re-elected and Outgoing Councilmembers Former Mayor John Howe spoke in recognition of Councilmember Jim Griffith. Alex Kobiashi spoke on behalf of Senator Jerry Hill presented a proclamation. Leslie Holbrook spoke on behalf of Assemblymember Mark Berman made a presentation. Candice Joy, representing Supervisor J. Similtian, made a presentation to Councilmember Griffith on behalf of the Board of Supervisors. Mayor Hendricks made a presentation in recognition of Councilmember Jim Griffith. Councilmember Griffith provided outgoing remarks. 19-0003 Ceremonial Oath of Office for Council-Elect The ceremonial Oath of Office for Councilmember Gustav Larsson was administered by Margaret Lawson. Councilmember Larsson provided incoming remarks and took his seat at the dais. Vice Mayor Klein spoke in recognition of Mayor Glenn Hendricks for his service to the City of Sunnyvale and presented a certificate of recognition. The ceremonial Oath of Office for Mayor Glenn Hendricks was administered by Hendrick’s son, Grant. Mayor Hendricks provided incoming remarks and took his seat at the dais. Councilmember Fong provided incoming remarks and took his seat at the dais. ORAL COMMUNICATIONS Tom Pyke from Representative Ro Khanna's Office spoke in recognition of Councilmember Jim Griffith, Councilmember Gustav Larsson and Mayor Glenn Hendricks. Yagil Hertzberg spoke regarding Verizon antennaes and presented a slide presentation. Yun speaking for Yolanda Yu spoke regarding the importance of keeping the City safe and solving the problem of airplane noise. Tony Guan spoke in support of working on the airplane noise issue. Richard Mehlinger expressed congratulations to Mayor Hendricks, Councilmember Larsson and Councilmember Mason Fong. PUBLIC HEARINGS/GENERAL BUSINESS 2 19-0004 Selection of Mayor for a Two-Year Term Effective January 8, 2019 The Public Hearing opened at 8:18 p.m. Jennifer spoke in support of Glenn Hendricks for Mayor. Zachary Kaufman provided comments. The Public Hearing closed at 8:18 p.m. Mayor Hendricks opened the floor for nominations for Mayor. Councilmember Melton nominated Glenn Hendricks to serve as Mayor. Mayor Hendricks confirmed he would accept the nomination for Mayor. Councilmember Smith nominated Larry Klein to serve as Mayor. Vice Mayor Klein confirmed he would accept the nomination for Mayor. Mayor Hendricks provided remarks. Vice Mayor Klein provided remarks. Mayor Hendricks called for the vote on the first nominee, Glenn Hendricks. Vote: Yes - Mayor Hendricks Councilmember Larsson Councilmember Melton Abstain - Vice Mayor Klein Councilmember Smith Councilmember Goldman Councilmember Fong Mayor Hendricks called for the vote on the second nominee, Larry Klein. Vote: Yes - Vice Mayor Klein Councilmember Smith Councilmember Goldman Councilmember Fong Abstain - Mayor Hendricks Councilmember Larsson Councilmember Melton Larry Klein was selected to serve as Mayor for a two-year term effective January 8, 2019, expiring on the first regular meeting in January 2021. Mayor Klein took the Mayor's seat at the dais. 3 19-0005 Selection of Vice Mayor for a One-Year Term Effective January 8, 2019 City of Sunnyvale Page 4 City Council Meeting Minutes January 8, 2019 The Public Hearing opened at 8:37 p.m. No speakers. The Public Hearing closed at 8:37 p.m. Mayor Klein opened the floor for nominations for Vice Mayor. Councilmember Hendricks nominated Councilmember Melton to serve as Vice Mayor. Councilmember Melton confirmed he would accept the nomination for Vice Mayor. Councilmember Fong nominated Councilmember Smith to serve as Vice Mayor. Councilmember Smith confirmed she would accept the nomination for Vice Mayor. Mayor Klein closed nominations and invited the nominees to speak to their nomination. Councilmember Melton provided remarks. Councilmember Smith provided remarks. Mayor Klein called for the vote on the first nominee, Russell Melton. Vote: Yes - Councilmember Melton Councilmember Larsson Councilmember Hendricks Councilmember Goldman Abstain – Mayor Klein Councilmember Smith Councilmember Fong Russell Melton was selected to serve as Vice Mayor for a one year term effective January 8, 2019, expiring on the first regular meeting in January 2020. 4 19-0006 Adopt a Resolution Approving the City Council Regular Meeting Calendar for 2019 through February 2020 City of Sunnyvale Page 5 City Council Meeting Minutes January 8, 2019 The Public Hearing opened at 8:41 p.m. No speakers. The Public Hearing closed at 8:41 p.m. MOTION: Councilmember Hendricks moved and Councilmember Larsson seconded the motion to adopt a Resolution Approving the City Council Regular Meeting Calendar for 2019 through February 2020 as submitted with the following modifications: March 5, 2019 as a regular meeting, adding December 10, 2019 as a regular meeting, and deleted December 17, 2019. The motion carried by the following vote: Yes - Mayor Klein Vice Mayor Melton Councilmember Larsson Councilmember Hendricks Councilmember Smith Councilmember Goldman Councilmember Fong 5 19-0009 Appoint Councilmembers to Intergovernmental Assignments; Ratify Appointments of Councilmembers made by Outside Agencies; Take Action to Modify, Create, or Terminate Council Subcommittees The Public Hearing opened at 8:42 p.m. No speakers. The Public Hearing closed at 8:42 p.m. MOTION: Councilmember Hendricks moved and Councilmember Smith seconded the motion to appoint community member to the VTA – Bicycle and Pedestrian Advisory Committee and Sourcewise as written. The motion carried by the following vote: Yes - Mayor Klein Vice Mayor Melton Councilmember Larsson Councilmember Hendricks Councilmember Smith Councilmember Goldman Councilmember Fong MOTION: Vice Mayor Melton moved and Councilmember Hendricks seconded the City of Sunnyvale Page 7 City Council Meeting Minutes January 8, 2019 motion to appoint Councilmembers to External IGR Appointments with the following modifications: Councilmember Smith appointed to Grand Boulevard Initiative Task Force, Alternative; and Councilmember Hendricks appointed to El Camino Rapid Transit Policy Advisory Board. The motion carried by the following vote: Yes - Mayor Klein Vice Mayor Melton Councilmember Larsson Councilmember Hendricks Councilmember Smith Councilmember Goldman Councilmember Fong 6 19-0010 Determine the 2019 Seating Arrangements for City Council By consensus and in order of seniority, Council determined the seating arrangements for 2019 as follows: Mayor Klein will remain in the Mayor’s seat. Vice Mayor Melton will take the seat to the Mayor’s right (facing the audience). Councilmember Larrson selected to take the seat to the left of the Mayor. Councilmember Hendricks selected to take the seat currently occupied by Vice Mayor Melton. Councilmember Smith selected to stay in her current seat. Councilmember Goldman selected to stay in his current seat. COUNCILMEMBERS REPORTS ON ACTIVITIES FROM INTERGOVERNMENTAL COMMITTEE ASSIGNMENTS Mayor Klein reported that there are several vacancies on the Cities Association of Santa Clara County and reported that there is a CASA Compact presentation scheduled on January 10, 2019. NON-AGENDA ITEMS & COMMENTS -Council Councilmember Hendricks announced there is a celebration at Fuego’s after the meeting. Councilmember Goldman proposed a study issue to create a commission for airplane noise.
