City of Sunnyvale Meeting Minutes City Council Friday, February 7, 2020 8:30 AM Sunnyvale Community Center - Ballroom 550 East Remington Drive Sunnyvale, CA 94086 Special Meeting: Strategic Planning Session CALL TO ORDER Mayor Klein called the meeting to order at 8:33 a.m. SALUTE TO THE FLAG ROLL CALL Present: 7 - Mayor Larry Klein Vice Mayor Nancy Smith Councilmember Gustav Larsson Councilmember Glenn Hendricks Councilmember Russ Melton Councilmember Michael S. Goldman Councilmember Mason Fong ORAL COMMUNICATIONS Tara Martin-Milius spoke in support of accelerating Climate Action Playbook goals. Tawna Vargo spoke in support of the service worker retention ordinance study issue. Alicia Gonzalez voiced support for the service worker retention ordinance study issue. Cecilia Benitez shared support for the service worker retention ordinance study issue. Syndey Trin spoke in support of the food service worker retention ordinance study issue. She shared details regarding corporate cafeteria jobs. Kristen Manies spoke in support of the study issue to perform a roadway safety City of Sunnyvale Page 1 City Council Meeting Minutes February 7, 2020 study at El Camino Real and Poplar Avenue and evolving the study to include other high traffic areas in the City. James Tuleya spoke in support of a study issue regarding electric vehicles as it continues focus on the Climate Action Playbook. Suraj Viswanathaw requested a study issue to consider a cricket stadium in Sunnyvale. Kristel Wickham communicated support of study issues that focus of Climate Action Playbook goals. Diane Gleason spoke in support of study issues that focus on climate action. OVERVIEW Council met with the Executive Leadership Team in a facilitated workshop format and received information on strategic focus areas. FOCUS AREAS: COUNCIL PRIORITIES UPDATE Mayor Klein stated he owns property in the vicinity of the Downtown, recused himself, and left the room at 11:19 a.m. Councilmember Larsson stated he owns property in the vicinity of the Downtown, recused himself, and left the room at 11:19 a.m. Community Development Director Trudi Ryan provided staff report and presentation on Downtown Specific Plan Update. Mayor Klein and Councilmember Larsson returned at 11:24 a.m. STRATEGIC TOPICS DISCUSSION DISCUSSION ON COUNCIL PRIORITIES Councilmember Melton moved and Councilmember Goldman seconded the motion to add “Transportation Safety and Efficiency” to Council Policy Priority: Ability of Infrastructure to Support Development and Traffic. The motion failed with the following vote: City of Sunnyvale Page 2 City Council Meeting Minutes February 7, 2020 Yes: 2 - Councilmember Melton Councilmember Goldman No: 5 - Mayor Klein Vice Mayor Smith Councilmember Larsson Councilmember Hendricks Councilmember Fong Councilmember Melton proposed a study issue to establish a cricket stadium at Baylands Park; Mayor Klein, Vice Mayor Smith, Councilmembers Goldman and Fong co-sponsored. Vice Mayor Smith proposed a study issue to allocate staff time to have discussions with the County of Santa Clara Office of Women’s Policy (OWP) on the OWP’s project ideas. Following discussion, Vice Mayor Smith withdrew the proposed study issue. She requested Council agendize this topic for discussion. City Manager Kent Steffens and Mayor Klein provided closing remarks. ADJOURNMENT Mayor Klein adjourned the meeting at 3:55 p.m. City of Sunnyvale Page 3
