Toni Spitaleri Pet Parade shared support for LCS 20-02 Evaluate the Feasibility of Sunnyvale Library and Community Services Hosting an Annual Halloween Pet Parade and Budget Issue Number 2 Add Ten New Public Safety Officer Positions to the Department of Public Safety Operating Budget to be Implemented over a Four-Year Period. INTRODUCTION BY THE CITY MANAGER City Manager Kent Steffens provided an overview and update on the status of prior year study issues. Finance Department Director Tim Kirby presented a mid-year budget update. Council took a recess at 9:54 a.m. and reconvened at 10:09 a.m. with all Councilmembers present. OVERVIEW OF THE STUDY/BUDGET ISSUES PROCESS Management Analyst Michelle Zahraie provided an overview of the process for City of Sunnyvale Page 2 City Council Meeting Minutes February 27, 2020 ranking of study issues. REVIEW, DISCUSSION AND PRIORITY SETTING: STUDY/BUDGET ISSUES 20-0116 Study/Budget Issues Workshop OFFICE OF THE CITY MANAGER (OCM) Council ranked Study Issue OCM 20-01 and the ranking sheets were collected and tallied. INFORMATION TECHNOLOGY DEPARTMENT (ITD) MOTION: Councilmember Melton moved and Councilmember Hendricks seconded the motion to defer Study Issue ITD 20-01. The motion failed with the following vote: Yes: 3 - Councilmember Hendricks Councilmember Melton Councilmember Goldman No: 4 - Mayor Klein Vice Mayor Smith Councilmember Larsson Councilmember Fong Council ranked Study Issue ITD 20-01 and the ranking sheets were collected and tallied. COMMUNITY DEVELOPMENT DEPARTMENT (CDD) MOTION: Councilmember Melton moved and Councilmember Larsson seconded the motion to drop Study Issue CDD 17-08. ENVIRONMENTAL SERVICES DEPARTMENT (ESD) MOTION: Councilmember Melton moved and Councilmember Hendricks seconded the motion to drop Study Issue ESD 19-02. COMMUNITY DEVELOPMENT DEPARTMENT (CDD) Tiebreaker: Management Analyst Michelle Zahraie reported a tie exists between CDD 18-02 and CDD 19-04. MOTION: Vice Mayor Smith moved and Councilmember Goldman seconded the motion to rank CDD 18-02 ahead of CDD 19-04. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Smith Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Goldman Councilmember Fong No: 0 LIBRARY AND COMMUNITY SERVICED DEPARTMENT (LCS) MOTION: Councilmember Melton moved and Councilmember Hendricks seconded the motion to drop Study Issue LCS 20-01. MOTION: Councilmember Melton moved and Mayor Klein seconded the motion, if DPW 20-15 is ranked above the line, to direct the City Manager to meet and confer City of Sunnyvale Page 11 City Council Meeting Minutes February 27, 2020 with USA Cricket/American Cricket Enterprises to discuss a partnership that could include funding for DPW 20-15. FINANCE DEPARTMENT (FIN) MOTION: Councilmember Melton moved and Councilmember Larsson seconded the motion to drop Study Issue FIN 19-02.
