SPECIAL COUNCIL MEETING (Closed Session) Call to Order Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 4, 2022. Mayor Klein called the meeting to order at 5:30 p.m. via teleconference. Roll Call Present: 6 - Mayor Larry Klein Vice Mayor Alysa Cisneros Councilmember Gustav Larsson Councilmember Glenn Hendricks Councilmember Russ Melton Councilmember Omar Din Mayor Klein, Vice Mayor Cisneros and all Councilmembers attended via teleconference. SPECIAL COUNCIL MEETING CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 4, 2022. PUBLIC COMMENT Public Comment opened at 6:12 p.m. No speakers. Public Comment closed at 6:12 p.m. PUBLIC HEARING/GENERAL BUSINESS 1 22-0176 Public Hearing Pursuant to Elections Code Section 10010(a) (2) to Receive Public Comment Regarding Draft City Council Redistricting Maps Published on January 6 2022, and the Proposed Sequence of Elections Deputy City Manager Jaqui Guzmán and Shalice Tilton, Senior Consultant, National Demographic Corporation (NDC) provided the staff report and presentation. Council and the Redistricting Commission took a recess at 6:41 p.m. and reconvened at 7:14 p.m. with all Councilmembers, Commissioners and Alternates present via teleconference (Commissioner Agbayani and Alternate Chiang absent). Public Hearing opened at 7:45 p.m. (~2:45 in Zoom recording) Tim Kerr, Rick Valley, MJ Laroch and Judy Pavlick shared a presentation and information supporting retaining the existing District 6 boundaries, with the same mobile home parks remaining in District 6. They voiced support for Map 102. Richard Mehlinger communicated support for the maps he submitted, Maps 104 and 105. He requested the District 6 "Notch" adjacent to District 5 be updated to keep the Fairoaks Mobile Lodge in District 6, with the nearby single family homes and apartment complexes included in District 5. Diane Gleason voiced support for separating the census block containing the Notch, with the Fairoaks Mobile Lodge in District 6 and the other parcels in District City of Sunnyvale Page 3 City Council Meeting Minutes January 13, 2022 5. Valérie Suarès shared support for separating the census block in the Notch and for Map 105. Martin Pyne communicated support for maps which minimize voter disenfranchisement (deferral). Elaine Manley voiced support for the Minimal Change Map along with Maps 102, 104 and 105. Dominic Paris suggested drawing district lines using the Shortest Splitline Algorithm. Steve Scandalis communicated support for the Minimal Change Map and possibly Map 103. He stated opposition to Maps 101, 102, 104, 105, 106, 108, 109, 202, 204, 210 and 214.
