Special Meeting: Strategic Planning Workshop
CALL TO ORDER
Pursuant to Government Code Subdivision 54953(e), the meeting was conducted
telephonically; pursuant to state law, the City Council made the necessary findings
by adopting Resolution No. 1089-21, reaffirmed on January 25, 2022.
Mayor Klein called the meeting to order at 8:30 a.m. via teleconference.

Councilmember Glenn Hendricks
Councilmember Russ Melton
Vice Mayor Omar Din
Mayor Klein, Vice Mayor Cisneros and all Councilmembers attended via
teleconference.
PUBLIC COMMENT
Public Comment opened at 8:32 a.m.
Tara Martin-Milius communicated support for electrification.
Kristel Wickham voiced support for Council Policy Priority Accelerating Climate
Action, expanding the Reach Code to include electrifying existing buildings,
reducing the City's carbon footprint through various construction changes, and
increasing bicycle and pedestrian infrastructure.

OVERVIEW
Mayor Klein provided opening remarks.
City Manager Kent Steffens provided opening remarks and welcomed facilitator
Shawn Spano.
Finance Director Tim Kirby provided the fiscal report and presentation.
Human Resources Director Tina Murphy provided the staffing review report and
presentation.
Council took a recess at 9:30 a.m. and reconvened at 9:45 a.m. with all
Councilmembers present via teleconference.
FOCUS AREAS: COUNCIL PRIORITIES UPDATE
Council met with the Executive Leadership Team in a facilitated workshop format
and received information on strategic focus areas.
Council took a recess at 11:51 a.m. and reconvened at 12:30 p.m. with all
Councilmembers present via teleconference.
STRATEGIC TOPICS DISCUSSION
CAPITAL IMPROVEMENT PROGRAM (CIP) FOR GENERAL FUND ASSESTS
Public Works Director Chip Taylor and Finance Director Tim Kirby provided the staff
report and presentation.
Councilmembers posed questions for staff, provided comments regarding CIP for
General Fund assets.
LONG-TERM SUCCESS FOR SUNNYVALE
Finance Director Tim Kirby provided the staff report and presentation.
Councilmembers posed questions for staff, provided comments regarding long-term
success for Sunnyvale.
Council took a recess at 3:01 p.m. and reconvened at 3:15 p.m. with all

COUNCIL MEETING EFFICIENCY
Assistant City Manager Teri Silva provided the staff report and presentation.
Councilmembers posed questions for staff, provided comments regarding Council
meeting efficiency.
DISCUSSION ON COUNCIL PRIORITIES
Council reviewed existing Council Policy Priorities:
- Civic Center Campus Modernization
- Ability of Infrastructure to Support Development, Traffic and Active Transportation
- Downtown Sunnyvale
- Improved Processes and Services through the Use of Technology
- Accelerating Climate Action
- Equity, Access and Inclusion
No action taken regarding Council Policy Priorities.
Councilmember Din proposed a study issue to develop a pilot universal income
program. Mayor Klein, Vice Mayor Cisneros and Councilmember Melton
co-sponsored the study issue.
ADJOURNMENT
Mayor Klein adjourned the meeting at 4:16 p.m.
