City of Sunnyvale Meeting Minutes City Council Monday, March 7, 2022 6:00 PM Telepresence Meeting: City Web Stream Special Meeting: Moffett Park Specific Plan - Open Space and Urban Ecology Workshop - 6 PM 6 P.M. SPECIAL COUNCIL MEETING (Workshop) Call to Order Pursuant to Government Code Subdivision 54953(e), the meeting was conducted Telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on February 22, 2022. Mayor Klein called the meeting to order at 6:00 p.m. via teleconference. Roll Call Present: 7 - Mayor Larry Klein Vice Mayor Alysa Cisneros Councilmember Gustav Larsson Councilmember Glenn Hendricks Councilmember Russ Melton Councilmember Omar Din Councilmember Anthony (Tony) Spitaleri Mayor Klein, Vice Mayor Cisneros and all Councilmembers attended via teleconference. Workshop 1 22-0062 Moffett Park Specific Plan: Open Space and Urban Ecology Workshop Principal Planner Michelle King and the following provided the staff presentation: - Chris Sensenig, Senior Associate, Raimi + Associates - Chris Guillard, Partner, CMG Landscape Architecture Round Table Discussion City of Sunnyvale Page 1 City Council Meeting Minutes March 7, 2022 The following provided responses to questions from the community: - Chris Sensenig, Senior Associate, Raimi + Associates - Principal Planner Michelle King - Public Works Director Chip Taylor - Chris Guillard, Partner, CMG Landscape Architecture - Community Development Director Trudi Ryan - Robin Grossinger, Senior Advisor, San Francisco Estuary Institute Public Comment opened at 7:31 p.m. Jeff Holzman, Real Estate Development Director, Google communicated support for the Plan and providing public open space near the San Francisco Bay. He shared concerns with public athletic fields near office buildings. Stephen Meier voiced support for the Plan, including providing sufficient public restrooms in parks and a non-grade level pedestrian crossing along Caribbean Drive. Giulianna Pendleton, Environmental Advocacy Assistant, Santa Clara Valley Audubon Society shared support for "dark sky" and bird safety measures throughout the Plan area. Mike Serrone communicated support for the Plan and for plaza parks, greenbelts and smaller parks instead of larger sports-field parks. Rashi Sharma, Environmental Action Committee, Santa Clara Valley Audubon Society voiced support for dark sky and bird safety measures. Eileen McLaughlin, Citizens Committee to Complete the Refuge shared support for the ecological overlay and promoting nature in the Plan area. Justin Wang, Advocacy Manager, Greenbelt Alliance communicated support for the ecological-innovation district principals included in the Plan. Gita Dev, Sierra Club-Loma Prieta Chapter, voiced support for protecting the wetlands and maintaining the open space areas free of sports fields. Kenneth Rosales, Planning Senior Associate, SV@Home shared support for sea-level rise protections. City of Sunnyvale Page 2 City Council Meeting Minutes March 7, 2022 Vince Rocha, Vice President of Housing and Community Development, Silicon Valley Leadership Group communicated support for more, smaller parks instead of fewer, larger parks in the Plan area. Teresa Ong, Foothill College Sunnyvale Center highlighted services available at the Center and raised concerns about the location of Valley Transportation Authority (VTA) bus stations and walkability along Mathilda Avenue.
