City of Sunnyvale Meeting Minutes City Council Tuesday, May 10, 2022 5:30 PM Telepresence Meeting: City Web Stream | Comcast Channel 15 | AT&T Channel 99 Special Meeting: Study Session - 5:30 PM | Special Meeting: Board and Commission Interviews - 7 PM 5:30 P.M. SPECIAL COUNCIL MEETING (Study Session) Call to Order Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on May 3, 2022. Mayor Klein called the meeting to order at 5:30 p.m. via teleconference. Roll Call Present: 6 - Mayor Larry Klein Vice Mayor Alysa Cisneros Councilmember Gustav Larsson Councilmember Russ Melton Councilmember Omar Din Councilmember Anthony (Tony) Spitaleri Absent: 1 - Councilmember Glenn Hendricks Mayor Klein, Vice Mayor Cisneros and Councilmembers Larsson, Melton, Din and Spitaleri attended via teleconference. Study Session A 22-0272 Draft El Camino Real Specific Plan Mayor Klein recused himself from item A due to a conflict of interest – owning real property within 500 feet of the El Camino Real Specific Plan area, and left the teleconference meeting at 5:32 p.m. Senior Planner Jeffrey Cucinotta provided the staff report and presentation. City of Sunnyvale Page 1 City Council Meeting Minutes May 10, 2022 Public Comment opened at 6:40 p.m. Ari Feinsmith and Sharlene provided a presentation on the El Camino Real Specific Plan and bicycle considerations within the plan. Bryce Beagle voiced overall support for the Plan and provided suggestions to further pedestrian and bicycle safety. Eric Armstrong suggested additional bicycle paths and access in the Plan. Member of the public voiced displeasure with the lack of open space in the Plan. Siddharth Kotapati supported more pedestrian and bicycle access within the Plan. AWarner requested flexibility for commercial uses and continued discussions with property owners. David Wessel shared support for addressing climate change and supported alternative modes of transit other than automobiles. Ed Gocka communicated that the Plan should retain commercial zones in the plan area. Leia Mehlman voiced support for prioritizing pedestrian safety and affordable housing when developing the Plan. Kenneth Rosales, Planning Senior Associate SV@Home provided suggestions on how to develop successful affordable housing in the Plan. Matthew Asuncion voiced support for increased pedestrian walkways and accessibility in the Plan. Stephen Meier shared concerns about the transportation element in the Plan. Steve Scandalis voiced support for retaining commercial zoning within the Plan. Alon Golan emphasized the Plan is building new neighborhoods and to consider the opinions of future residents in this Plan. B 22-0032 Board and Commission Interviews Mayor Klein returned to the meeting at 7:10 p.m. Public Comment opened at 7:12 p.m. No Speakers. Public Comment closed at 7:12 p.m. Council interviewed the following applicants for vacancies on boards and commissions: Amanda Sun – Sustainability Commission, Planning Commission, Bicycle and Pedestrian Advisory Commission Neela Shukla – Planning Commission, Arts Commission Gail Rubino – Planning Commission Radhika Chopra - Board of Library Trustees, Arts Commission Council took a recess at 8:12 p.m. and reconvened at 8:20 p.m. with Mayor Klein, Vice Mayor Cisneros and Councilmembers Larsson, Melton, Din and Spitaleri present via teleconference.
