CALL TO ORDER
Pursuant to Government Code Subdivision 54953(e), the meeting was conducted
telephonically; pursuant to state law, the City Council made the necessary findings
by adopting Resolution No. 1089-21, reaffirmed on August 9, 2022.
Mayor Klein called the meeting to order at 7:00 p.m. via teleconference.

Vice Mayor Alysa Cisneros
Councilmember Gustav Larsson
Councilmember Glenn Hendricks
Councilmember Russ Melton
Councilmember Omar Din
Councilmember Anthony (Tony) Spitaleri
Mayor Klein, and all Councilmembers attended via teleconference.
PUBLIC HEARINGS/GENERAL BUSINESS
1 22-0859 Adopt a Resolution Appointing Linda Sell to the City Council to
Represent Council District 1 for a Full-Term of Four Years
Beginning in 2023 in Lieu of an Election; and Cancelling the
November 8, 2022, General Municipal Election for City
Councilmember Council District 1, Pursuant to California
Elections Code Section 10229
City Clerk David Carnahan provided the staff report.

Public Hearing opened at 7:19 p.m.
Julia Liu shared support for appointing Linda Sell to Council District One.
Stephen Meier spoke in support of appointing Linda Sell to Council District One.
Mike Serrone voiced support of appointing Linda Sell to Council District One.
Sharlene Liu communicated support for appointing Linda to Council District One.
Linda Sell spoke towards their candidacy for Council District One..
Gail Rubino communicated reservations with canceling the election for Council
District One, but in this case shared their support of appointing Linda Sell to Council
District One.
Martin Pyne shared concerns of the general practice of appointing individuals to
Council rather in lieu of conducting elections.
Public Hearing closed at 7:33 p.m.
MOTION: Councilmember Spitaleri moved and Councilmember Larsson seconded
the motion to approve Alternative 1; Adopt a Resolution appointing Linda Sell to the
City Council to represent Council District One for a full-term of four years beginning
in 2023 in lieu of an election; and cancelling the November 8, 2022, General
Municipal Election for City Councilmember Council District 1, pursuant to California
Elections Code Section 10229; and direct the City Clerk to not accept for filing any
statement of write-in candidate which is submitted after the appointment is made.
The motion carried with the following vote:

Recommendation: Staff makes no recommendation. This report is being
presented to City Council to facilitate discussion at the public
hearing and for Council to consider appointing Linda Sell to
Council District 1 or move ahead with an election for District 1.
