City of Sunnyvale Meeting Minutes City Council Tuesday, October 18, 2022 6:00 PM Telepresence Meeting: City Web Stream Special Meeting: Moffett Park Specific Plan - Affordable Housing/Community Benefits Workshop - 6 PM 6 P.M. SPECIAL COUNCIL MEETING (Workshop) Call to Order Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on September 27, 2022. Mayor Klein called the meeting to order at 6:01 p.m. via teleconference. Roll Call Present: 6 - Mayor Larry Klein Vice Mayor Alysa Cisneros Councilmember Gustav Larsson Councilmember Glenn Hendricks Councilmember Russ Melton Councilmember Omar Din Absent: 1 - Councilmember Anthony (Tony) Spitaleri Mayor Klein, Vice Mayor Cisneros and Councilmembers Larsson, Hendricks, Melton, and Din attended via teleconference. Councilmember Spitaleri joined the meeting at 6:36 p.m. Workshop A 22-0864 Moffett Park Specific Plan Affordable Housing/Community Benefits Principal Planner Michelle King and the following provided the staff presentation: City of Sunnyvale Page 1 City Council Meeting Minutes October 18, 2022 - Chris Sensenig, Senior Associate, Raimi & Associates - Derek Braun, Principal, Strategic Economics Round Table Discussion The following provided responses to questions from the community: - Chris Sensenig, Senior Associate, Raimi & Associates - Principal Planner Michelle King - Derek Braun, Principal, Strategic Economics - Director of Community Development Trudi Ryan - Housing Officer Jenny Carloni - Deputy City Manager Connie Verceles Public Comment opened at 7:26 p.m. Janette D’Elia shared a concern regarding the allocation of the development reserve across the neighborhoods in the Plan area. Eileen McLaughlin, Citizens Committee to Complete Refuge spoke to ensuring green ecological space and open space in the Moffett Park area. Phil Mahoney, Real Estate Broker, Newmark communicated a concern that the estimated rent values for commercial real estate in the Plan are unrealistically high. Rani Fischer, Environmental Advocate Assistant, Santa Clara Valley Audubon Society shared their desire for the Plan to have more emphasis on biodiversity. Mike Serrone spoke in support of community benefits that can advance additional housing the Plan area and noted that most pieces of the Plan will not receive review by any City boards or commissions before Council considers the Plan. Erik Brewster communicated the need for additional public schools in the Plan area. Marlee Smith, Director of Transportation Policy, Silicon Valley Leadership Group spoke in support of additional housing, including affordable housing, and mixed-use developments in the Plan area. Bridget Watson, Board President, Sunnyvale School District communicated the City of Sunnyvale Page 2 City Council Meeting Minutes October 18, 2022 importance of planning for new schools in or near the Plan area. Richard Mehlinger spoke to the need for a public high school in North Sunnyvale. Kenneth Javier-Rosales, SV@Home voiced support for the development of affordable housing in the Plan area. Agnes Veith, Livable Sunnyvale shared their support for housing development and affordable housing options in Sunnyvale. Gita Dev, Sierra Club Loma Prieta Chapter spoke to the proposed ecological space and how to best maximize these benefits. Jeff Holzman, Real Estate Development Director, Google communicated support for the Plan and the affordable housing initiatives included in the Plan. Laurie shared concerns with the distance students travel to reach Fremont High School and support for a new high school in the Plan area. Angela Rausch spoke to the importance of increasing housing developments and affordable housing options in Sunnyvale. Peggy Brewster communicated support for a new public high school in the Plan area or elsewhere in North Sunnyvale. Howard Mueller shared support for a public high school in North Sunnyvale.
