Olive Ave., Sunnyvale, CA 94086 Special Meeting: Budget Workshop - 8:30 AM | Special Meeting: Closed Session - 8:30 AM (or soon thereafter) CALL TO ORDER Mayor Klein called the meeting to order at 8:36 a.m. ROLL CALL Present: 7 - Mayor Larry Klein Vice Mayor Omar Din Councilmember Russ Melton Councilmember Alysa Cisneros Councilmember Richard Mehlinger Councilmember Murali Srinivasan Councilmember Linda Sell OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE CITY COUNCIL REGARDING BUDGET WORKSHOP Public Comment opened at 8:38 a.m. Sharlene Liu spoke in support for Budget Supplement No. 1, funding Study Issue DPW 21-01 – Bike Lanes on Hollenbeck Avenue between El Camino Real and Homestead Road, and Budget Supplement No. 4 – Bicycle and Pedestrian Collision Investigation Pilot Program. Kevin Jackson communicated their support for Budget Supplement No. 1, DPW 21-01. Kristel Wickham, Sustainability Commission Chair, shared the Commission’s recommendations regarding the Budget Supplements. John Patton, Sunnyvale Urban Forest Advocates, spoke in support for funding Study Issue DPW 22-04 – Street Tree Repopulation with an Equity Lens. City of Sunnyvale Page 1 City Council Meeting Minutes May 18, 2023 Stephen Meier communicated support for funding efforts that support Council’s strategic direction goals and specific Budget Supplement items. Michael Kwan spoke in support for Budget Supplement No. 1, DPW 21-01. Peggy Brewster communicated their support for Budget Supplement No. 1, funding Study Issue DPW 22-06 – Re-evaluate Traffic Calming Program and Policy Including Thresholds to Begin a Project and Types of Measures Available. Mark Hlady shared their support for Budget Supplement No. 1, DPW 21-01. Alon Golan spoke in support of Budget Supplement No. 1, DPW 21-01. Marc Schaub communicated their support for Budget Supplement No. 1, DPW 21-01. Public Comment closed at 9:00 a.m. WORKSHOP A 23-0048 Budget Workshop City Manager Kent Steffens provided an overview of the budget and presented the budget message. NOVA Workforce Services Director Marléna Sessions provided the Current Labor Market: Snapshot of the Region presentation. Council took a recess at 9:25 a.m. and reconvened at 9:30 a.m. with all Councilmembers present. Director of Finance Tim Kirby provided the budget report and overview presentation. Budget Manager Felicia Silva provided the General Fund presentation. Council took a recess at 11:10 a.m. and reconvened at 11:25 a.m. with all Councilmembers present. Budget Analyst 1 Jackie Tsao provided the Other Special Revenue Funds presentation. Assistant Director of Finance Dennis Jaw provided the Capital & Infrastructure Funds presentation. Director of Finance Tim Kirby provided the Enterprise Funds and Internal Service Funds presentations. Council took a recess at 2:08 p.m. and reconvened at 2:13 p.m. with all Councilmembers present. Project Review by Category Environmental Services Director Ramana Chinnakotla provided the Water, Wastewater, Stormwater, Solid Waste presentation. Public Works Director Chip Taylor provided the Clean Water presentation. Governance & Community Engagement Chief Information Officer Kathleen Boutté Foster provided the Information Technology Projects presentation. Assistant City Manager Teri Silva, Library and Recreation Services Director Michelle Perera and Environmental Services Director Ramana Chinnakotla provided the Community Engagement Projects presentation. Community Development Director Trudi Ryan provided the Community Development presentation. Director of Finance Tim Kirby provided the Unfunded Projects presentation. Council took a recess at 3:59 p.m. and reconvened at 4:10 p.m. with all Councilmembers present. Budget Supplement 1: Funding for Study Issues for the FY 2023/24 Recommended Budget MOTION: Councilmember Mehlinger moved and Councilmember Sell seconded the motion to approve Alternative 1: Approve the Supplement as proposed. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Din Councilmember Melton Councilmember Cisneros Councilmember Mehlinger Councilmember Srinivasan Councilmember Sell No: 0 Budget Supplement 2: Potential Additional Services or Reductions to be Considered for the FY 2023/24 Recommended Budget MOTION: Councilmember Mehlinger moved and Councilmember Sell seconded the motion to approve Alternative 2: Direct the City Manager to amend the FY 2023/24 Recommended Budget by including: - Budget Supplement No. 2: 2A.5 – 820130 - Routine Resurfacing of City Owned City of Sunnyvale Page 4 City Council Meeting Minutes May 18, 2023 Parking Lots – Eliminate funding for paving associated with City-owned parking lots associated with civic center, library and community center; and - Budget Supplement No. 2: 2B.2 – 835490 - Community Events & Neighborhood Grants; add additional funding for Community and Neighborhood Grants – Allocate a 10% increase every two years. Mayor Klein divided motion for the purposes of voting. MOTION: Councilmember Mehlinger moved and Councilmember Sell seconded the motion to approve Alternative 2: Direct the City Manager to amend the FY 2023/24 Recommended Budget by including Budget Supplement No. 2: 2B.2 – 835490 - Community Events & Neighborhood Grants; add additional funding for Community and Neighborhood Grants – Allocate a 10% increase every two years. Budget Supplement 3: Increase the Tree Pruning Contract to Resolve the Two-Year Backlog Over the Next Two Fiscal Years MOTION: Councilmember Mehlinger moved and Mayor Klein seconded the motion to approve Alternative 1: Approve the Supplement as proposed. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Din Councilmember Melton Councilmember Cisneros Councilmember Mehlinger Councilmember Srinivasan Councilmember Sell No: 0 Budget Supplement 4: Bicycle and Pedestrian Collision Investigation Pilot Program MOTION: Councilmember Mehlinger moved and Councilmember Melton seconded the motion to approve Alternative 1: Approve the Supplement as proposed. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Din Councilmember Melton Councilmember Cisneros Councilmember Mehlinger Councilmember Srinivasan Councilmember Sell No: 0 Budget Supplement 5: Increase Service Levels For Neighborhood Preservation to Proactively Enforce Sunnyvale’s Short-Term Rental Ordinance MOTION: Councilmember Melton moved and Councilmember Cisneros seconded the motion to approve Alternative 1: Approve the supplement as proposed. City of Sunnyvale Page 6 City Council Meeting Minutes May 18, 2023 FRIENDLY AMENDMENT: Councilmember Mehlinger offered a friendly amendment to limit the Service Level Increase to one year. Councilmember Melton declined to accept the friendly amendment. FORMAL AMENDMENT Councilmember Mehlinger moved and Vice Mayor Din seconded the motion to limit the Service Level Increase to one year. The formal amendment passed with the following vote: Yes: 7 - Mayor Klein Vice Mayor Din Councilmember Melton Councilmember Cisneros Councilmember Mehlinger Councilmember Srinivasan Councilmember Sell No: 0 The motion as amended failed with the following vote: Yes: 1 - Councilmember Melton No: 6 - Mayor Klein Vice Mayor Din Councilmember Cisneros Councilmember Mehlinger Councilmember Srinivasan Councilmember Sell MOTION: Vice Mayor Din moved and Councilmember Melton seconded the motion to continue funding a Term-Limited Public Safety Specialist for two additional years.
