Vice Mayor Srinivasan announced a Sunnyvale Goes Back to School notice and
the extension of the Candidate Nomination Period for City Councilmember District
Number 6.
Mayor Klein shared details of an inadvertent email communication that resulted in
a Ralph M. Brown Act violation.
Andrea Wald spoke in support of banning of artificial turf fields in Sunnyvale.
Mary Brunkhorst, Sunnyvale Urban Forests Advocates, shared their concerns with
the use of artificial turf fields and announced an upcoming Sunnyvale Urban
Forests Advocates event.

the MidPen Housing project proposals.

MOTION: Councilmember Mehlinger moved and Vice Mayor Srinivasan seconded
the motion to approve Alternative 1: Award conditional funding commitments for
$29,533,000 in Housing Mitigation Funds and Below Market Rate In-lieu Funds for
the acquisition, pre-development, and/or development of the projects, as presented
in Attachment 3 to the report.

Exemption Pursuant to CEQA Guidelines Section 15378, and
Approve Budget Modification No. 5 in the Amount of $909,789
Homeless Services Manager Amanda Sztoltz provided the staff report and
presentation.

Marie Bernard, Executive Director, Sunnyvale Community Services, spoke in
support of WeHOPE and their ability to perform homeless services.
Paul Bains, President, WeHOPE, spoke to WeHOPE Homeless Services and to
how WeHOPE would partner with Sunnyvale.

MOTION: Councilmember Sell moved and Councilmember Cisneros seconded the
motion to approve Alternative 1:
- Award the following contracts to WeHOPE and authorize the City Manager to take
several actions:
a. Award a one-year contract for Street Outreach and Dignity on Wheels mobile
hygiene services in substantially the same form as Attachment 1 to the report, to
WeHOPE in a not-to-exceed amount of $909,780 for base bid;
b. Authorize the City Manager to execute the contract when all necessary

conditions have been met;
c. Authorize the City Manager to increase the contract to the available budget;
d. Authorize the City Manager to renew the contract for up-to four additional
one-year periods based upon available funding, need, pricing, and service;

subject to negotiated pricing; and
f. Approve Budget Modification No. 5 in the amount of $909,780.

COMMITTEE ASSIGNMENTS
Councilmember Din reported on a recent Santa Clara Valley Transportation
Authority (VTA) board meeting and shared their desire to have another
Councilmember replace them on the VTA board.
Councilmember Sell reported on a recent VTA Policy Advisory Committee meeting.

Councilmember Mehlinger offered a budget proposal to address clearing the
sidewalk maintenance backlog. Mayor Klein, Vice Mayor Srinivasan, and
Councilmembers Melton, Cisneros, Din and Sell co-sponsored the budget
proposal.
Councilmember Mehlinger proposed a study issue to evaluate and improve
sidewalk maintenance. Mayor Klein, Vice Mayor Srinivasan, and Councilmembers
Melton, Cisneros, Din and Sell co-sponsored the study issue.
Councilmember Din suggested adding examining process and technological
improvements to the study issue scope of work. Councilmember Mehlinger
accepted the suggestion

Councilmember Mehlinger proposed a study issue to examine closing the
Sunnyvale Avenue Railroad Crossing to vehicles until the Grade Separation project
at Sunnyvale Avenue is completed. Mayor Klein, Vice Mayor Srinivasan, and
Councilmembers Melton, Cisneros, Din and Sell co-sponsored the study issue.
Mayor Klein shared their experience attending the Caltrain event launching
electrified rail service.

Deputy City Manager Connie Verceles provided an update regarding the progress
in addressing unhoused encampments along Central Expressway.

Outreach and Essential Homeless Services (F24-20), Make a

Exemption Pursuant to CEQA Guidelines Section 15378, and
Approve Budget Modification No. 5 in the Amount of $909,789

Recommendation: Alternative 1: Award the following contracts to WeHOPE and
Authorize the City Manager to take several actions:
a. Award a one-year contract for Street Outreach and Dignity
on Wheels mobile hygiene services in substantially the same
form as Attachment 1 to the report, to WeHOPE in a
not-to-exceed amount of $909,780 for base bid;
b. Authorize the City Manager to execute the contract when all
necessary conditions have been met;
c. Authorize the City Manager to increase the contract to the
available budget;
d. Authorize the City Manager to renew the contract for up to
four additional one-year periods based upon available funding,
need, pricing, and service; and
e. Authorize the City Manager to modify each contract's
compensation schedule subject to negotiated pricing;
f. Approve Budget Modification No. 5 in the amount of
$909,780.
4 24-0038 Introduce an Ordinance Amending Various Sections of Title 16
(Buildings and Construction) of the Sunnyvale Municipal Code
to Adopt by Reference the 2022 California Residential,
Energy, and Green Building Standards with the July 2024
Supplement, with Local Amendments and Related Findings;
and Find that the Action is Exempt from the California
Environmental Quality Act (CEQA) Pursuant to CEQA
Guidelines 15061, 15305, and 15308
Recommendation: Alternative 1: Introduce an Ordinance Amending various
Sections of Title 16 (Buildings and Construction) of the
Sunnyvale Municipal Code to Adopt by Reference the 2022
California Residential, Energy, and Green Building Standards
with the July 2024 Supplement, with Local Amendments and
Related Findings; and Find that the Action is Exempt from the
California Environmental Quality Act Guidelines 15061, 15305,
and 15308.
