Deborah Walzer voiced their concerns with the possible removal of street lanes on Tasman Drive. Denise Casey shared their concerns with the possible removal of street lanes on Tasman Drive. Mark Waller spoke to their concerns with the possible removal of street lanes on Tasman Drive. Pamela Agee communicated their concerns with the possible removal of street lanes on Tasman Drive. Steve C. provided a presentation sharing their concerns with the changing neighborhood dynamics taking place along Charles Street. Siva H. provided a presentation with their concerns with proposed housing development in the West of Mathilda Avenue District. Uday continued the presentation. Cortney Jansen announced the Lakewood Village Holiday Parade. Cathy C. shared their concerns with the possible removal of street lanes on Tasman Drive. Cortney Jansen spoke in support of the natural grass options for the athletic fields at Lakewood Park. Susan Hinton voiced their support of the natural grass options for the athletic fields at Lakewood Park. Chuck Fraleigh communicated their concerns with the presented natural grass options for the athletic fields at Lakewood Park. Gail Giansiracusa, Recreation Director, Sunnyvale Alliance Soccer Club, shared their concerns with the limited amount of field utilization time for club sports. Haruko Matsula, Volunteer, Sunnyvale Alliance Soccer Club, voiced their concerns with the presented natural grass options for the athletic fields at Lakewood Park. Sandra Todd communicated their concerns with the presented natural grass options for the athletic fields at Lakewood Park. Shailaja Domala spoke in support for using organic grass solutions for the athletic fields. Laura shared their support for natural grass options for the athletic fields at Lakewood Park. Linda Hutchins-Knowles, Co-Founder, Mothers Out Front Silicon Valley, spoke in support for using organic grass solutions for the athletic fields. Prakash Giri shared their concerns with the field availability for sport clubs of the proposed natural grass options for the athletic fields at Lakewood Park. Andrea communicated their support for natural grass options for the athletic fields at Lakewood Park. Cynthia Fan communicated questions they wish to be asked of Verde Grass regarding the natural grass design. Leah Groppo shared their support for natural grass options for the athletic fields at Lakewood Park. Leanne voiced their support of the natural grass options and asked for Bermuda grass be further considered. John Kehoe spoke in support of the natural grass options for the athletic fields at Lakewood Park. Biju Nair communicated their support for retaining the design for a cricket field and batting cage at Lakewood Park. Carrie Levin shared their support for using Bermuda grass as the natural grass option at Lakewood Park. Public Hearing closed at 9:38 p.m. MOTION: Councilmember Mehlinger moved and Vice Mayor Srinivasan seconded the motion to approve Alternatives 1 and 3: 1) Approve the Revised Concept for the Lakewood Renovation Project and installation of a natural turf Bluegrass/Rye blend or other blend with similar performance on a native soil field for the Lakewood Park athletic field; and 3) Find the Action is Exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Section 15262. Public Hearing opened at 11:01 p.m. Michael Johnson, Executive Director, Sunnyvale Downtown Association, spoke in support of the Murphy Avenue Pedestrian Mall concept design and offered further considerations. Bryce Beagle provided questions and emphasized pedestrian safety. Gail shared their concerns with the garbage areas behind the retail businesses. Public Hearing closed at 11:08 p.m. MOTION: Councilmember Sell moved and Councilmember Cisneros seconded the motion to approve the Murphy Avenue Pedestrian Mall concept as depicted in Attachment 1 to the report. Councilmember Melton left the meeting prior to the vote. The motion carried with the following vote: City of Sunnyvale Page 8 City Council Meeting Minutes November 19, 2024 Yes: 6 - Mayor Klein Councilmember Srinivasan Councilmember Cisneros Councilmember Din Councilmember Mehlinger Vice Mayor Sell No: 0 Absent: 1 - Councilmember Melton Councilmember Melton returned to the meeting at 11:18 p.m. and participated via teleconference. 4 24-0921 Approve a Purchase and Sale Agreement Between the City of Sunnyvale and MP Land Holdings, LLC (MidPen Housing) for the Purchase of 1171 Sonora Court, Approve a Disposition and Development Agreement to Construct a New Affordable Housing Development; and Adopt a Resolution to Authorize a Ground Lease and a Resolution to Declare the Property Exempt from the Surplus Lands Act; and Find that these Actions are Exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Sections 15004(b) (2)(A) and 15312 Housing Officer Jenny Carloni provided the staff report and presentation. Public Hearing opened at 11:29 p.m. Mollie Naber, Director of Housing Development, MidPen Housing, voiced their support for the approval of the purchase and sale agreement. Public Hearing closed at 11:31 p.m. MOTION: Councilmember Cisneros moved and Councilmember Sell seconded the motion to approve Alternatives 1 and 4: 1) Approve a Purchase and Sale Agreement and authorize the City Manager to execute it in substantially the same form as Attachment 1 to the report, between the City of Sunnyvale and MP Land Holdings, LLC, for the purchase of real property located at 1171 Sonora Court for $12,500,000; and find that this action is exempt City of Sunnyvale Page 9 City Council Meeting Minutes November 19, 2024 from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15004(b)(2)(A); and 4) Adopt a Resolution authorizing the Ground Lease (Attachment 3 to the report) and a Resolution declaring the property to be exempt from the Surplus Lands Act (Attachment 4 to the report), approve the draft Disposition and Development Agreement and associated appendices with MP 1171 Sonora I Associates, L.P. for the establishment of the affordable housing development at 1171 Sonora Court (Attachment 2 to the report), and authorize the City Manager to execute it in substantially the same form as Attachment 2 to the report and in a form approved by the City Attorney; and find that this action is exempt from CEQA pursuant to CEQA Guidelines Section 15312.
