City of Sunnyvale Meeting Minutes City Council Thursday, May 22, 2025 8:30 AM Online and Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 Special Meeting: Budget Workshop - 8:30 AM CALL TO ORDER Mayor Klein called the meeting to order at 8:32 a.m. ROLL CALL Present: 7 - Mayor Larry Klein Vice Mayor Linda Sell Councilmember Alysa Cisneros Councilmember Richard Mehlinger Councilmember Murali Srinivasan Councilmember Charlsie Chang Councilmember Eileen Le OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE CITY COUNCIL REGARDING BUDGET WORKSHOP Public Comment opened at 8:34 a.m. Stephen Meier communicated support for Budget Supplement 1- Study Issues, Budget Supplement 3- Implement Homestead Road Full-Time Bike Lanes, and Budget Supplement 5 - Funding for Sweeping and Maintenance of Class IV Bike Lanes. They also shared concerns regarding the San Francisco BayKeeper lawsuit, golf subsidies, efficiencies of the Study Issue process and how the City will generate revenue in the future. Sharlene Liu voiced support for Budget Supplements 1, 3 and 5 and Study Issue DPW 25-01: Fair Oaks Avenue Signalizations at Three Locations. Chuck Fraleigh provided a presentation with their concerns with the budget allocations towards golf courses. David Kesting, Parks and Recreation Commission Chair, shared the Commission’s support of re-striping tennis courts for pickle ball, the Las Palmas Park renovation City of Sunnyvale Page 1 City Council Meeting Minutes May 22, 2025 and provided comments on safety corridors. Jeff Nabhan, Sustainability Commission Vice Chair, discussed the Commission’s positions on fuel station upgrades, the Climate Action Playbook implementation, and support for Budget Supplements: 1, 3, 4- Safe Parking Program Community Capital Grant and 5 option B- Use of Overtime and opposition to 6- Redesign of the Sunnyvale Website. Emilie Danna shared their support for re-striping tennis courts to be accessible for pickle ball play. Frank Austin, Assistant Business Manager, UA Local Union 393, communicated support for Study Issue DPW 24-07: Explore the Benefits and Costs of Project Labor Agreements (PLAs) to Establish the Terms and Conditions of Employment for Specific City Construction Projects. Erika Valentine, Political and Communications Director, UA Local Union 393, voiced support for Study Issue 24-07. Gail Rubino shared their support for funding the SV Hopper rideshare program. Jonathan Blum communicated support for Budget Supplements 1, 3 and 5. Public Comment closed at 8:57 a.m. WORKSHOP A 25-0156 Budget Workshop City Manager Tim Kirby provided an overview of the budget and presented the budget message. Finance Director Matt Paulin provided the budget report and overview presentation. Assistant Finance Director Dennis Jaw provided the General Fund presentation. Budget Analyst 2 Jackie Tsao provided the Special Revenue Funds presentation. Council took a recess at 10:42 a.m. and reconvened at 11:00 a.m. with all Councilmembers present. Budget Analyst 2 Jin Xu provided the Internal Service Funds presentation. Council took a recess at 11:40 a.m. and reconvened at 12:31 p.m. with all Councilmembers present. PROJECT REVIEWS BY CATEGORY Water, Wastewater, Stormwater and Solid Waste Environmental Services Director Ramana Chinnakotla provided the Water, Wastewater, Stormwater and Solid Waste presentation. Cleanwater Public Works Director Chip Taylor provided the Cleanwater presentation. Governance and Community Engagement Assistant City Manager Sarah Johnson-Rios and Chief Information Officer Kathleen Boutté Foster-Gee provided the Governance and Community Engagement presentation. Council took a recess at 2:15 p.m. and reconvened at 2:30 p.m. with all Councilmembers present. Traffic and Transportation Public Works Director Chip Taylor provided the Traffic and Transportation presentation. Public Safety Interim Public Safety Chief Ava Fanucchi provided the Public Safety presentation. Council took a recess at 3:41 p.m. and reconvened at 3:49 p.m. with all Councilmembers present. Community Development Community Development Director Trudi Ryan provided the Community Development presentation. Council took a recess at 4:43 p.m. and reconvened at 4:48 a.m. with all Councilmembers present. Budget Supplements MOTION: Councilmember Mehlinger moved and Vice Mayor Sell seconded the motion to approve the staff recommendations for Budget Supplements 1, 3, 4, 5, 6 and approve Budget Supplement 2 with the addition of 2B.1- Explore the Benefits and Costs of Project Labor Agreements to Establish the Terms and Conditions of Employment for Specific City Construction Projects. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Sell Councilmember Cisneros Councilmember Mehlinger Councilmember Srinivasan Councilmember Chang Councilmember Le No: 0 SUMMARY AND CONCLUDING REMARKS City Manager Tim Kirby, Finance Director Matt Paulin and Mayor Klein provided closing remarks.
