Sharlene Liu, Sunnyvale Safe Streets, provided a presentation proposing potential Council Priority Projects. Daniel Karpelevith, Sunnyvale Safe Streets, continued the presentation. Kira Od voiced their concerns regarding 120 volt-lighted arches in public spaces. Steve Scandalis provided a presentation of community survey results regarding potential changes to the City Charter. Marie Bernard, Sunnyvale Rotary Club, announced the Sunnyvale Rotary Club annual fundraiser. Eric Krock shared their concerns regarding potential federal law enforcement operations in Sunnyvale. Kevin Jackson, Sunnyvale Safe Streets, spoke in support of the proposed Sunnyvale Safe Streets’ Council Priority Project proposals. Siva H. shared their concerns with the proposed MidPen Housing Corporation development at 295 S. Mathilda Avenue and support for developing senior housing as an alternative. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Mehlinger Councilmember Cisneros Councilmember Srinivasan Councilmember Sell Councilmember Chang Councilmember Le No: 0 1.A 26-0013 Approve City Council Meeting Minutes of January 13, 2026 Approve the City Council Meeting Minutes of January 13, 2026 as submitted. 1.B 26-0082 Approve the List(s) of Claims and Bills Approved for Payment by the City Manager Approve the list(s) of claims and bills. 1.C 26-0162 Amend Temporary Personnel Services Agreement with Fire & Risk Alliance LLC to Increase Contract Amount to $338,517 in the Same Form as Attachment 1 to the Report and Extend the City of Sunnyvale Page 5 City Council Meeting Minutes January 27, 2026 Term Through January 11, 2027 (F26-233) Take the following actions: - Approve Second Amendment to the Temporary Personnel Services Agreement with Fire & Risk Alliance LLC, increasing the contract by $109,617 for a new not-to-exceed total of $338,517 and exercise year two (2) of the three contract extensions through January 11, 2027; - Authorize the City Manager to execute the amendment when all necessary conditions have been met; - Authorize the City Manager to increase compensation subject to budget availability, if pricing and services remain acceptable to the City; and - Authorize the City Manager to amend the contract through the final year. 1.D 26-0152 Authorize the Issuance of a Ten-Year Purchase Agreement in the Amount of $16,149,402 to Axon Enterprise, Inc., for Body-Worn Cameras, Tasers, Evidence Cloud Services, Unlimited Digital Evidence Storage, and a Suite of Public Safety Technology Solutions for the Department of Public Safety and Approve Budget Modification No. 11 in the Amount of $1,248,708 (F26-207) Public Comment opened at 8:49 p.m. Andrew G. questioned the privacy implications of the data storage in the Axon environment and how it may be used by federal law enforcement operations. Public Comment closed at 8:50 p.m. MOTION: Vice Mayor Mehlinger moved and Councilmember Le seconded the motion to take the following actions: - Authorize the issuance of purchase agreement to Axon Enterprise Inc., of Scottsdale, AZ in the amount of $16,149,402 plus taxes for body-worn cameras (BWC) (Attachment 1), taser, evidence cloud services, unlimited digital evidence storage, a suite of public safety technology solutions; - Delegate the authority to the City Manager to amend the contract to incorporate Axons RMS to the Master Service Agreement; - Approve a Budget Modification No. 11 in the amount of $1,248,708; and - Authorize the City Manager to execute the contract when all necessary conditions have been met. Councilmember Sell announced they were appointed to the Bay Area Air District Board by the Cities Association of Santa Clara County. Mayor Klein reported on the Silicon Valley Clean Energy board meeting and announced they were appointed chair for 2026.
