City of Sunnyvale Meeting Minutes Heritage Preservation Commission Wednesday, November 5, 2014 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER SALUTE TO THE FLAG ROLL CALL Present: 7 - Chair Jeanine Stanek Vice Chair David Squellati Board Member Hannalore Dietrich Commissioner Mark Johnson Commissioner Dixie Larsen Commissioner Mike Michitaka Commissioner Dale Mouritsen PRESENTATION none PUBLIC ANNOUNCEMENTS none CONSENT CALENDAR 1.A Approval of the Draft Minutes of September 3, 2014 Vice Chair Squellati noted a change on the 2nd paragraph of page 8, to change “placards to plaques”. Chair Stanek also requested a change on the 3rd paragraph of page 8, to noting that Comm. Michitaka’s organization , the “Sunnyvale Sister City Association” is who made the donation of the three cherry trees. MOTION: Vice Chair Squellati motioned to approve the Draft September 3, 2014 minutes as amended. Comm. Mouritsen seconded. Yes: 6 - Chair Stanek Vice Chair Squellati Commissioner Johnson Commissioner Larsen Commissioner Michitaka Commissioner Mouritsen No: 0 Abstain: 1 - Board Member Dietrich PUBLIC COMMENTS none PUBLIC HEARINGS/GENERAL BUSINESS 2. 14-0984 File #: 2014-7809 Location: 172 South Murphy Avenue (APN: 209-06-030) Applicant / Owner: Leif Rideout (applicant) / Chick Chuen Wong Trustee (owner) Proposed Project: LANDMARK ALTERATION PERMIT to allow construction of a new wall and gate enclosing a rear patio at an existing restaurant (Siam Taste). The proposal includes the demolition of unpermitted construction and addition of a new storage area. Reason for Permit: A Landmark Alteration Permit is required for any exterior modification to buildings in the DSP-2 Local Landmark District. Project Planner: Momoko Ishijima, (408) 730-7532, mishijma@sunnyvale.ca.gov Issues: Design Consistency with Murphy Avenue Design Guidelines. Recommendation: Approve with conditions Momoko Ishijima, Associate Planner, presented the staff report. She noted the permit history of the site which includes an unpermitted office building in the rear of the building. She noted that the unpermitted office is a Neighborhood Preservation case. She then noted the architectural style and features of the proposal is for a new door and exterior wall, which will be located in the place of the unpermitted office. Comm. Michitaka clarified with staff that this proposal is to replace an unpermitted structure. Comm. Dietrich and staff discussed the two year expiration date for planning City of Sunnyvale Page 2 Heritage Preservation Commission Meeting Minutes November 5, 2014 permits. Staff also clarified the time limit related to the unpermitted structure and the Neighborhood Preservation Division's requirements regarding the violation. Vice Chair Squellati asked staff about the trash enclosure, ensuring that the trash will be kept behind the gate. Ms. El Hajj noted that the applicant could reply to his question once the public hearing is opened. Chair Stanek opened the public hearing. Leif Rideout, architect, noted that the trash enclosure is separate from the gated entrance, and that the trash bin will be kept within the gated area. Comm. Dietrich noted that she likes the proposal and asked about the construction schedule. Mr. Rideout, noted that the applicant intends to get this completed in one month, once the building permits are issued. Chair Stanek closed the public hearing. Chair Stanek noted page three of four of the staff report to review the Alternatives. MOTION: Comm. Michitaka motioned to approve the Landmark Alteration Permit with staff's recommendation from Alternative 1 and recommended Conditions in Attachment 2. Comm. Dietrich seconded. Motion carried 7-0. 3. Review and Rank Study Issues Ms. El Hajj summarized the study issues for ranking. Commissioners reviewed the proposed study issues and discussed the issues with staff. Chair Stanek noted corrections to CDD 12-02, on page 2 of 3, stating that the year listed in the staff recommendation section was incorrect. Ms. El-Hajj said she would look into this. Larsen asked staff why the property owners are not made aware of their properties historic status, especially during a transfer of ownership. Ms. El Hajj noted that the City is not involved in the sale of structures and would not be able to notify new owners. Comm. Dietrich suggested to defer the CDD 12-02 study issue. Comm. Michitaka noted his idea to include the Munsell Color System in CDD 14-10: Update to the Murphy Avenue Design Guidelines. Comm. Larsen noted the importance of their study issues, but stated that they may not have priority over the other study issues. The Study Issue Ranking concluded as follows: 1st : CDD 15 07 Evaluation of the Existing Items on the Heritage Resources Inventory 2nd: CDD 14 10 Update to the Murphy Avenue Design Guidelines 3rd: CDD 15 09 Exploring Opportunities to Improve the Appearance of Public and Private Property along the 100 Block of Murphy Avenue 4th: CDD 12 02 Possible Nomination of Non-Residential Properties to the Heritage Resource Inventory 4. SunnyvaleUpdate to CDD 12-03 Cutural Heritage of Sunnyvale Ms. El Hajj provided an update to the Commission. She noted that the Context statement is available at the library webpage as well as the Heritage Preservation Commission web page. She then noted that information on the Sunnyvale Voices program can be found on the Library’s History of Sunnyvale webpage. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Stanek noted an event involving the Historical Society. Comm. Dietrich noted upcoming events at the Sunnyvale Museum. Comm. Johnson mentioned that additional outreach efforts should be made to get City of Sunnyvale Page 4 Heritage Preservation Commission Meeting Minutes November 5, 2014 ideas form the public regarding study issues. INFORMATION ONLY REPORTS/ITEMS Ms. El Hajj noted that there will most likely be no December meeting and the next meeting would be January 7, 2015.
