Location: 163 S Murphy Avenue (APN: 209-06-010) File #: 2018-8002 Zoning: Downtown Specific Plan (DSP) Block 2 Applicant / Owner: Fuego Grill (applicant) / Ante Bilic Trustee (owner) Environmental Review: Categorical Exemption Class 1 Project Planner: Kelly Cha, (408) 730-7408, kcha@sunnyvale.ca.gov Associate Planner Kelly Cha presented the staff report. Comm. Michitaka clarified the colors proposed. Owner Ante Bilic noted his agreement with the proposal and staff’s recommendation. Commissioner Larsen noted that the proposed colors are like the exterior colors of the theatre building at 146 S. Murphy Avenue. Commissioner Wu asked if the applicant’s request is in line with the draft Murphy Avenue Design Guidelines update. Senior Planner Noren Caliva-Lepe responded that the Murphy Avenue Design Guidelines have not yet been adopted; however, historian Anthony Kirk who is working on the guidelines has concurred that the proposal is consistent with the current Murphy Avenue Design Guidelines and that he did not see any conflicts with the draft guidelines. She also noted that the proposal is consistent with Murphy Avenue Historic District. Commissioner Larsen asked if an applicant is required to provide a historical analysis from a historian and Ms. Caliva-Lepe responded that it depended on the extent of the exterior changes. City of Sunnyvale Page 2 Heritage Preservation Commission Meeting Minutes - Final February 6, 2019 Commissioner Michitaka asked about the color choice and how staff approves different awnings. Ms. Caliva-Lepe discussed staff guidelines and noted that the new tenant where the former Firehouse Brewery was located recently painted the exterior without the Commission’s approval since the same color was used and the only changes was the sign, which does not require the Commission’s approval. Commissioner Wu asked about using official Pantone color codes to specifically choose colors. Ms. Cha noted that Attachment 4 of the staff report specifies a color number, P-1 Kelly-Moore 4886 Foggy Day and P-2 Kelly-Moore A79 Lights Out. Commissioner Wu then asked if the applicant revised their proposal from staff’s recommendations and Ms. Cha responded that the applicant proposed a darker gray to the exterior and staff recommended a lighter shade. MOTION: Commissioner Caroompas moved and Commissioner Wu seconded staff’s recommendation for Alternative 1 of the staff report; Approve the Landmark Alteration Permit with the recommended Conditions of Approval in Attachment 3. Caroompas asked about the if the different signage and colors in the Murphy Avenue Historic District could count as being eclectic, such as a large menu window sign (referring to a Chinese restaurant who had recently installed one). Ms. Caliva-Lepe discussed signage and guidelines to the district. INFORMATION ONLY REPORTS/ITEMS City of Sunnyvale Page 3 Heritage Preservation Commission Meeting Minutes - Final February 6, 2019 3. 19-0202 Eichler Follow-up Ms. Caliva-Lepe discussed a question that was asked at the last meeting regarding the possibility of Eichler neighborhoods being listed as Heritage Districts. She noted that this was previously studied and the result resulted with owners not showing interest due to additional restrictions. Thus, the Eichler Design Guidelines were adopted in 2009 to protect the integrity of the Eichler architecture. She then discussed the Eichler Design Guidelines. Chair Hopkins asked about the Mills Act and Ms. Caliva-Lepe clarified that there are around four to five properties that are protected with the Mills Act, which are based on landmark status and not as a heritage resource. 4. 19-0203 Training Video - Interpretation and Application of the Standards for Rehabilitation (California Office of Historic Preservation) Ms. Caliva-Lepe provided a training video from the California State Parks Office of Historic Preservation regarding the Interpretation and Application of the Standards for Rehabilitation.
