Chair Sharma called the meeting to order at 7:00 p.m.

Commissioner Caroompas was absent (unexcused) and Commissioner Bratton
notified staff that she will be a late due to a prior engagement.

1. 23-0288 Approve the Draft Heritage Preservation Commission Meeting Minutes
of January 11, 2023
Chair Sharma noted an amendment to the draft minutes to change “Chair Patel” to
“Chair Sharma” for agenda item 23-0170, Selection and Ranking of Study Issues.

2. 23-0256 Proposed Project:
LANDMARK ALTERATION PERMIT to renovate 7,025 square
feet of an existing office/manufacturing space with exterior
alterations at Northrop Grumman.
Location: 401 Hendy Avenue (APN: 204-48-028)

Environmental Review: A Class 1 categorical exemption relieves this
project from California Environmental Quality Act (CEQA) provisions.

Chair Sharma recused herself to avoid conflict of interest as she lives near the
project site. Vice Chair Patel served as the Chair for this item. Commissioner
Bratton joined the meeting.
Margaret Netto, Project Planner presented the staff report with a slide presentation.
Vice Chair Patel opened the public hearing.
Jennifer Keselman, Project Manager with RMW Architects presented their proposal
with a slide presentation.
No members of the public spoke on the item.

Vice Chair Patel closed the public hearing.
MOTION:
Commissioner Bratton moved and Commissioner Hopkins seconded staff's
recommendation of the staff report for Alternative 1: Approve the Landmark
Alteration Permit based on the Findings in Attachment 3 and subject to the
Conditions of Approval in Attachment 4.

Commissioner Hopkins asked staff about in person hybrid meetings. Principal
Planner. Schroeder noted a tentative regular meeting in March 1, 2023 may be the
first hybrid meeting and that training for hybrid in person meetings are taking place
next week. Joey Mariano, Senior Staff Assistant noted that three commissioners
have signed up for the training and that other commissioners should work with staff
to schedule a training time.
Mr. Schroeder reminded the commissioners that if they live within 1,000 feet of a
development project site, they will need to recuse themselves such as what Chair
Sharma did for item 23-0256.
