City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, September 24, 2014 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Gilbert called the meeting to order at 7:06 p.m. SALUTE TO THE FLAG ROLL CALL Present: 5 - Chair Diana Gilbert Vice Chair Younil Jeong Commissioner Chrichelle McCloud Commissioner Barbara Schmidt Commissioner Navpreet (Ruby) Sidhu Absent: 2 - Commissioner Dennis Chiu Commissioner Patti Evans Council Liaison Tara Martin-Milius (present) Commissioners Chiu and Evans (excused absence) PUBLIC ANNOUNCEMENTS Housing Officer Suzanne Isé reminded the Commissioners of the invitation to complete the online survey and participate in any of the 2015-2020 Consolidated Plan Regional Forums taking place in Mountain View, San Jose, and Gilroy. She noted that an email had been sent with details of the meetings and added that the information was also available at Housing.inSunnyvale.com. This regional effort will help the cities in Santa Clara county and the County identify affordable housing, homeless and community improvement needs to guide federal grant expenditures for the next five years. CONSENT CALENDAR 1.A 14-0763 Draft Minutes of the Housing and Human Services Commission Meeting of July 23, 2014 Commissioner Schmidt moved and Commissioner McCloud seconded the motion City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final September 24, 2014 Commission to approve the consent calendar comprised of the Minutes of the Housing and Human Services Commission Meeting of July 23, 2014, as presented by staff. The motion carried by the following vote: Yes: 5 - Chair Gilbert Vice Chair Jeong Commissioner McCloud Commissioner Schmidt Commissioner Sidhu No: 0 Absent: 2 - Commissioner Chiu Commissioner Evans PUBLIC COMMENTS None. PUBLIC HEARINGS/GENERAL BUSINESS 2 14-0920 Review of 2013-14 Consolidated Annual Performance Evaluation Report (CAPER) Housing Officer Suzanne Isé explained that the CAPER, which is submitted in a template provided by HUD, summarizes how the city is doing in achieving the goals set for the prior fiscal year in the Action Plan to use its CDBG and HOME funds, how it aligns with the five-year Consolidated Plan, and whether the city is in compliace with its timeliness ratio. In other words, it demonstrates that the City has met its spending deadlines for the year and has achieved most or all of its program and project goals for the year. After some clarifying questions of staff by the Commissioners, Chair Gilbert asked for a motion. Commissioner McCloud moved and Commissioner Schmidt seconded the motion to approve Alternative 1: Recommend that the Commission approve the draft CAPER as presented in Attachment 1. The motion carried by the following vote: Yes: 5 - Chair Gilbert Vice Chair Jeong Commissioner McCloud Commissioner Schmidt Commissioner Sidhu No: 0 City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final September 24, 2014 Commission Absent: 2 - Commissioner Chiu Commissioner Evans 3 14-0764 Propose and/or review new Study Issues and Budget Issues Housing Officer Suzanne Ise gave a quick overview of the memo that they received and explained that the study issues process is designed to give anyone in the community a way to suggest things that might need to be changed that would require a policy change, e.g. a change to the city's municipal code, council policies or general plan. If the issue can be addressed without a policy change, it would not need to be a study issue, but could be addressed directly by the appropriate department. She noted that anyone can suggest a study issue, but there are certain deadlines that need to be met, as explained in the memo. Also, if an issue is not approved by a board or commission, it generally needs to be sponsored by two councilmembers to be considered for ranking. Chair Gilbert asked if anyone had any suggested study or budget issues. Various issues were discussed, such as: traffic, homelessness, child care services, shortened work hours for working mothers, and significant rent increases. Staff answered questions and helped clarify which issues were in the purview of the Housing and Human Services Commission, or could possibly be suggested at another commission's meeting, such as Planning or another board and commission. Chair Gilbert asked for a motion. Commissioner Jeong moved and Commissioner McCloud seconded the motion to recommend a study issue on rent stabilization for Council's consideration. The motion carried by the following vote: Yes: 5 - Chair Gilbert Vice Chair Jeong Commissioner McCloud Commissioner Schmidt Commissioner Sidhu No: 0 Absent: 2 - Commissioner Chiu Commissioner Evans NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final September 24, 2014 Commission -Commissioner Comments Vice Chair Jeong asked about the status of the Housing Element update. Staff reported that the draft update was adopted by City Council without any changes and was submitted to the Department of Community Development (HCD) as planned. HCD staff has 60 days to review and comment on it. Staff will make revisions as needed and the final draft will be reviewed at hearings in November before the Commissions and before the City Council in December. Ofiicer Isé noted that staff will be leading HCD staff on a tour of the City to demonstrate the City's efforts in providing an adequate supply of housing units. -Staff Comments None. -Council Liaison Comments Councilmember Martin-Millius wanted to let the Commissioners know that she heard all their concerns during their study issues discussion and noted that those concerns are echoed by the CEOs in the Silicon Valley Leadership Group. She also gave a brief report on the status of the search for a new site for the cold weather shelter. ADJOURNMENT Chair Gilbert adjourned the meeting at 8:30 p.m. City of Sunnyvale Page 4
