City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, October 19, 2016 7:00 PM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 Special Meeting CALL TO ORDER Vice Chair Kwok called the meeting to order at 7:05 p.m. SALUTE TO THE FLAG Vice Chair Kwok led the salute to the flag. ROLL CALL Present: 4 - Vice Chair Minjung Kwok Commissioner Diana Gilbert Commissioner Joshua Grossman Commissioner Narendra Pathak Absent: 2 - Chair Patti Evans Commissioner Elinor Stetson Chair Patti Evans (excused absence) Commissioner Elinor Stetson (excused absence) Council Liaison Jim Griffith (present) ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.A 16-0967 Approve the Housing and Human Services Commission Meeting Minutes of September 21, 2016 Vice Chair Kwok asked if anyone wanted to pull an item from the consent calendar for discussion. No one did. Vice Chair Kwok asked for a motion. MOTION: Commissioner Pathak moved and Commissioner Grossman seconded the motion to Approve the Housing and Human Services Commission Minutes of City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final October 19, 2016 Commission September 21, 2016 as submitted. The motion carried by the following vote: Yes: 4 - Vice Chair Kwok Commissioner Gilbert Commissioner Grossman Commissioner Pathak No: 0 Absent: 2 - Chair Evans Commissioner Stetson PUBLIC HEARINGS/GENERAL BUSINESS 2 16-0743 Biennial Review of Priority Needs for Human Services and Recommendation to City Council Housing Officer Suzanne Isé provided the staff report. Public hearing opened at 7:21 p.m. The following human services agency representatives spoke briefly on behalf of their agencies. They thanked the City for providing funding for their programs in the past and described the services they provide and the current needs in the community. Some of the speakers suggested that the commission recommend to Council to allocate additional funding to meet increased needs. Bill Wilson Center Chief Community Resources Officer Pilar Furlong; Sunnyvale Community Services Executive Director Marie Bernard; Downtown Streets Team Project Manager Greg Pensinger; Project Sentinel Director of Dispute Resolution Programs Sandra DeLateur; Project Sentinel Executive Director Ann Marquart; Friends of Vision Literacy Executive Director Pat Lawson-North; and Silicon Valley Independent Living Center Community Advocate Christine Fitzgerald. In addition, several agencies, including Abilities United, Catholic Charities of Santa Clara County Day Break Cares Program, Senior Adults Legal Assistance and Live Oak Adult Day Care provided written comments and information on their agencies and services prior to the meeting. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final October 19, 2016 Commission Public hearing closed at 7:48 p.m. After some discussion and questions of staff from the commissioners, Vice Chair Kwok asked for a motion. MOTION: Commissioner Gilbert moved and Commissioner Pathak seconded the motion to recommend Alternatives 1 and 4. 1) Recommend to City Council the list of priority needs as shown in the staff report, excerpted from the 2015-2020 ConPlan; and 2) Recommend a supplemental funding amount of a) $120,000, if the planned amount in the 20-year Resource Allocation Plan amount of $100,000 is adjusted for Consumer Price Index (CPI) from 2008; or b) $135,000 to maintain the current level allocated in the last two-year cycle; or c) $150,000 if the current $135,000 is adjusted for CPI. FRIENDLY AMENDMENT: Commissioner Grossman asked to amend the motion to state that the list of priority needs include consideration of other client and service types not listed, as appropriate or necessary. Commissioner Gilbert and Commissioner Pathak accepted the friendly amendment. The motion carried by the following vote: Yes: 4 - Vice Chair Kwok Commissioner Gilbert Commissioner Grossman Commissioner Pathak No: 0 Absent: 2 - Chair Evans Commissioner Stetson 3 16-0975 Forward recommendation to the City Council related to the Horizon 2035 Land Use and Transportation Element Community Development Director Trudi Ryan and Planner Dana Hoffman provided the staff report. Public hearing opened at 8:32 p.m. No speakers present. Public hearing closed at 8:32 p.m. After some discussion and questions of staff, Vice Chair Kwok asked for a motion. City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final October 19, 2016 Commission MOTION: Commissioner Pathak moved and Commissioner Grossman seconded the motion to Recommend to Council Alternative 1: Adoption of the Horizon 2035 Land Use and Transportation Element. FRIENDLY AMENDMENT: Commissioner Gilbert suggested to amend the motion to Alternative 2: Adoption of the Horizon 2035 Land Use and Transportation Element, with the modification that Council and staff consider a more balanced job to housing ratio somewhere between the ratio in Alternative 2 of the EIR and the ratio in the report. Commissioner Pathak and Commissioner Grossman accepted the friendly amendment. The motion carried by the following vote: Yes: 4 - Vice Chair Kwok Commissioner Gilbert Commissioner Grossman Commissioner Pathak No: 0 Absent: 2 - Chair Evans Commissioner Stetson STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Staff noted that any study issue suggested at this meeting would be considered next year. The commissioners had none. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Staff reminded the commissioners that the next meeting will be on November 16, 2016, and noted that the Conversion Impact Report for Blue Bonnet mobile home park was scheduled for the November meeting.
