Vice Chair Kwok asked if anyone wanted to pull an item from the consent calendar
for discussion. No one did. Vice Chair Kwok asked for a motion.
MOTION: Commissioner Pathak moved and Commissioner Grossman seconded the
motion to Approve the Housing and Human Services Commission Minutes of

2 16-0743 Biennial Review of Priority Needs for Human Services and
Recommendation to City Council
Housing Officer Suzanne Isé provided the staff report.
Public hearing opened at 7:21 p.m.
The following human services agency representatives spoke briefly on behalf of
their agencies. They thanked the City for providing funding for their programs in the
past and described the services they provide and the current needs in the
community. Some of the speakers suggested that the commission recommend to
Council to allocate additional funding to meet increased needs.
Bill Wilson Center Chief Community Resources Officer Pilar Furlong;
Sunnyvale Community Services Executive Director Marie Bernard;
Downtown Streets Team Project Manager Greg Pensinger;
Project Sentinel Director of Dispute Resolution Programs Sandra DeLateur;
Project Sentinel Executive Director Ann Marquart;
Friends of Vision Literacy Executive Director Pat Lawson-North; and
Silicon Valley Independent Living Center Community Advocate Christine Fitzgerald.
In addition, several agencies, including Abilities United, Catholic Charities of Santa
Clara County Day Break Cares Program, Senior Adults Legal Assistance and Live
Oak Adult Day Care provided written comments and information on their agencies
and services prior to the meeting.

After some discussion and questions of staff from the commissioners, Vice Chair
Kwok asked for a motion.
MOTION: Commissioner Gilbert moved and Commissioner Pathak seconded the
motion to recommend Alternatives 1 and 4. 1) Recommend to City Council the list of
priority needs as shown in the staff report, excerpted from the 2015-2020 ConPlan;
and 2) Recommend a supplemental funding amount of a) $120,000, if the planned
amount in the 20-year Resource Allocation Plan amount of $100,000 is adjusted for
Consumer Price Index (CPI) from 2008; or b) $135,000 to maintain the current level
allocated in the last two-year cycle; or c) $150,000 if the current $135,000 is
adjusted for CPI.
FRIENDLY AMENDMENT: Commissioner Grossman asked to amend the motion to
state that the list of priority needs include consideration of other client and service
types not listed, as appropriate or necessary. Commissioner Gilbert and
Commissioner Pathak accepted the friendly amendment.

the staff report.

MOTION: Commissioner Pathak moved and Commissioner Grossman seconded the
motion to Recommend to Council Alternative 1: Adoption of the Horizon 2035 Land
Use and Transportation Element.
FRIENDLY AMENDMENT: Commissioner Gilbert suggested to amend the motion to
Alternative 2: Adoption of the Horizon 2035 Land Use and Transportation Element,
with the modification that Council and staff consider a more balanced job to housing
ratio somewhere between the ratio in Alternative 2 of the EIR and the ratio in the
report. Commissioner Pathak and Commissioner Grossman accepted the friendly
amendment.

Staff reminded the commissioners that the next meeting will be on November 16,
2016, and noted that the Conversion Impact Report for Blue Bonnet mobile home
park was scheduled for the November meeting.
