CONSENT CALENDAR 1.A 21-0793 Approve the Housing and Human Services Commission Meeting Minutes of June 23, 2021 Chair Hiremath asked for either discussion, or a motion to approve the Consent Calendar. MOTION: Commissioner Duncan moved and Vice Chair Stetson seconded the motion to Approve the Housing and Human Services Commission Minutes of June 23, 2021 as submitted. The motion carried by the following vote: City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final July 28, 2021 Commission Yes: 5 - Chair Hiremath Vice Chair Stetson Commissioner Duncan Commissioner Riviere Commissioner Sell No: 0 Absent: 1 - Commissioner White Abstain: 1 - Commissioner Davis PUBLIC HEARINGS/GENERAL BUSINESS 2 21-0660 Recommend that the City Council Adopt a Resolution to Endorse Santa Clara County’s 2020-2025 Community Plan to End Homelessness Housing Programs Analyst Leif Christiansen provided the staff report. After clarifying questions of staff, Chair Hiremath opened the public hearing at 7:19 p.m. Marie Bernard, Executive Director of Sunnyvale Community Services, spoke in support of adopting the resolution to endorse the County's plan and expressed gratitude for the City's ongoing efforts. Public hearing closed at 7:23 p.m. After a short discussion and more questions of staff, Chair Hiremath asked for a motion. MOTION: Vice Chair Stetson moved and Commissioner Davis seconded the motion to Recommend that the City Council Adopt a Resolution to Endorse the 2020-2025 Santa Clara County Community Plan to End Homelessness. Commissioner Sell nominated Vice Chair Stetson for the Office of Chair. Vice Chair Stetson accepted the nomination. There were no other nominations. Vice Chair Stetson was elected to the Office of Chair for FY 2021/22 unanimously. Chair Hiremath opened the floor for nominations for Vice Chair for FY 2021/22. Vice Chair Stetson nominated Commissioner Sell for the Office of Vice Chair. Commissioner Sell accepted the nomination and there were no other nominations. Chair Hiremath declared that Commissioner Sell was elected by unanimous consent STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 21-0791 Proposed Study Issue for 2022: Housing Affordability Speakers Series Housing Officer Jenny Carloni introduced the item and Commissioner Sell to speak on the proposed study issue. Commissioner Sell noted that the revised version of the study issue included many of the suggestions from the feedback received at the June meeting and added that she had collaborated with Commissioner Duncan for this last version. Chair HIremath asked for a motion to support the proposed study issue. City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final July 28, 2021 Commission MOTION: Chair Hiremath moved to support the proposal of the speaker series NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Hiremath welcomed all the new commissioners. Commissioner Duncan, congratulated staff on completing the Inclusionary Housing and Mobile Home Parks MOU Housing Strategy items. He asked what would be the next items to be worked on. Staff noted that the remaining tier 1 and some tier 2 items will be worked on concurrently since some items will take longer that others, such as the Upzoning Land Use and the Right-to-Lease Ordinance. Commissioner Sell thanked staff for the work done to make the Mobile Home Parks MOU a reality. It took bringing the community together and staying the course to make it happen to benefit the folks that need it the most. She also expressed gratitude for the new commissioners and the passion and expertise that they bring. Commissioner Davis asked if reviewing the City's RHNA numbers was under the purview of the Commission. Staff noted that the HHSC has not reviewed these numbers in the past but could provide them as an informational item. Ms. Carloni also added that the Housing Element update will be starting soon and that the commissioners will be invited to participate in the outreach meetings. Commissioner Riviere asked if Sunnyvale Community Services will be included in Speaker Series and in the Homeless Plan. Commissioner Duncan asked about the relationship of the RHNA numbers and the Housing Element and what role will the Housing and Human Services Commission have. Staff noted that the commissioners will be involved in the long process and will review and make recommendations on the final Housing Element document. -Staff Comments Housing Officer Carloni thanked outgoing Chair Hiremath and Vice Chair Stetson for serving their terms and adapting to the virtual meetings seamlessly. She also congratulated new Chair Stetson and Vice Chair Sell for being elected to lead the City of Sunnyvale Page 4 Housing and Human Services Meeting Minutes - Final July 28, 2021 Commission meetings for FY 2021/22. She welcomed all the new commissioners and thanked them for serving. She reported that the City Council approved the Mobile Home Park MOU, and that staff would provide an informational update at a future meeting. She announced that the August meeting will likely be canceled and that staff would follow up by email.
