CONSENT CALENDAR 1.A 23-0353 Approve the Housing and Human Services Commission Meeting Minutes of January 25, 2023 Chair Stetson asked for discussion or a motion from the commissioners. MOTION: Commissioner Harrison moved and Vice Chair Riviere seconded the motion to Approve the Housing and Human Services Commission Meeting Minutes of January 25, 2023, as submitted. The motion carried by the following vote: City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final February 22, 2023 Commission Yes: 6 - Chair Stetson Vice Chair Riviere Commissioner Davis Commissioner Duncan Commissioner Harrison Commissioner Lei No: 0 Abstain: 1 - Commissioner Hiremath PUBLIC HEARINGS/GENERAL BUSINESS 2 23-0254 Consider Approval of the Draft HOME American Rescue Plan (ARP) Allocation Plan and Draft Substantial Amendment to the 2021 Housing and Urban Development (HUD) Action Plan Housing Programs Analyst Leif Christiansen provided the staff report and answered questions. Chair Stetson opened and closed the public hearing at 8:45 p.m. upon confirming that no member of the public wished to speak. After a short discussion and additional questions of staff, Chair Stetson asked for a motion. MOTION: Commissioner Hiremath moved and Commissioner Harrison seconded the motion to Recommend to Council Alternative 1: Approve the HOME-ARP Allocation Plan and Substantial Amendment to the 2021 Action Plan as shown in Attachment 3 of the staff report. The motion carried by the following vote: Yes: 7 - Chair Stetson Vice Chair Riviere Commissioner Davis Commissioner Duncan Commissioner Harrison Commissioner Hiremath Commissioner Lei No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final February 22, 2023 Commission 23-0354 Consideration of Potential Study Issues Housing Officer Jenny Carloni shared that both of the study issues that the Housing and Human Services Commission ranked and forwarded to Council had been also ranked favorably by Council during the Study Issues Workshop. Council Liaison Larry Klein gave a recap of the all-day study issues workshop and expressed gratitude for the work that the Housing and Human Services Commission is doing in advocating for affordable housing in Sunnyvale. STANDING ITEM: HOUSING ELEMENT UPDATE 23-0355 Housing Element Update Housing Officer Carloni noted that a study session is scheduled with Council on March 14 at 5:30 p.m. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Duncan inquired if Sunnyvale had received any builder's remedy applications. Housing Officer Carloni indicated that as of this meeting there were none and there was no indications that any would be received before the adoption of the Housing Element. -Staff Comments Housing Officer Carloni noted that the February meeting was the last virtual meeting. Starting in March, all Boards and Commissions are transitioning to hybrid meetings. She also noted that the hybrid option was only available to the public. All commissioners and staff are required to participate in person. Lastly, she gave the commissioners a heads up that the March meeting may be long because of the nature and number of items on the agenda, such as the Tenant Protections and Right-to Lease Ordinance, the Moffett Park Specific Plan and the CDBG/HOME, General Fund funding recommendations.
