CONSENT CALENDAR 1.A 23-0522 Approve the Housing and Human Services Commission Meeting Minutes of March 22, 2023 Chair Stetson asked if anyone wished to discuss the item on the Consent Calendar. No members of the public wished to speak. City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final April 19, 2023 Commission Housing Officer Jenny Carloni indicated that the minutes needed to be amended to include language asserting that relocation assistance would not vary based on income of the tenant(s) for agenda item 3 23-0260 Forward Recommendation to the City Council to Introduce an Ordinance to Add Chapter 19.71 of Title 19 of the Sunnyvale Municipal Code Creating a Residential Tenant Protections Program. Chair Stetson asked for a motion or any additional discussion on the Consent Calendar. MOTION: Commissioner Duncan moved and Vice Chair Riviere seconded the motion to Approve the Housing and Human Services Commission Meeting Minutes of March 22, 2023, as amended. The motion carried by the following vote: Yes: 4 - Chair Stetson Vice Chair Riviere Commissioner Duncan Commissioner Hiremath No: 0 Absent: 2 - Commissioner Harrison Commissioner Lei Abstain: 1 - Commissioner Davis PUBLIC HEARINGS/GENERAL BUSINESS 2 23-0225 Consider Approval of Draft 2023 Housing and Urban Development (HUD) Action Plan Housing Programs Analyst Leif Christiansen gave the staff report and answered questions. Chair Stetson open and closed the public hearing at 7:41 p.m. upon confirming that there were no members of the public, present or online, wishing to speak. After a short discussion a clarifying questions of staff, Chair Stetson asked for a motion. MOTION: Commissioner Hiremath moved and Commissioner Davis seconded the motion to approve Alternative 1: Recommend that the City Council approve the 2023 City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final April 19, 2023 Commission HUD Action Plan as shown in Attachment 2 of the staff report. The motion carried by the following vote: Yes: 5 - Chair Stetson Vice Chair Riviere Commissioner Davis Commissioner Duncan Commissioner Hiremath No: 0 Absent: 2 - Commissioner Harrison Commissioner Lei 3 23-0440 Receive Comments on Draft General Plan Amendments to Chapter 1: Introduction (Environmental Justice); Chapter 6: Safety and Noise, and Chapter 7: Environmental Management (Air Quality) of the Sunnyvale General Plan. Project Planner: Mary Jeyaprakash, (408) 730-7449, mjeyaprakash@sunnyvale.ca.gov Senior Planner Mary Jeyaprakash provided the staff report and noted that there is no formal action needed from the commissioners, only feedback and comments. Principal Planner Amber Blizinski and Ascent Environmental's Dimitri Antoniou, the consultant working on the General Plan Update, were also present to answer questions. Chair Stetson open and closed the public hearing at 8:32 p.m. upon confirming that there were no members of the public, present or online, wishing to speak. Commissioners provided feedback through the following questions and comments: ● Will the safety policies address public safety issues, or will they protect the levees that are facing a big danger in our city because they are going below sea level? ● If adding open space, where will the funding and the land come from ● Where is the open space in Peery Park. The walkways and pathways for recreation are not found. ● Why is Sunnyvale proposing to add schools when schools are closing everywhere? ● There is no place for a new school in the Moffett Park Area. City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final April 19, 2023 Commission ● Regarding eliminating pollution through transportation, why are the goals so lofty and provide no basis as to how they can be achieved? ● Why are transportation issues not addressed in the update? ● Why are Enviromental Justice policies focusing only on certain areas? ● Why don’t we apply all Environmental Justice policies broadly throughout the City? ● Why do we have transportation related goals when Sunnyvale has no control over traffic issues? ● When noise and vibration are asked to be accessed and mitigated, will they add to the cost and slow down housing development? ● The data regarding Moffett Field having 24,000 flight operations is outdated. ● Regarding noise, why do we retain the existing policy that says support the right of private citizens to sue airports for noise impacts? Assessing and mitigating noise from transit sources will contradict with our goal to promote transit. ● Do we have low-income communities in Sunnyvale? ● How are disadvantaged communities identified? ● How are the elements prioritized between the required and not required ones? ● Is there information on the General Plan Update on the Sunnyvale website? Ms. Jeyaprakash thanked the commissioners for their input. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 23-0523 Consideration of Potential Study Issues None. STANDING ITEM: HOUSING ELEMENT UPDATE 23-0524 Housing Element Update Housing Officer Jenny Carloni noted that staff is finalizing the second draft of the Housing Element. The goal is to have it on the website for a 7-day review around the second week in May. After that it will be sent to HCD for a 60-day review. We hope that it will be the last review and come back in the summer for adoption. Comments or questions can be sent to Jenny Carloni or Ryan Dyson. City of Sunnyvale Page 4 Housing and Human Services Meeting Minutes - Final April 19, 2023 Commission -Staff Comments Housing Officer Carloni provided the following comments: ● She thanked Councilmember Srinivasan for attending the meeting. ● She welcomed the Commissioners to the new City Hall building and invited them to come for a tour. ● She noted that the May meeting should be relatively short and will focus on budget review. ● She reminded the Commissioners that tonight's special meeting was held to meet the HUD Action Plan submission deadline and added that there would not be a regular meeting on April 26. -Council Liaison Comments Councilmember Srinivasan shared some information related to airplane noise in response to a comment from a commissioner.
