City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, June 28, 2023 7:00 PM Online and Bay Conference Room (Room 145), City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Stetson called the meeting to order at 7:02 p.m. SALUTE TO THE FLAG Chair Stetson led the salute to the flag ROLL CALL Present: 5 - Chair Elinor Stetson Vice Chair Leesa Riviere Commissioner Jim Davis Commissioner Scott Duncan Commissioner Sue Harrison Absent: 2 - Commissioner Ken Hiremath Commissioner Helen Lei Commissioner Ken Hiremath (excused absence) Commissioner Helen Lei (excused absence) Council Liaison Larry Klein (present) PRESENTATION 23-0672 PRESENTATION - Recognition of Service Housing Officer Jenny Carloni noted that this was Commissioner Sue Harrison's last meeting and thanked her for her always thoughtful participation and contributions. Mayor Larry Klein thanked all the commissioners for their service and for the important input that they provide to Council through their recommendations. He presented Commissioner Sue Harrison with a certificate of appreciation for her service. He noted that Commissioner Harrison served on the Housing and Human Services Commission for the last year and had served on the Planning Commission City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final June 28, 2023 Commission for the previous 12 years. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.A 23-0671 Approve the Housing and Human Services Commission Meeting Minutes of May 24, 2023 Chair Stetson asked if anyone wished to discuss the item on the Consent Calendar. No members of the public wished to speak. Chair Stetson asked for a motion or any additional discussion on the Consent Calendar. MOTION: Commissioner Harrison moved and Vice Chair Riviere seconded the motion to Approve the Housing and Human Services Commission Meeting Minutes of May 24, 2023, as submitted. The motion carried by the following vote: Yes: 5 - Chair Stetson Vice Chair Riviere Commissioner Davis Commissioner Duncan Commissioner Harrison No: 0 Absent: 2 - Commissioner Hiremath Commissioner Lei PUBLIC HEARINGS/GENERAL BUSINESS 2 23-0639 Consider Approval of Draft Fourth Substantial Amendment to the 2019 Housing and Urban Development (HUD) Action Plan to Allocate Remaining CDBG-CV Funds for Administrative Activities and Contract Management Housing Programs Analyst Leif Christiansen provided the staff report and answered questions. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final June 28, 2023 Commission Chair Stetson opened and closed the public hearing at 7:16 p.m. upon confirming that there were no members of the public wishing to speak. After a short discussion and clarifying questions of staff, Chair Stetson asked for a motion. MOTION: Commissioner Harrison moved and Commissioner Duncan seconded the motion to Recommend to City Council Alternative 1: Approve the Fourth Substantial Amendment to the 2019/20 Action Plan as shown in Attachment 3 of the staff report. The motion carried by the following vote: Yes: 5 - Chair Stetson Vice Chair Riviere Commissioner Davis Commissioner Duncan Commissioner Harrison No: 0 Absent: 2 - Commissioner Hiremath Commissioner Lei STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 23-0673 Consideration of Potential Study Issues None. 23-0674 Housing Element Update Housing staff submitted a second draft of the Housing Element in May and the Department of Housing and Community Development (HCD) staff did an expedited review and is allowing minor modifications instead of a full third draft. Housing staff will post the document with tracked changes and have a 7-day public review before sending back to HCD. Staff anticipates an official comment letter from HCD by the end of July. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Harrison asked for an update on the Safe RV Parking. Housing Officer Carloni shared that the Safe RV Parking project will be taken on by the new City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final June 28, 2023 Commission Homeless Services Manager, staff's goal is to complete that effort by June 2024. The new Homeless Services Manager will also oversee the Universal Basic Income and all other study issues related to the unhoused. In addition, this new manager will serve a the liaison between the City and non-profits and other jurisdictions for any homeless-related issues. Commissioner Davis asked how is Sunnyvale doing meeting the Housing Element deadline. Ms. Carloni shared that we missed the deadline, but are very close and only one city in the County has actually adopted a Housing Element. -Staff Comments Officer Carloni shared the following: ● July meeting is cancelled ● August meeting will likely be cancelled unless the Housing Element is ready to come back. ● Jenny will be on maternity leave until January ● Affordable Housing Manager Ernie Defrenchi and Director of Community Development Trudi Ryan will be the points of contact in Ms. Carloni's absence. Mayor Larry Klein shared that his six month's as council liaison were over and that a new councilmember would be liaison for the next six months. He expressed gratitude for the last six months and the work and input that all the commissioners have provided.
