Forward Recommendation to City Council to Adopt a
Resolution to Amend the General Plan by Adopting the
2023-2031 Housing Element and Adopt a Negative Declaration
for the 2023-2031 Housing Element
Housing Specialist Ryan Dyson provided the staff report with a slide presentation
and answered questions. Also present to answer questions from commissioners
were Director of Community Development Trudi Ryan and Affordable Housing
Manager Ernie Defrenchi.

Chair Duncan opened and closed the public hearing at 8:09 p.m. upon confirming
that there were no members of the public wishing to speak.
After additional discussion and clarifying questions of staff, Chair Duncan asked for
a motion.
MOTION: Commissioner Davis moved and Commissioner Steward seconded the
motion to approve Alternative 1: Recommend that the City Council make the findings
and adopt the Resolution in Attachment 2 to the report to a. Adopt the Negative
Declaration in Attachment 3 to the report, and b. Amend the General Plan by
Adopting the 2023-2031 Housing Element as included a Exhibit A.
The motion carried by the following vote:

Assistance Funding
Affordable Housing Manager Ernie Defrenchi provided the staff report and
answered questions.
Chair Duncan opened and closed the public hearing at 8:15 p.m. upon confirming
that there were no members of the public wishing to speak.
After a short discussion and clarifying questions, Chair Duncan asked for a motion.
MOTION: Chair Duncan moved and Commissioner Davis seconded the motion to
approve the draft RFPs with no additional comments/suggestions for any changes
to the final RFP. The motion carried by the following vote:

Annual Review of the City Code of Ethics and Conduct for
Elected and Appointed Officials
Affordable Housing Manager Ernie Defrenchi noted that this annual review was an
opportunity for commissioners to ask questions or give recommendations about the
Code of Ethics and Conduct for Elected and Appointed Officials.
Staff confirmed that there had been no changes to the Code of Ethics and Conduct
for Elected and Appointed Officials since 2022.
Chair Duncan opened and closed the public hearing at 8:21 p.m. upon confirming
that there were no members of the public wishing to speak.
There were no comments or discussion.
STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
None.
NON-AGENDA ITEMS & COMMENTS
-Commissioner Comments
Commissioner Davis asked staff if they knew or had any information about the Bay
Area Housing Finance Authority. Staff expressed to have limited knowledge but are
aware that BAHFA is an agency formed out of the Metropolitan Transportation
Commission that intends to put a bond measure on a future ballot for financing the
construction of new affordable housing in the nine counting Bay Area.
Commissioner Davis provided additional details.
Chair Duncan, asked about additional items that he expected to see on the Draft

Work Plan. Staff shared that the Work Plan that they approved at the meeting had
items that come to the Commission on at regular basis to comply with HUD
deadlines and that other items will be added as dates a firmed up based on staff
workload and progress. Staff committed to bring a revised work plan as items are
added.

Affordable Housing Manager Defrenchi shared the following items.
He welcomed new commissioner Carol Weiss.
He announced that there would not be a December meeting.
