City of Sunnyvale Meeting Minutes Housing and Human Services Commission Tuesday, November 19, 2024 7:00 PM Online and Bay Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Duncan called the meeting to order at 7:02 p.m. in the Bay Conference Room. SALUTE TO THE FLAG Chair Duncan led the salute to the United States flag. CONSENT CALENDAR 1.A 24-1149 Approve the Housing and Human Services Commission Meeting Minutes of October 23, 2024 Approve the Housing and Human Services Commission Minutes of October 23, 2024 as submitted. 1.B 24-1150 Approve the 2025 Master Work Plan City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes November 19, 2024 Commission Chair Duncan opened and closed the public hearing at 7:05 p.m. Chair Duncan asked for a motion. MOTION: Vice Chair Weiss moved and Commissioner Hiremath seconded the motion to approve the Consent Calendar with the following modification to the meeting minutes of Oct. 23, 2024: 1.) Note that on Attachment 1 page six, line four should read as follows: "Direct staff to include an option in the FY 2025-2026 Budget for a General Fund grant for a nonprofit or faith-based organization to provide a Safe Parking program on private land." The motion carried by the following vote: Yes: 4 - Chair Duncan Vice Chair Weiss Commissioner Friedlander Commissioner Hiremath No: 0 Absent: 2 - Commissioner Riviere Commissioner Steward Abstain: 1 - Commissioner Davis PUBLIC HEARINGS/GENERAL BUSINESS 2 24-1153 Review Two Draft Request for Proposals for FY 2025/26 and FY 2026/27 CDBG and General Fund Human Services and FY 2025/26 CDBG Capital Projects Housing Program Analyst, Matt Hazel, provided the staff report. After clarifying questions, and a lengthy discussion, Chair Duncan opened the public hearing at 7:30 p.m. Downtown Street Teams representative, Erika Laguna, shared information on the Community Cycles partnership and their contribution as well as success stories within the Sunnyvale community. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes November 19, 2024 Commission Executive Director of Sunnyvale Community Services (SCS), Marie Bernard, spoke in support of the draft proposal for CDBG and HOME funding. She provided information and data on how the funding has supported SCS resources and programs. Public Hearing closed at 7:37 p.m. 3 24-1154 Annual Review of City Code of Ethics and Conduct for Elected and Appointed Officials and Opportunity to Recommend Changes to the City Council Amanda Sztoltz, Homeless Services Manager, provided the staff report. After a lengthy discussion, Chair Duncan opened and closed the public hearing at 7:52 p.m. Chair Duncan asked for a motion. MOTION: Commissioner Davis moved and Commissioner Hiremath seconded the motion to approve Alternative 1: Receive the Code of Ethics and Conduct for Elected and Appointed Officials as presented in Attachment 1 to the report. The motion carried by the following vote: Yes: 5 - Chair Duncan Vice Chair Weiss Commissioner Davis Commissioner Friedlander Commissioner Hiremath No: 0 Absent: 2 - Commissioner Riviere Commissioner Steward STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES NON-AGENDA ITEMS & COMMENTS -Commissioner Comments - Chair Duncan and Commissioner Weiss attended the Council study session to give Boards and Commission feedback to review and improve overall effectiveness of commission meetings. - Chair Duncan offered to meet with any commissioners who would like to discuss City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes November 19, 2024 Commission any Housing and Human Services Commission questions and suggested commissioners reach out to Housing Officer Jenny Carloni for any onboarding questions. -Staff Comments - There will be no Housing and Human Services Commission meeting in December. - Amanda S. thanked the commissioners for serving during the 2024 calendar year.
