City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, January 22, 2025 7:00 PM Online and Redwood Conference Room, City Hall, 456 W Olive Avenue Sunnyvale, CA 94086 CALL TO ORDER Chair Duncan called the meeting to order at 7:01 p.m. SALUTE TO THE FLAG Chair Duncan led the salute to the United States flag. ROLL CALL Present: 5 - Chair Scott Duncan Vice Chair Carol Weiss Commissioner Morgan Friedlander Commissioner Ken Hiremath Commissioner Elizabeth Steward Absent: 2 - Commissioner Jim Davis Commissioner Leesa Riviere Commissioner Davis' absence is unexcused. Commissioner Riviere's absence is unexcused. Council Liaison Srinivasan (present) ORAL COMMUNICATIONS Chair Duncan opened Oral Communications at 7:10 p.m. City Manager, Tim Kirby, made announcements regarding newly elected City Council members, as well as the upcoming Study Issue Ranking and Budget Workshop. The motion carried by the following vote: Yes: 5 - Chair Duncan Vice Chair Weiss Commissioner Friedlander Commissioner Hiremath Commissioner Steward No: 0 Absent: 2 - Commissioner Davis Commissioner Riviere 1.A 25-0076 Approve the Housing and Human Services Commission Meeting Minutes of November 19, 2024 PUBLIC HEARINGS/GENERAL BUSINESS 2 25-0066 Consider Potential Modifications to Relocation Assistance Requirements for Sunnyvale Municipal Code Chapter 19.71 Residential Tenant Protections Programs and Provide Direction to Staff Affordable Housing Manager, Ernie DeFrenchi, gave the staff presentation. After a lengthy discussion, Chair Duncan opened and closed the Public Hearing at 7:33 p.m. Commissioner Steward moved and Vice Chair Weiss seconded the motion to direct staff to return to Council with an Ordinance to amend SMC Chapter 19.71: Residential Tenant Protections Programs to increase relocation assistance for no fault, just cause evictions to three months of rent; and to make an exception that this requirement does not apply to sole proprietorship property owners that own 7 properties or less. After further discussion, Chair Duncan opened and closed the public hearing at 7:34 p.m. Chair Duncan asked if there is a motion to drop CDD 25-01 Affordable Housing for Sunnyvale School Personnel. Vice Chair Weiss motioned and Chair Duncan seconded the motion to drop CDD 25-01 Study Issue. The motion carried by the following vote: Yes: 4 - Chair Duncan Vice Chair Weiss Commissioner Friedlander Commissioner Steward No: 1 - Commissioner Hiremath Absent: 2 - Commissioner Davis Commissioner Riviere Vice Chair Weiss motioned and Commissioner Hiremath seconded the motion to approve and rank CDD 2024-04 as the number one (1) Study Issue. The motion carried by the following vote: Yes: 5 - Chair Duncan Vice Chair Weiss Commissioner Friedlander Commissioner Hiremath Commissioner Steward City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final January 22, 2025 Commission No: 0 Absent: 2 - Commissioner Davis Commissioner Riviere 4 25-0215 Review Council Policy 7.2.19 (Boards and Commissions) to Allow Board/Commission Members to Respond to Requests to Meet with Members of the Public Housing Officer, Jenny Carloni, gave the staff report and answered any clarifying questions from commissioners. 5 25-0216 Review Council Policy 7.2.20, Reasonable Accommodation for Council and Board/Commission Members Housing Officer, Jenny Carloni, gave the staff report and answered any clarifying questions from commissioners. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES NON-AGENDA ITEMS AND COMMENTS -Commissioner Comments -Staff Comments - Jenny Carloni thanked Joseph Otaguro for filling in as Recording Officer for the meeting. - Jenny Carloni let the commissioners know that the next meeting on Feb. 26 will include presentations for the CDBG/HOME Grant Awards. - Council Liaison Srinivasan thanked the Housing and Human Services Commission for their service. - Jenny Carloni announced that our Councilmember Cisneros will be the Council Liaison beginning in February.
