Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Alexander III called the meeting to order at 7:02 p.m. SALUTE TO THE FLAG Chair Alexander III led the salute to the flag. ROLL CALL Present: 4 - Chair Henry Alexander III Vice Chair Ralph Kenton Commissioner Irene Gabashvili Commissioner Daniel McCune Absent: 1 - Commissioner Craig Pasqua Commissioner Pasqua (excused) Council Liaison Hendricks (absent) ORAL COMMUNICATIONS Councilmember Russ Melton thanked the Commissioners for their input regarding the Lakewood Branch Library, Washington Swim Center and Magical Bridge Playground. Councilmember Melton suggested a potential study issue being the City provide an annual fireworks display. In addition, he suggested possible items the study issue may include funding, production of the show, possible partners, public safety issues, traffic control and an education campaign regarding the illegal use of fireworks. CONSENT CALENDAR 1.A 17-0711 Approval of Draft Meeting Minutes of June 14, 2017 Vice Chair Kenton moved and Commissioner Gabashvili seconded the motion to City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes July 12, 2017 approve the Consent Calendar as presented. Commissioner Gabashvili nominated Chair Alexander III who declined the nomination. Chair Alexander nominated Vice Chair Kenton who accepted the nomination. No further nominations were presented. Vote on nomination for Vice Chair: Yes: 3 - Vice Chair Kenton Commissioner Gabashvili Commissioner McCune No: 0 City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes July 12, 2017 Absent: 1 - Commissioner Pasqua Abstain: 1 - Chair Alexander III 3 17-0709 Capital Project Highlights Superintendent of Parks and Golf, Jim Stark, presented on overview of current Capital Projects including the Vale Development park, the Orchard Heritage Museum and Magical Bridge. Superintendent Stark indicated the new park in the Vale Development will be approximately one acre in size. The park amenities will include barbeque areas, picnic tables, a tot lot, a half-size basketball court and exercise equipment. Superintendent Stark indicated there will be a formal process to name the park which will include community outreach. Superintendent Stark discussed the Orchard Heritage Museum project. This project consists of moving a maintenance building and a dumpster enclosure that is currently located near the front entrance of the building. The project went out to public bid but the City did not receive any bids on the project. Staff will review the project design to allow for additional flexibility and the project will be rebid. Superintendent Stark indicated City Council approved a partnership with the Magical Bridge Foundation to create an inclusive playground as part of the renovation of Fair Oaks Park. Construction at Fair Oaks Park is tentatively scheduled to begin during fiscal year 2019/20. The Fair Oaks Park renovation will include converting grass fields to synthetic fields which will allow the City to program the field year-round. Additional potential renovations may include energy efficient lighting and irrigation, a spray pool feature, basketball court and a dog park. Renovations to the park will be based on community input. The Magical Bridge Foundation will collaborate with the City to design the playground. The design of the park will include City, community and donor input. Once the project plans are approved by the City, the City will advertise the construction project for public bid. The Magical Bridge Foundation website is currently accepting donations to raise additional funds for construction. Commissioners inquired about the timeline for the construction of the Vale Development park and the if the City will own the land. Superintendent Stark indicated construction of the park will start fairly soon, and the City owns the land for the park only. The land for the residential development is privately owned. Commissioners inquired about the lack of bids, removal of the cinder block building, City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes July 12, 2017 the use of the gates and the completion date for the Orchard Heritage Museum project. Superintendent Stark indicated that due to the project’s small scope of work and dollar amount, it did not attract a lot of attention from contractors. The project will include the removal of the cinder block building and use of the museum gates. The completion date of the project will be determined once the City has a construction contractor on-board. 4 17-0710 Magical Bridge Update Included in agenda item 17-0710. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Commissioners inquired about study issue process and procedures. Superintendient Wax provided a brief overview of the study issue process. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Kenton suggested that project conceptual designs presented by staff include specific data such as dimensions and square footage. -Staff Comments Superintendent Wax thanked Chair Alexander III for serving as Chair, welcomed new Commissioner McCune and congratulated Commissioner Kenton on being appointed the new Chair of the Parks and Recreation Commission. In addition, Superintendent Wax reminded Commissioners about the State of the City Event on Saturday, July 29. Superintendent Stark indicated that Google has been doing improvements to the Bay Trail as a way of giving back to the community as well as providing their employees a nice area to bike to work. The improvements to the Bay Trail were completed in the Mountain View area and improvements to the trail in Sunnyvale will begin shortly. Superintendent Stark indicated the City has a Sister City agreement with Onizuka, Japan. The city of Onizuka donated ten cherry trees to the City as a token of their friendship. The donated cherry trees were planted at the corner of All American Way and Olive Avenue. Cherry trees will also be planted at Braly park. Superintendent Stark announced Footgolf is now available at Sunken Gardens.
