City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, January 8, 2020 7:00 PM Laurel Room - Senior Center, Sunnyvale Community Center, 550 E. Remington Dr., Sunnyvale, CA 94087 CALL TO ORDER Chair Kenton called the meeting to order at 7:01 p.m. in the Laurel Room at the Senior Center. SALUTE TO THE FLAG Chair Kenton led the salute to the flag. ROLL CALL Present: 3 - Chair Ralph Kenton Vice Chair Prakash Giri Commissioner Mike Michitaka Absent: 2 - Commissioner Henry Alexander III Commissioner Lauren DeCarlo Commissioner DeCarlo's absence is excused. Commissioner Alexander III arrived at 7:02 p.m. Council Liaison Klein (present) Damon Sparacino, Superintendent of Community Services Jim Stark, Superintendent of Parks and Golf Jackie Davison, Administrative Aide ORAL COMMUNICATIONS None. CONSENT CALENDAR A typo was noted on the third paragraph of the last page. Staff noted they would fix. City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final January 8, 2020 Vice Chair Giri moved and Commissioner Michitaka seconded the motion to approve the Parks and Recreation Commission Meeting Minutes of December 11, 2019 with typo corrected. The motion carried by the following vote: Yes: 4 - Chair Kenton Vice Chair Giri Commissioner Alexander III Commissioner Michitaka No: 0 Absent: 1 - Commissioner DeCarlo 20-0079 Approve the Parks and Recreation Commission Meeting Minutes of December 11, 2019 PUBLIC HEARINGS/GENERAL BUSINESS 20-0080 Rank 2020 Study Issues Chair Kenton shared the titles of the five proposed study issues to be ranked and opened the floor for any commissioner questions to staff. Commissioners inquired and Superintendent Stark responded: - Regarding DPW 20-03, what is the latest situation at Parks and how does this issue relate? Staff described the proposed study issue concept and noted areas that may be addressed during the study. - What about dumping at Parks? Staff replied regarding dumping at Parks. - Will consultants provide public outreach meetings? Staff inquired on which item was being addressed and replied that for the outdoor facilities Study Issue (LCS 20-03), a public outreach meeting would most likely be held. Chair Kenton opened the item for public comment. The following community members spoke in favor of DPW 20-11: - Maddi Hausmann - Cyndi Hayes-Rupp - Terry Sturtevant An additional eight community members were present in support of the same item but, did not speak. Chair Kenton asked if there was a motion to drop any of the Study Issues. Commissioner Alexander III moved to drop LCS 20-02. Vice Chair Giri responded on why it should remain. Chair Kenton agreed with Vice Chair Giri on keeping the item on the list. There was not a second. No Study Issues will be dropped. Chair Kenton asked if there was a motion to defer any of the Study Issues. With there being none, he asked if commissioners had any other questions. Commissioner Alexander III noted that he had a comment and encouraged the commissioners to keep the Cities policies and goals in mind when voting. And that by doing so, would assist certain Study Issues in being more successful. Commissioners asked Council Liaison Klein for his input. Council Liaison Klein shared the councils role in Study Issues. Commissioners ranked proposed study issues for 2020. The Commission ranked the five study issues in the following way: 1 (highest priority): ESD 17-01 2: DPW 20-03 3: DPW 20-11 4: LCS 20-03 5 (lowest priority): LCS 20-02 Vice Chair Giri moved, and Commissioner Michitaka seconded, the motion to approve the ranking of the 2020 proposed Study Issues. The motion carried by the following vote: Yes: 4 - Chair Kenton Vice Chair Giri Commissioner Alexander III Commissioner Michitaka No: 0 Absent: 1 - Commissioner DeCarlo STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final January 8, 2020 20-0081 Parks and Recreation Proposed Study Issues, Calendar Year: 2021 Chair Kenton opened the floor for commissioners to share any proposed Study Issues for 2021. There being done, he moved to the next item. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments No comments -Staff Comments Superintendent Stark provided updates on the Washington Swim Center and Fair Oaks Park projects. Superintendent Stark reminded Commissioners that February's meeting will start with an outreach meeting on Plaza del Sol at 6 p.m. at Washington Park. The normal PRC meeting will follow.
