City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, March 11, 2020 7:00 PM Laurel Room - Senior Center, Sunnyvale Community Center, 550 E. Remington Dr., Sunnyvale, CA 94087 CALL TO ORDER Chair Kenton called the meeting to order at 7 p.m. in the Laurel Room at the Senior Center. SALUTE TO THE FLAG Chair Kenton led the salute to the flag. ROLL CALL Present: 4 - Chair Ralph Kenton Vice Chair Prakash Giri Commissioner Henry Alexander III Commissioner Mike Michitaka Commissioner Alexander III arrived at 7:01 p.m. Council Liaison Klein (present) PRESENTATION 20-0065 PRESENTATION - Community Services Annual Events Calendar Community Services Coordinator, Rick Cotter and Interim YFR Manager, Jesus Raygoza gave a presentation on Community Services Work Groups and Upcoming Events. Highlights included: Breakdown of work group roles and activities; and spring, summer and fall events. Commissioners inquired and Mr. Cotter, Mr. Raygoza or City staff responded: - Are funds for the units from the operating budget? Most are from the City's General Fund and a few come from the project fund. - Have we looked at an app for Sunnyvale Community Services? No, we currently use social media options and NextDoor. Yes, we do several types of surveys and asking what interests people may have is part of the survey. - Is there a date for Celebrate Sunnyvale? Yes, it will be on September 12. - What are our event numbers? For Hands on the Arts, we get between 3,000 to 4,000 people. - What are some of the most popular activities and/or events? Some of our most popular are Hands on the Arts, Sunset Movie Series (approx. 500 per series), and with the Olympics, gymnastics ramped up this year. - Is there a lot of garbage left after events? We work with Environmental Services and follow provided policies on mitigation. We do not allow food on the decks at the pools. - Do people stay in the water a the movie at the pool? Some do, people can also bring lawn chairs and place them on the deck. Chair Kenton asked if there were any further questions. Being none, he introduced the next presenter. 20-0066 PRESENTATION - Capital Improvement Projects Update (Magical Bridge) Parks Manager, Dan Furton gave a presentation on Capital Project Updates. Highlights included: Projects in design phase and in construction. Commissioners inquired and Mr. Furton or City staff responded: - Does our playground equipment differ from those at Schools? Yes, it is completely different. - Are the surfaces at De Anza Park worn out? Yes. - Did the challenges at Washington cost extra? Yes. - Will recycling of water be built in at the Washington Swim Center? Yes, the pool will be state of the art. - How many meeting rooms will be at the new pool location? There will be one main room, locker rooms and the staff room. - How are projects picked? The CIty have a 20-year Capital Budget that is evaluated every 2-years and updated as needed. - Is the HVAC at the Community Center complete? More or less. They are still fixing some items. - Is there a map available of the Greenbelt? There are markers at the ends of the streets. Paper maps could be printed off of Google Maps. - How many miles is the Greenbelt? I have not measured it and am not sure. - Is the entirety of the path suitable for bicycles? At this time, it is rough, but usable. - Is the construction company working on the pool union? I believe so. This is something that I'm sure we will be talking about now, ORAL COMMUNICATIONS Chair Kenton read an announcement from the City Clerk's office on "Upcoming Board and Commission Application Deadline". CONSENT CALENDAR Vice Chair Giri moved and Commissioner Michitaka seconded the motion to approve the Parks and Recreation Commission Meeting Minutes of February 12, 2020 as submitted. The motion carried by the following vote: Yes: 4 - Chair Kenton Vice Chair Giri Commissioner Alexander III Commissioner Michitaka No: 0 Absent: 1 - DeCarlo 1.a 20-0279 Approve the Parks and Recreation Commission Meeting Minutes of February 12, 2020 PUBLIC HEARINGS/GENERAL BUSINESS 2 20-0236 Recommendation on Conceptual Park Design for New City Park at 1 AMD Place Superintendent of Parks and Golf, Jim Stark provided a staff report on the conceptual design of the park at 1 AMD Place. Highlights included: Size of park, cost of park, existing policy, environmental review, Parks of the Future plan used in design, outreach meeting and fiscal impact. Superintendent Stark introduced Carlene Matchniff, Vice President of Irvine Company. Ms. Matchniff gave a brief presentation on the park. Topics included: Site location, park layout, tree mitigation plan and design theme. Ms. Matchniff introduced Dennis Sullivan, Vice President, Landscape Architecture of Irvine Company. Mr. Sullivan continued presenting on the park. Topics included: park design and theme, park goals, site plan, park entry plaza, multi-use field, jogging trail and par course, dog park, play area, passive recreation, sports courts, picnic area and shared the park context map. City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final March 11, 2020 Commissioners inquired and Ms. Matchniff, Mr. Sullivan or staff responded: - Are there designated parking lots? Yes, Dennis will be discussing that in the future. - Which school district is this in? The largest portion is in Santa Clara the smaller in Sunnyvale. - Are they drop off lanes? The parking lot is circular so you could easily drop someone off. - Does the entry to the parking lot cross bike lanes? Yes, it does. Bicycle and pedestrian safety is a priority and we worked with engineering to assure the entry was placed in the best location. - DId I hear that part of the park is in Santa Clara? It is part of Santa Clara School District. - What percentage of people will be from the local area compared to others? We believe this will be a high pedestrian park and that a majority of the people will come from the community being built and nearby. - Is there housing adjacent? Yes, ~130 units. - Will there be an enclosure at the futbol location? Yes. - What will the nighttime environment be? There will be safety lights on the trails. We do not plan on lighting in other areas. - What kind of turf in area 8? Decomposed granite and some concrete. It will be easy to walk on and can be easily maintained. - Will the tables be plastic? They will be recycled concrete. - Will there be a BBQ? We have not got to that level of detail. It is a great suggestion. - Is there a standard surface for the dog park? There is no standard. We lean towards decomposed granite as it holds up and is easy to clean. - Will there be a washing area at dog park? We haven't got to that area of detail yet. - Who is responsible for building the park? Irvine Company will build convey it to City. - Why do you need to do a performance bond? We always need to assure we will complete the project. - Will the reservable park area be ran by City? Yes, they will be added to our current list. - Can the trash cans be the 3-bins? At this time, we do not have the set-up across the City to do this. We would need to look at how to do this comprehensively across the City. - Do entire costs come from City Budget? No, Irvine company is covering. City of Sunnyvale Page 4 Parks and Recreation Commission Meeting Minutes - Final March 11, 2020 After all questions were addressed, Superintendent Stark wrapped up the report and shared the staff recommendation. Chair Kenton asked if there was a motion. Commissioner Mitchitaka moved and Vice Chair Giri seconded the motion to approve Alternative 1: Recommend to City Council to approve the conceptual design of AMD Park described in Attachment 4. The motion carried by the following vote: Yes: 4 - Chair Kenton Vice Chair Giri Commissioner Alexander III Commissioner Michitaka No: 0 Absent: 1 - DeCarlo STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 20-0278 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2021 No action was taken. This is a standing item. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Alexander III asked that the City consider installing hand sanitizer and wash stations as park of improvements in Capital Projects, -Staff Comments Superintendent Sparacino passed out the Superintendent's Report and provided a brief overview on some of the items.
