City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, September 9, 2020 7:00 PM Telepresence Meeting: City Web Stream TELECONFERENCE NOTICE CALL TO ORDER Chair Kenton called the meeting to order at 7 p.m. via teleconference. ROLL CALL Present: 5 - Chair Ralph Kenton Vice Chair Prakash Giri Commissioner Daniel Bremond Commissioner Gregory Dibb Commissioner Mike Michitaka Council Liaison Fong (absent) PRESENTATION 20-0454 PRESENTATION - Branch Library Update Superintendent of Libraries, Steve Sloan gave a presentation on Branch Library Update. Highlights included: project process and the two massing options. Commissioners inquired and Mr. Sloan or City staff responded: - Are both options one-story? Yes, both are one-story buildings. - Have you discussed if the branch library will look like the new main library? We are looking at the branch library to set standards in some areas. For the architectural design, the new City Center has it's own design and I believe the new library would align with the new City Hall. 20-0559 PRESENTATION - Urban Forest Management Plan Urban Landscape Manager, Leonard Dunn gave a presentation on the Urban Forest Management Plan. Highlights included: trees in Sunnyvale, Urban Forest City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final September 9, 2020 Management Plan, Strategic Plan, canopy cover, where are all the trees, how do we compare, canopy cover goal, implementation timeline, proposed next actions and long term actions. Commissioners inquired and Mr. Dunn or City staff responded: - What can we do to help? Engage Sunnyvale Urban Forest Advocates (SUFA) to meet with others, virtually or in small groups. SUFA would like to work with neighborhoods associations to plant tress in rights of way. Start small, 3-6 trees in a weekend or so. - Where would you like to see Sunnyvale's canopy coverage in 10-years? The goal of 20-21% overall will be hard to get. In residential areas, would like to see 50%. - At times do people say no to more trees? Yes, we have had concerns over sewer lines, raking, time/resources and allergies. - Is there a common rule for the species in parks? Currently, we have many that need a lot of water. As we need to replace, we are looking at more sustainable species. We are also looking long term to change out to those that are more adaptive to our climate. 20-0748 PRESENTATION - Aquatics Report Community Services Coordinator, Jesus Raygoza gave a presentation on Aquatics. Highlights included: pool locations, pre-COVID 19 programming, programming after ease of COVID-19 restrictions, fall programming, program statistics and 2021 programming. Commissioners inquired and Mr. Raygoza or City staff responded: - There is a 24-hour advance notice needed for cancellations. If we have bad air, can that 24-hour in advance requirement be waived so that one does not lose their fee? We are happy to look at these in a case by case basis. You can call or email us directly to discuss. 20-0749 PRESENTATION - Camp Sunnyvale Report Interim Community Services Manager, Michele-Bridget Ragsdale gave a presentation on Camp Sunnyvale. Highlights included: expanded summer plan. COVID-19 pivot, staff training and camp prep, camp launch, outcomes and numbers. Commissioners inquired and Ms. Ragsdale or City staff responded: - How did the number of enrollments this year compare to last year? If was significantly different. We normally have 700-800 campers a week during a normal summer. City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final September 9, 2020 20-0750 PRESENTATION - Senior Center EOC Report Community Services Manager, Tracey Gott gave a presentation on the Senior Center's Emergency Operation Center. Highlights included: Sunnyvale Serves, overview of services, online programs and care management. Commissioners had no questions. ORAL COMMUNICATIONS Chair Kenton asked if there were any members of the public wishing to speak under Oral Communications. Being none, moved to next item. CONSENT CALENDAR Chair Kenton asked if there were any members of the public wishing to speak on the minutes. There were none. Chair Kenton asked if commissioners had any questions or discussion. There was none. Chair Kenton asked for a motion. Commissioner Michitaka moved and Commissioner Bremond seconded the motion to approve the Parks and Recreation Commission Meeting Minutes of July 8 2020 as submitted. City staff conducted a random order voice vote. The motion carried by the following vote: Yes: 5 - Chair Kenton Vice Chair Giri Commissioner Bremond Commissioner Dibb Commissioner Michitaka No: 0 1 20-0560 Approve the Parks and Recreation Commission Meeting Minutes of July 8, 2020 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 20-0561 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2021 Commissioners inquired and city staff responded: City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final September 9, 2020 -Would a study issue help get funding for the Urban Forest Management Plan? We have a plan in place and the city is committed. It is best to hold tight for a better economic time. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioners inquired and staff responded: With more starting to be able to open, are staff looking at what can now be done? Yes, we look at it every day and meet weekly with the attorney's office and with staff to see what our options are. We do have competing protocols between the state and the county. We go with whichever is the most stringent. Is National Night Out and Celebrate Sunnyvale cancelled? Celebrate Sunnyvale will be a virtual event. It will be on October 19 from 10 to 11 am. on the city's Facebook or You Tube channel. National Night Out was moved to a tentative date in October and at this time, we have not heard anything more on it. -Staff Comments Superintendent of Golf and Parks, Jim Stark provided an update on Fair Oaks Park, the Washington Swim Center and One AMD Place. Superintendent of Community Services, Damon Sparacino, noted that our next meeting would be on 10/28 and would be a joint meeting with the Board of Library Trustees. A regular Parks and Recreation Commission meeting will follow. ADJOURNMENT Chair Kenton adjourned the meeting at 8:51 p.m. City of Sunnyvale Page 4
