TELECONFERENCE NOTICE
Pursuant to Government Code Subdivision 54953 (e),the meeting was conducted
telephonically; pursuant to state law, the City Council is scheduled to make the
necessary findings on October 26, 2021.
CALL TO ORDER
Chair Giri called the meeting to order at 7:00 p.m. via teleconference.

Council Liaison Hendricks attended.
PRESENTATION
A 21-0953 Fee Waiver Report
Recreation Services Coordinator, Dustyn Bindel, provided a report on the Fee
Waiver program. Highlights included: background, program report out, maximum
income eligibility criteria, subsidized rate examples, number of youth served, and
upcoming changes.
Council Liaison Hendricks recommended that Recreation Services introduce fee
waiver changes during the upcoming budget process, as opposed to during a
Council study session.

ORAL COMMUNICATIONS
Chair Giri opened oral communications and there was no public testimony,
closed oral communications.
CONSENT CALENDAR
Chair Giri moved and Commissioner Kesting seconded the motion to approve
the consent calendar as presented.

2021 as submitted.
PUBLIC HEARINGS/GENERAL BUSINESS
2 21-0201 Review and Recommendation to the City Council for the Final
Park Design at One Redwood Place - Previous AMD Site
Superintendent of Golf and Parks, Jim Stark, provided a presentation on the Final
Park Design at One Redwood Place and introduced architects Dennis Sullivan and
Mark Garrity. Highlights included: site context map, project history, conceptual
design, Commission and Council actions, rending of Redwood Place Park, overall
site plan, design theme, park goals, site imagery, key differences from initial
conceptual plan, and alternative recommendations.
Commissioners inquired and staff responded:
Can staff provide more info on the park dedication fund? Yes, staff will connect
offline and send links.
Will there be any lighting around the large field at One Redwood Place? There will
be lighting around the walkways for safe pedestrian travel, but not lights around the
field. The neighborhood park will be open from dusk till dawn.
Council Liaison Hendricks recommended that staff make a shorter presentation
when presenting to Council.

Commissioner Kesting moved and Commissioner Dibb seconded the motion to
approved the final design of AMD Park described in Attachment 5 with decomposed
granite surfacing for the dog park.

STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
3 21-0951 Discussion and Consideration of Potential Study Issue: Study
of Hitting Cages in Sunnyvale
Parks and Recreation Commissioner, David Kesting presented a potential study
issue on Hitting Cages in Sunnyvale. The study would suggest inputting hitting
cages at all parks with clay infields in Sunnyvale and be open to public to use, as
opposed to exclusive use.
Commissioner Giri, Dibb, Kesting and Mason supported the study issue to be added
to the running list.
4 21-0950 Discussion and Consideration of Potential Study Issue: Field
Permitting Transparency
David Kesting presented a potential study issue on Field Permitting Transparency.
The study would suggest creating a spreadsheet or page on website to provide the
public with clarification on which fields are being used, when they are reserved and
by which users. Transparency would decrease conflict between field users.
Staff clarified that field users are required to bring their permits to their reservation
and potentially display it to alleviate conflict with other field users. Additionally, staff
is working to provide an annual report on field usage to the Commission.
Commissioner Giri, Dibb, Kesting and Mason supported the study issue to be added
to the running list.

Commissioner Daniel Bremond informed the Commission that he did not receive a
panelist Zoom link to the meeting, but was in attendance as a public member. Ricky
Le will connect offline to ensure Commissioner Bremond receives the meeting link
for future meetings.
Sunnyvale residents Steve C., David W., John F., Seba H., Amy L., Patricia N.,
Sean L., and James B. were supportive of both studies issues presented.
5 21-0955 Parks and Recreation Commission Proposed Study Issues,
Calendar Year: 2022
Standing item. No study issues approved in previous meeting were proposed.

Commissioner Kesting thanked commissioners and the public for attending the
meeting.
-Staff Comments
Ricky Le notified the Commission that the November Parks and Recreation
Commission meeting will have the following items: Review and Approve 2022
Master Work Plan, and Annual Review of Code of Ethics and Conduct for Elected
and Appointed Officials.

Minutes of September 8, 2021 as submitted.

Park Design at One Redwood Place - Previous AMD Site

Recommendation: Alternative 1: Recommend that City Council approve the final
design of AMD Park described in Attachment 5 with
decomposed granite surfacing of the dog park.
Staff recommends decomposed granite surfacing due to ease
of maintenance and low cost. Decomposed granite surfacing
withstands heavy public use and allows for easy identification
and cleanup of dog waste. Decomposed granite surfacing has
been used successfully at Las Palmas Park and Seven Seas
Park. Synthetic turf is more expensive to install, has a higher
maintenance cost and has an estimated $150,000 replacement
cost every 10 years.
