CALL TO ORDER
Pursuant to Government Code Subdivision 54953(e), the meeting was conducted
telephonically; pursuant to state law, the City Council made the necessary findings
by adopting Resolution No. 1089-21, reaffirmed on May 24, 2022.
Chair Giri called the meeting to order at 7:00 p.m. via teleconference.

PRESENTATION
A 22-0630 Recognition of Service
Superintendent of Recreation Services, Damon Sparacino, provided a presentation
on Recognition of Service. Highlights included: informing the commission that
Commissioner Mason extended her term through June 2026, thanking Chair Giri
and Vice Chair Dibb for officiating the Parks and Recreation Commission meetings,
and recognize milestones of opening Washington Community Swim Center, Magical
Bridge Playground and Fair Oaks Park.
B 22-0526 Sunnyvale Tree Program
Urban Landscape Manager, Leonard Dunn, provided a presentation on Sunnyvale
Tree Program. Highlights included: Community Center, Urban Forest Management
Plan, comparison to other cities, canopy cover goal, implementation timeline,

planting and maintenance issues, and ecosystem benefits.
Commissioners inquired and staff responded:
Is there an update on study issue DPW 22-04 Street Tree Equity Lens? No update.
Staff will follow-up.
How do residents protect curb gutter/sidewalk from tree roots? Can install bio or
plastic barriers 3 feet in diameter and down 15 inches, so roots will grow under
sidewalk/street. Additionally, we can pick trees that naturally root deeper.
What year was the original plan and how far have we come? The plan was
approved by council in 2014; however, staffing levels and maintenance have been
affected by funding issues from recession and the pandemic. Currently the City
plants 200-300 trees a year. We are at 1,000 of the 5,000 goal.
Commissioner Kesting noted a phrase from the presentation relative to the overall
urban canopy and commercial development, "when we build this much cubic feet of
office space, this is what is needed to mitigate that." Commissioner Kesting
reiterated his interest in researching the nexus between the park development fund
and industrial development, not just residential development.

2 22-0123 Recommend Council Approve Modifying the Recreation Fee
Waiver Program and Amend Council Policy 7.1.1 to Reflect the
Modifications
Damon Sparacino, provided a presentation on the Recreation Fee Waiver Program
Modification and Amendment of Council Policy 7.1.1. Highlights included:
background, program analysis, fee waiver program usage, benchmarked
neighboring cities, and proposed modifications.
Commissioners inquired and staff responded:
When will the modification go into effect? Modifications will go into effect
immediately upon Council approval. The service level adjustment of $47,000+ will
go into effect after July 1, 2022 - if approved, as part of the FY 2022/23 operating
budget.
Commissioner Kesting moved and Commissioner Bremond seconded the motion to
approve Alternative 1: Recommend Council approve Modifying the Recreation Fee
Waiver Program and Amend Council Policy 7.1.1 to Reflect the Modifications
proposed by Staff.

-Commissioner Comments
Chair Giri will discuss renaming the Lawn Bowling Clubhouse at the July meeting
date, once all commissioners are in attendance, to explore next steps.
-Staff Comments
Damon notified the Commission that June 13, 2022 will mark the start of camp and
swim lesson season. Participation numbers are looking great relative to
pre-pandemic levels. Staffing levels for aquatics are still being worked on, but
camps are fully staffed.
